Takziah kepada Sdri Norhanizah Ahmad serta ibu bapa Allahyarham Shaari Hamid. Bersabarlah di atas ujian yang getir ini. Sebagai pengajaran dan iktibar, selain dari sesi kaunseling, sekiranya terdapat ciri-ciri penyakit jiwa pada salah seorang pasangan suami isteri, hendaklah Pejabat Agama yang mengendalikan kes masalah rumah tangga sebegini merujuk klien kepada doktor pakar psikatri untuk penilaian dan seterusnya rawatan. Sekiranya penyalahgunaan dadah disyaki pada pasangan berkenaan, mohon rujukan kepada pihak yang berkenaan. Tidak berapa lama dahulu, kes yang yang hampir serupa melibatkan pengamalan ilmu hitam atau ajaran sesat.

Kisah membunuh anak diikuti dengan mencabut nyawa sendiri lazimnya berlaku di negara barat. Kini negara kita pun tidak terkecuali. Mari kita sama-sama cari jalan keluar secepat mungkin sebelum...............

Hanya lampin pengubat rindu

PARIT BUNTAR: Kain lampin dan mainan kanak-kanak menjadi pengubat rindu buat Norhanizah Ahmad, 27, yang kehilangan dua anaknya dipercayai diracun bapa mereka di Kampung Parit Kasa, Nibong Tebal, Pulau Pinang, kelmarin.

Malah, rumah ibu Norhanizah di Kampung Titi Serong, dekat sini, juga bertukar suram apabila tiada lagi keriuhan dan keletah dua beradik itu, Muhamad Shafril Shamir Shaari, 4, dan Nor Amelia Syafiqah, setahun.

Dalam kejadian menyayat hati itu, suaminya, Shaari Hamid, 34, menggantung diri menggunakan tali dalam bilik di rumahnya selepas dipercayai membunuh dua kanak-kanak itu dengan memberi mereka meminum racun.

Norhanizah ketika ditemui semalam masih diselubungi kesedihan akibat kehilangan serentak dua anak dikasihi itu.


Dia hanya mampu menitiskan air mata apabila teringat saat-saat gembira bersama mereka.
Menurutnya, kejadian yang menimpa dirinya dan keluarga begitu perit dalam hidupnya, namun dia perlu menerima ketetapan takdir Tuhan dengan hati terbuka.

“Saya benar-benar rasa kehilangan (dua anak) sebab sekarang sudah tiada apa lagi.

Barang mainan dan kain lampin yang sentiasa mereka pegang ketika minum susu akan menjadi pengubat rindu buat saya apabila teringatkan telatah Shamir dan Nor Ameelia.

“Malah, saya sukar melelapkan mata ketika tidur malam tadi (kelmarin) kerana teringat keletah anak, terutama Shamir yang mula petah bercakap,” katanya ketika ditemui di sini, semalam.

Shaari ditemui mati tergantung di sisi dua mayat anaknya yang terbaring kaku di atas tilam dalam sebuah bilik di rumah mereka.

Dia dipercayai meracun kedua-dua anaknya berikutan penemuan botol susu di sisi seorang anaknya sebelum mengambil nyawanya sendiri.

Tragedi memilukan berkenaan hanya disedari kakak mangsa berusia 50-an yang tinggal berhampiran kira-kira jam 12.30 tengah hari ketika berkunjung ke rumah adiknya.

Norhanizah berkata, kali terakhir dia bertemu dengan dua beradik itu pagi Selasa lalu sebelum arwah suami datang untuk mengambil mereka kira-kira jam 11 pagi.

Katanya, dia juga tidak mengesyaki sesuatu akan berlaku apabila kedua-dua anaknya diambil arwah suami.

Ini kerana arwah suami akan menghantar mereka semula selepas dua hari bersamanya.

“Apa yang berlaku mengejutkan kerana sepanjang kami duduk berasingan, arwah suami sentiasa menghantar semula mereka.

“Saya percaya pada arwah suami kerana dia tidak pernah menimbulkan masalah,” katanya.

Sementara itu, nenek kepada dua beradik itu iaitu ibu Norhanizah, Yah Abdullah, 60, bermimpi mereka pulang ke rumahnya, semalam.

“Buka pintu, buka pintu, buka pintu,” pinta Yah, 60, kepada anaknya kerana menyangka kedua-dua cucunya pulang ke Kampung Titi Serong.

Dia sebenarnya hanya bermimpi kedua-dua cucunya pulang sambil memanggil ‘tok’ berulang kali.

Yah berkata, Shamir dan Nor Ameelia rapat dengannya kerana mereka dijaganya ketika Norhanizah bekerja.

Menurutnya, dia tidak mengesyaki apa-apa berlaku ketika arwah menantunya datang kerana dia meminta dengan cara baik sambil memaklumkan mahu membawa mereka ke rumah.

“Jantung saya berdegup kencang dan hampir rebah apabila dimaklumkan kejadian menimpa kedua-dua cucu hingga terpaksa dipapah anak.

“Saya tidak sangka langsung dia (arwah Shaari) akan bertindak sedemikian. Dia amat menyayangi mereka hingga masa bekerja pun sering teringat mereka.

