INTIPATI BAGET SULUNG PM (DWIBAHASA)

Intipati Bajet 2010 '1Malaysia, Kemakmuran Bersama':

1. Peruntukan wang berjumlah RM191.5 bilion yang meliputi RM138.3 bilion (72.2 peratus) untuk belanja mengurus dan RM53.2 bilion (27.8 peratus) untuk belanja pembangunan.

2. Bayaran khas RM500 kepada penjawat awam bagi Gred 41 hingga Gred 54 dan setaraf dengannya serta pesara wajib kerajaan pada bulan Disember ini.

3. Peningkatan pengecualian cukai pendapatan kepada penyedia perkhidmatan jagaan kesihatan daripada 50 peratus nilai peningkatan pendapatan eksport kepada 100 peratus sebagai galakan untuk menarik lebih ramai pelancong kesihatan.

4. Pelepasan cukai individu ke atas yuran langganan jalur lebar sehingga RM500 setahun mulai 2010 hingga 2012.

5. Pinjaman pembelian komputer ditawarkan kepada penjawat awam setiap tiga tahun sekali berbanding lima tahun sekali sekarang.

6. Subsidi, insentif dan bantuan hampir RM2 bilion untuk membela nasib golongan petani dan nelayan.

7. Peruntukan lebih RM9 bilion untuk projek infrastruktur termasuk pembinaan jalan, jambatan, bekalan air, perkhidmatan pembentungan, pelabuhan dan perkhidmatan laut serta projek lapangan terbang.

8. Peruntukan tambahan RM20 juta di bawah Tabung Kumpulan Usaha Niaga (TEKUN) untuk usahawan kecil kaum India (Peruntukan sedia ada RM15 juta).

9. Peruntukan RM3 juta sebagai geran pelancaran penubuhan Tabung Kebajikan Penggiat Seni bagi memastikan kebajikan warga seni sentiasa terbela dan diberi perhatian.

10. Peruntukan tambahan RM20 juta untuk memberi pengiktirafan Sekolah Berprestasi Tinggi (SBT) dengan sasaran 20 buah sekolah pada 2010.

11. Menganugerahkan Biasiswa Nasional kepada 30 pelajar terbaik di kalangan yang terbaik berasaskan kepada merit sepenuhnya. Penyandang Biasiswa Nasional ini akan melanjutkan pelajaran ke universiti tersohor di dunia.

12. Menukar pinjaman PTPTN kepada biasiswa bagi pelajar yang berjaya menamatkan pengajian ijazah sarjana muda kelas pertama atau setaraf dengannya bermula tahun 2010.

13. Diskaun tambang 50 peratus bagi perkhidmatan kereta api KTMB jarak jauh kepada pelajar berumur 13 tahun sehingga mereka masih bertaraf pelajar bermula 1 Jan, 2010.

14. Pakej "notebook", termasuk perkhidmatan jalur lebar percuma, kepada 100,000 pelajar universiti tempatan dengan bayaran RM50 sebulan untuk tempoh dua tahun bermula 1 Jan, 2010.

15. Peruntukan RM100 juta bagi pelaksanaan Program PERMATA, yang memberi penekanan terhadap kaedah pengasuhan dan pendidikan awal kanak-kanak secara bersepadu dan terancang.

16. Perlindungan insurans dan takaful mikro untuk peniaga kecil-kecilan mendapat manfaat perlindungan dalam lingkungan RM10,000 hingga RM20,000 dengan premium serendah RM20 sebulan.

17. Menubuhkan 14 lagi Mahkamah Sesyen Khas Rasuah dan empat Mahkamah Tinggi Khas Rayuan Kes Rasuah.

18. Cukai perkhidmatan sebanyak RM50 setahun ke atas kad kredit utama dan kad caj, termasuk kad yang diberi percuma dan cukai pendapatan RM25 setahun ke atas setiap kad kredit tambahan mulai 1 Jan, 2010.

19. Semua kementerian dan jabatan kerajaan diwajibkan untuk menyediakan pusat penjagaan harian dan pendidikan anak-anak dengan setiap kementerian dan jabatan diberi peruntukan RM200,000 untuk penubuhannya.

20. Kadar cukai pendapatan individu maksimum dikurangkan daripada 27 peratus kepada 26 peratus berkuatkuasa tahun taksiran 2010.

21. Pelepasan diri kepada pembayar cukai pendapatan individu dinaikkan kepada RM9,000 daripada RM8,000 mulai tahun taksiran 2010 bagi membolehkan pembayar cukai nikmati peningkatan pendapatan boleh guna sebanyak RM1,000.

22. Hampir 50,000 isi rumah miskin tegar yang berdaftar di bawah program eKasih dan 4,000 isi rumah Orang Asli yang telah dikenal pasti akan dibantu untuk mencapai matlamat sifar kemiskinan tegar. Peruntukan RM41 juta untuk meningkatkan kualiti hidup masyarakat Orang Asli.

23. Peruntukan RM48 juta bagi melaksanakan program pembasmian kemiskinan bandar meliputi bantuan kebajikan dan program bayaran sewa rumah dan Kementerian Wilayah Persekutuan ditukarkan nama kepada Kementerian Wilayah Persekutuan dan Kesejahteraan Bandar.
24. Penyediaan 74,000 rumah kos rendah oleh Jabatan Perumahan Negara untuk disewa pada tahun 2010.

25. Pelancaran skim KWSP pada Januari 2010 bagi membolehkan pencarum mendapatkan jumlah pembiayaan lebih besar bagi pembelian rumah yang bernilai lebih tinggi atau bagi pembelian rumah tambahan.

26. Peruntukan RM224 juta kepada OKU untuk bantuan, melaksanakan Program Pemulihan Dalam Komuniti dan peruntukan RM174 juta untuk warga emas.

27. Kadar elaun kanak-kanak OKU di sekolah pendidikan khas kelolaan NGO dinaikkan daripada RM50 kepada RM150 sebulan bagi setiap orang mulai 1 Jan 2010.

28. Penubuhan Skim Simpanan Persaraan 1Malaysia yang diuruskan oleh KWSP.

29. Potongan caruman pekerja KWSP dinaikkan semula ke kadar 11 peratus secara sukarela berkuat kuasa serta-merta.

30. Membina jalan luar bandar sepanjang 510km dan jalan kampung sepanjang 316km dengan peruntukan RM857 juta termasuk jalan di Kapit, Lawas dan Simunjan di Sarawak serta Kinabatangan, Kota Belud dan Keningau di Sabah.


Highlights Of 2010 Budget: 1Malaysia, Together We Prosper


KUALA LUMPUR, Oct 23 (Bernama) -- Following are the highlights of the 2010 Budget, themed "1Malaysia, Together We Prosper":

1. An allocation of RM191.5 billion, consisting of RM138.3 billion or 72.2 per cent (operating expenditure) and RM53.2 billion or 27.8 per cent (development expenditure).

2. Special payment of RM500 in December 2009 to civil servants from Grade 41 to Grade 54 or its equivalent as well as those on mandatory retirement.

3. Enhancement of tax incentives for healthcare service providers who offer services to foreign health tourists. Income tax exemption of 50 per cent on the value of increased exports will be increased to 100 per cent.

4. Individual taxpayers will be given tax relief on broadband subscription fee up to RM500 a year from 2010 to 2012.

5. Civil servants are eligible to apply for computer loans once in every three years as compared to once in every five years now.

6. Subsidies, incentives and assistance amounting to almost RM2 billion to safeguard the interest of farmers and fishermen.

7. An allocation of RM9 billion to finance infrastructure projects, including construction of roads and bridges, water supply, sewerage services, rail facilities, ports and sea services as well as airport projects.

8. An additional allocation of RM20 million for small-scale Malaysian-Indian entrepreneurs under the Tabung Kumpulan Usaha Niaga (Tekun), on top of the existing RM15-million allocation.

9. Establishing a RM200-million Creative Industry Fund to finance activities, such as film and drama productions, music, animation, advertisements and local content development. Establishing "Tabung Kebajikan Penggiat Seni" to ensure the welfare of artistes.