Rumahnya kini semakin sunyi kerana tiada lagi kedengaran suara mereka bermain dengan sepupu, Muhamad Amirul Abd Samad, 3, dan Nor Alia Diana, 3.

“Arwah Shamir suka makan buah durian hingga boleh makan sampai dua biji apabila dibeli bapanya di pasar pagi berhampiran, selain betik dan pisang.

“Saya juga masih teringat keletah ceria Shamir apabila dia yang sudah petah bercakap bercita-cita mahu memandu kapal terbang bila besar nanti,” katanya yang menitiskan air mata ketika menceritakan kisah cucu kesayangannya.

Menurutnya, Norhanizah yang menghadapi masalah rumah tangga dengan suaminya menetap di rumahnya bagi memulihkan keadaan sejak tujuh bulan lalu.

Katanya, kedua-duanya juga sudah menjalani beberapa sesi kaunseling di Pejabat Agama Daerah Jawi bagi memulihkan hubungan mereka yang semakin keruh akibat masalah keluarga.

“Kedua-dua keluarga tidak mahu masuk campur dan masing-masing cuba memulihkan semula hubungan mereka yang terbina sejak lima tahun lalu kerana memikirkan masa depan anak yang masih kecil,” katanya.

Sementara itu, keluarga arwah Shaari yang mengadakan kenduri tahlil enggan ditemu bual sejak hari kejadian dan tidak melayani kehadiran media di rumah mereka di Kampung Parit Kasa, Sungai Bakau, Nibong Tebal, semalam.

MCA to seek details of Umno-Pas meetings

KUALA LUMPUR: The MCA will seek details from Umno on its meetings with Pas at the next Barisan Nasional supreme council meeting. MCA president Datuk Seri Ong Ka Ting said the party was interested to know what Umno and Pas talked about, especially since the topics revolved around race and religion.

"Umno has the right to meet with any political party. But when they talk to Pas about racial and religious issues, Umno as the leading component party in BN, which is a multicultural coalition, has the duty to disclose the specifics of their discussions to the other component parties," said Ong after chairing MCA's central committee meeting yesterday.

Ong said if Umno was not transparent on their meetings with Pas, many misunderstandings and speculations will result, which ultimately would be detrimental to the coalition in terms of support from the people.

Prime Minister Datuk Seri Abdullah Ahmad Badawi revealed on July 20 that Umno and Pas had been holding talks to address issues on Islam and Malay unity. "Barisan Nasional has always championed the rights of every race in the country. So when discussing matters of religion and race with Pas, Umno must remember to take into consideration the feelings and interests of the other multiracial component parties.

"They must not compromise on the rights of the other races," he added.

Asked if the MCA condoned Umno's meetings with Pas, Ong replied that the party did not agree with such meetings but did not condemn it either.

"They have the right to meet with anyone. Just like MCA can meet with other BN component parties, provided our talks are for the greater good of Malaysia. However, we do not talk with DAP."

Saban hari pelbagai berita gejala keruntuhan moral dan akhlak dilaporkan. Kita mengulas hal ini bukan ingin membesar-besarkan atau mensensasikan isu tetapi ingin menegaskan betapa rosak nya akhlak dan moral sesetengah kanak-kanak, remaja serta orang dewasa di negara kita. Dan, kita mesti bertindak segera. Pendekatan bersepadu perlu dilaksanakan oleh pihak berwajib. Usaha sekadar melepaskan batuk di tangga atau "cakap politik" perlu ditukar kepada "massive action" di semua peringkat serta lapisan masyarakat baik sekolah, PIBG, PPD, Jabatan Pendidikan Negeri, JKKK, Rukun Tetangga, Persatuan Penduduk, semua NGO, Persatuan Pengguna dan seterusnya semua agensi kerajaan dan Jabatan-jabatan.

Isytihar perang dan palulah gendang perang kepada program kemaksiatan serta promosi terhadap segala bentuk aktiviti yang menjurus ke arah seks bebas, rambang, budaya hedonistik, aethistik dan lain-lain.

Perhebatkanlah segala bentuk program yang mampu mendidik jiwa anak-anak muda, seminar tentang kaedah bagaimana mencari ketenangan selain dari penggunaan dadah, arak dan aktiviti tidak bermoral, aktiviti sukan serta rekreasi dan lain-lain.

KUALA LUMPUR: Jika selama ini main ‘masak-masak atau main kahwin-kahwin’ begitu sinonim dengan kanak-kanak, namun pengakuan tiga murid sekolah rendah yang terjebak dalam permainan ‘main rogol-rogol’ sangat menggemparkan.

‘Permainan’ yang bertitik tolak daripada ketagihan menonton VCD lucah itu mendorong kanak-kanak bawah umur terbabit ghairah mencuba melakukan hubungan seks walaupun sesama saudara terdekat.

Lebih memeranjatkan apabila murid sekolah rendah seawal usia 10 tahun itu tergamak menjadikan adik perempuan serta kakak dan adik saudara sebagai bahan eksperimen melakukan perbuatan terlarang terbabit.