10. An allocation of RM20 million for 20 schools to be identified as High Performance Schools (SBT) in 2010.

11. Awarding national scholarships to 30 "creme de la creme" students strictly based on merit. These scholarship recipients will further their education in world-renowned universities.

12. Converting the National Higher Education Fund Corporation (PTPTN) loans to scholarships for students who graduate with first class honours degrees or equivalent beginning 2010.

13. Providing a 50 per cent discount on fares for long-distance services of Keretapi Tanah Melayu Berhad (KTMB) to students aged 13 and above beginning Jan 1, 2010.

14. Offering a netbook package, including free broadband service, to 100,000 local university students for a start for RM50 per month for two years, effective Jan 1, 2010.

15. An allocation of RM100 million for the PERMATA Programme to implement various programmes which emphasise early childcare and education in an integrated and organised manner.

16. Micro insurance and Takaful coverage for small-scale businessmen which will benefit from coverage ranging from RM10,000 to RM20,000 with premium as low as RM20 per month.

17. Establishment of 14 Special Corruption Sessions Courts and four Special Corruption Appeal High Courts.

18. Imposing RM50 service tax on each principal credit card and charge card, including those issued free of charge, and a service tax of RM25 a year on each supplementary card effective Jan 1, 2010.

19. All ministries and government departments are required to provide day care and education centres for children. For this, an allocation of RNM200,000 will be made available for every ministry and government department to establish day care centres.

20. Reduction of the maximum individual income tax rate from 27 percent to 26 percent, effective from the year of assessment 2010.

SAWANG LABAH-LABAH DALAM KABINET DAPUR

Dulu, kini dan selamanya memang terdapat banyak labah-labah membuat sawang dalam kabinet dapur negara yang cemerlang, gemilang dan terbilang lantaran ini adalah tanahair "semua boleh", justeru semua perkara mampu terjadi. Rumah baru siap, kabinet dapur biasanya ditempah baru, diperbuat dari kayu jati import dari seberang laut.

Jikalau diperbuat dari kayu getah, kabinet dapur mudah dimakan anai-anai, cepat reput jika kerap terkena percikan air dari sinki. "Built-in" kabinet dapur jadi banggaan wanita apabila tetamu datang berkunjung ke rumah. Kekadang, rumah orang Melayu juga disediakan "bar", dibina sekali dengan kabinet dapur.

Kabinet dapur yang jarang dibuka atau dibuka sekali-sekala dan jarang dibersih, maka sang labah-labah berpeluang "menenun atau menjahit" sawangnya sebagai perangkap cari makan. Nyamuk Aedes yang sesat, lalat jika ada, lipas atau serangga yang kurang pengalaman, mudah terperangkap dalam sawang lelabah.


Cobwebs in our Cabinet


Speculation is rife that the Cabinet of Prime Minister Datuk Seri Najib Razak will be leaner, meaner and slimmer. Or will it?

Inefficiencies caused by a bloated government stop the nation from moving forward, add cost to doing business, and makes life harder for ordinary folk. Thus, it goes without saying, that a smaller Cabinet will be well received.

In a normal competitive democracy, governments change hands every now and then. For instance, in Australia, a government averagely lasts for eight years.

New governments are often lean and slim as they re-examine past arrangements and set new priorities.

By the time they get bogged down by vested interests of their own, the voters will throw them out of office.

Malaysia has had no change of government since independence in 1957, thus there is hardly any impetus for major shake-up of the system.

Whenever a new leader takes office or a political leader needs to resolve a certain problem, layer after layer of bureaucracy is added on without removing redundant ones.

Najib has his fair share of the blame. For example, when he took over the finance portfolio last year, a project management unit (PMU) was formed in the Treasury; presumably the Implementation Coordination Unit (ICU) of the Prime Minister's Department had failed the task of dishing out contracts to Umno cronies quickly.

It is doubtful how lean and mean Najib's cabinet can be, given that the prime minister is governing through a grand coalition that has many powerful ministerial aspirants.

The cabinet of Tunku Abdul Rahman had only 13 ministers. The word 'deputy minister' was unheard of until Tun Razak formed the first Barisan Nasional cabinet after the 1974 election with 22 full ministers and 16 deputy ministers.

When Tun Dr Mahathir Mohamad left office in 2003, his front bench has 76 members.

Tun Abdullah Badawi's post-2004 election saw a 93-member administration - the largest ever in history.

Although he managed to slim down the obese cabinet and its deputies, it was still a bloated 67-member bench.

There are several issues Najib should take into account if he were to build a 'world class' - (among the many over-rated terms in the country) team for a better Malaysia.

First, the spirit of checks-and-balances is essential to any democratic system. The prime minister in the Westminster model is supposed to be 'first among equals' and not a king or president with absolute power.

One important convention is that the prime minister does not hold concurrent finance portfolio as the latter's brief is to safeguard state funds while the top man's job is to spend.

Najib should relinquish the finance portfolio and appoint a full-time minister.

Second, there is a tendency to seek prime ministerial attention on everything, resulting in a huge prime minister's department covering everything from Islam to maritime enforcement.

It's time to rationalise the messy puzzle.

Many agencies currently placed under the prime minister's department should have been independently run and answerable to the Parliament such as the Election Commission, the Public Complaints Bureau, the Istana, and, ironically, the parliamentary service itself.

Third, partisan or 'cronistic' interests should not be built into ministerial arrangements.

Institutional integrity and efficiency supersedes all private profiteering considerations.

A case in point is public transport.

Not many people realise that the transport ministry has no say over public transportation. The Commercial Vehicle Licensing Board is the turf of the Entrepreneurial and Cooperative Development Ministry, with the objective of using public transport licensing power to build a Bumiputra commercial and industrial community (BCIC).

Another example is the governing of licensed money lenders, who often double-up as loan sharks.

Strangely, money lenders, who form a kind of financial institution, are under the local government and housing ministry, not finance ministry. The only explanation I can think of is that the money lenders, and by extension, the loan sharks, are more often than not, MCA supporters.

Finally, racial division of labour is not needed in an urbanised modern world.

Prior to 1970s, it is easy to segregate spatial existence racially, with most Malays living in the kampongs, Indians in the estates, and Chinese either in the urban sectors or new villages.

After half-a-century of formation, National and Rural Development Ministry still handle affairs of Malay villages while Chinese villages' affairs by MCA's Local Government and Housing Ministry.

Labour is still seen as an Indian issue, thus a MIC minister is tasked to oversee it.

Malaysia is now an urbanised nation with at least 65 per cent of its multiethnic population living in the cities. Their basic needs, such as transport, housing and jobs, are similar regardless of race and religion.

A 'new deal', as hyped by the media of Najib's premiership, must clean the cobwebs in our cabinet from the start.

LEGAL ADVISOR ON ECONOMIC ASPECT OF MALAYSIA

The introduction to the organisation and function of the EPU (Economic Planning Unit) of the Prime MInister's Department of Malaysia says "The Economic Planning Unit (EPU) was established in 1961, to serve as the Secretariat for the preparation of the development plans, both the medium and long-term plans, for the country. It has been mandated to be responsible to formulate the outline perspective plan and the five-year development plans for the nation. It is also the central planning agency responsible for approving programmes and projects as well as determining the allocation ceiling for national development. This task has remained basically unchanged since its establishment, with the addition of new tasks and responsibilities like privatization, the Foreign Investment Committee and other new areas."
This organisation is one of the most vital and influential not only as a unit per se in the PM's Department but to the Malaysian government as a whole. So much is under its prerogatives and control that in the recent visit by the MB of Selangor, Dato' Seri Abdullah Ahmad Badawi kept referring to EPU when discussing issues brought up by the former. We shall look into the organisation of EPU in future posts. Suffice to say at this juncture that whoever is paid to perform their duties, to shoulder the responsibilities and to monitor the the jobs as well as its processes in this Unit must remember one thing: YOU ARE BEING WATCHED ALL THE TIME. SO WHATEVER YOU SAY OR DO OR OTHERWISE MIGHT BE USED AGAINST YOU IN COURT OF ALLAH, ALL- KNOWING, AL-SEEING.

SECTIONS DIRECTLY UNDER THE DIRECTOR-GENERAL

A. Secretariat to the Foreign Investment Committee


(1) Process applications and make recommendations for acquisition of assets and interests as
well as mergers and takeovers of companies.
(2) Monitor and evaluate investment activities to ensure they are in line with the corporate
equity restructuring objective.

B. Management Services Section

Provide administrative, financial and personnel support to EPU.

C. Secretariat to the National Development Planning Committee.

D. Legal Section

(1) Give legal advice on the interpretation of laws, terms of contracts, terms of agreements and
other legal documents.
(2) Resolve any legal issue and any other matter of legal character.
(3) Draft and vet any proposed law/Bill or amendments of laws, rules, regulations, orders and
notifications.
(4) Draft and vet all legal documents such as privatization agreements, procurement contracts,
guarantees, letters of undertaking, memorandum of understanding, consultancy agreements
and other types of agreements.
(5) Assist / participate in the negotiations of the agreements.

KUNJUNGAN HORMAT ATAS PM OLEH MB

YAB Tan Sri MB Selangor telah mengadakan kunjungan hormat ke atas PM Malaysia dan berbincang tentang beberapa perkara seperti yang dilaporkan oleh Bernama. Antara lain yang dibincangkan ialah Zon Perdagangan Bebas Pelabuhan Klang (PKFTZ) yang mengalami kerugian berbilion ringgit, penggunaan LTSAS di Subang sebagai pusat halal hab, isu pekerja asing yang hendak dikenakan levi dan penyemakan semula perjanjian SYABAS dengan kerajaan Selangor.
Semua isu dan perkara di atas memerlukan kerjasama kerajaan Pusat sebelum boleh dilaksanakan dan seterusnya rakyat memperolehi manfaat darinya.



Khalid Lakukan Kunjungan Hormat Ke Atas Perdana Menteri

SHAH ALAM, 25 April (Bernama) -- Menteri Besar Selangor Tan Sri Abdul Khalid Ibrahim melakukan kunjungan hormat ke atas Perdana Menteri Datuk Seri Abdullah Ahmad Badawi di Seri Perdana, Putrajaya hari ini dan membincangkan beberapa isu termasuk Zon Perdagangan Bebas Pelabuhan Klang (PKFZ); penggunaan Lapangan Terbang Antarabangsa Subang; dan pekerja asing di Selangor.

Dalam kunjungan pertamanya itu selepas dilantik sebagai Menteri Besar, Abdul Khalid diiringi oleh Pengerusi Jawatankuasa Tetap Pelaburan, Perindustrian dan Perdagangan Negeri, Teresa Kok; dan Pengerusi Jawatankuasa Tetap Hal Ehwal Islam, Adat-adat Melayu, Infrastruktur dan Kemudahan Awam, Datuk Dr Hassan Mohamed Ali, kata Sekretariat Media Pejabat Menteri Besar dalam satu kenyataan dikeluarkan di sini.

Pada pertemuan pada sebelah pagi itu, Abdullah menasihatkan kerajaan Selangor supaya menghubungi Kementerian Pengangkutan bagi membincang dan menangani isu PKFZ dan cadangan penggunaan Lapangan Terbang Subang, katanya.

Sebelum ini dilaporkan Kerajaan Selangor di bawah Pakatan Rakyat berminat untuk membangunkan halal hub di kawasan lapangan terbang itu.

Menurut kenyataan itu, Perdana Menteri memberikan respon positif bahawa terdapat ruang untuk kerajaan negeri membangunkan kawasan berkenaan.

Abdullah juga memberitahu Abdul Khalid bahawa kerajaan negeri perlu berbincang dengan Unit Perancang Ekonomi (EPU) dan Kementerian Tenaga, Air dan Komunikasi dalam menyelesaikan isu bekalan air di Selangor.

Selepas mengambil alih pentadbiran negeri itu, kerajaan Pakatan Rakyat bercadang menyemak semula perjanjian bekalan air dengan syarikat pemegang konsesi, Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) yang didakwa berat sebelah.

Pertemuan dua hala itu juga membincangkan masalah peningkatan pekerja asing di Selangor, kata kenyataan itu.