Perkara itu didedahkan Timbalan Pengerusi Pertubuhan Sahabat Insan dan Iman Malaysia, Ahmadi Baharudin, yang memberikan kaunseling kepada sekumpulan murid sekolah rendah yang dihantar untuk pemulihan akhlak dan akidah di sebuah pusat dakwah di Banting, Selangor, baru-baru ini.

Dalam temu bual pada sesi kaunseling itu, katanya, tiga murid lelaki, masing-masing berusia 11 tahun dan seorang berumur 10 tahun, membuat pengakuan jujur mengenai keterlanjuran mereka melakukan zina akibat terangsang selepas menonton VCD lucah.

Katanya, seorang daripada murid terbabit yang dikenali sebagai Amir, 11, mendakwa gagal mengawal nafsu sebelum mencabul kehormatan adik kandung sendiri berusia enam tahun.

“Amir yang berasal dari pinggir ibu kota mendakwa kerap menonton VCD lucah yang akhirnya mendorong dia menjadikan adik kandung sendiri sebagai mangsa pemuas nafsu.

“Saya diberitahu ketika kejadian, Amir menonton VCD lucah bersama rakan di rumah ketika ibu dan bapa keluar bekerja,” katanya.

Akibat tidak dapat mengawal gelojak nafsu, Amir menarik adiknya masuk ke bilik sebaik rakan beredar.

“Adiknya yang berusia enam tahun tidak mampu berbuat apa-apa berikutan si abang lebih ‘pandai’ akibat terpengaruh dengan perbuatan dalam VCD lucah. Malah, dia memberitahu, perbuatan terbabit sekadar ‘main rogol-rogol’ saja,” katanya.

Beliau berkata, perbuatan tidak bermoral kanak-kanak terbabit hanya diketahui ibu bapanya selepas adik perempuan mengadu mengenai perlakuan jijik si abang.

“Amir memberitahu dia dipukul teruk dan tidak dibenar keluar rumah serta bergaul dengan rakan hingga dihantar ke pusat itu untuk mendapat bimbingan,” katanya.

Ahmadi berkata, Amir mendakwa mudah mendapatkan VCD lucah daripada rakan selain membelinya di pasar malam berhampiran dengan menggunakan wang saku pemberian ibu bapa.

Seorang murid yang dikenali sebagai Ashraf, 10, pula mengaku melakukan perbuatan ‘main rogol-rogol’ itu bersama kakak saudaranya yang berusia 12 tahun dan puncanya juga sama iaitu pengaruh VCD lucah.

“Ashraf memberitahu, ketika kejadian dia dan kakak saudaranya menonton VCD lucah bersama selama dua jam sebelum kanak-kanak perempuan itu mengajaknya ke bilik,” katanya.

Selepas itu, katanya, mereka melakukan aksi sama seperti dalam VCD berkenaan selama lima minit sebelum dilihat bapa tiri Ashraf yang pulang ke rumah.

Seorang lagi murid berusia 11 tahun dikenali sebagai Kamal terjebak dengan aktiviti ‘main rogol-rogol’ bersama adik saudaranya.

Kanak-kanak berkenaan yang tinggal di ibu negara mendakwa terpengaruh melakukan seks selepas menonton VCD lucah yang dipinjam daripada rakan.

Pengakuan jujur ketiga-tiga murid terbabit yang dirakamkan menggunakan perakam video dianggap gejala sosial memeranjatkan berikutan membabitkan kanak-kanak belum baligh.

KUALA LUMPUR: Apa jua keputusan dibuat oleh bank pusat mengenai kadar faedah adalah bagi kepentingan terbaik negara, kata Gabenor Bank Negara Malaysia (BNM), Tan Sri Dr Zeti Akhtar Aziz.

“Kami akan lakukan bagi kepentingan terbaik negara ini. Kami akan melihat risiko kepada tinjauan terhadap inflasi, sama ada ia akan meningkat dan terus meningkat bagi tempoh masa berlanjutan atau sama ada terdapat faktor pengurangan lain,” katanya semasa ditanya jika kadar faedah akan dinaikkan.

Bank pusat dijadual mengadakan mesyuarat dasar monetari esok.

“Yang kedua, kami akan mengkaji apa risiko bagi penyederhanaan dalam tinjauan pertumbuhan. Ini adalah antara pertimbangan yang akan diambil kira,” katanya.

Beliau berkata, bagi negara yang memperoleh pertumbuhan kukuh dan terlampau cergas, dan dengan inflasi yang tinggi, penyelesaian ialah amat jelas bagi mereka — menaikkan kadar faedah.

"Bagaimanapun, adalah kurang jelas bagi negara dengan taksiran berbelah bahagi, di negara maju dan sedang membangun," katanya.

Sebuah ekonomi maju menerbitkan laporan mesyuarat mereka semalam dan ia menunjukkan bahawa terdapat pandangan atau taksiran bagi peningkatan, penurunan dan juga membiarkan kadar faedah tidak berubah, katanya.

Ditanya sekiranya bank pusat lebih bimbang terhadap inflasi atau pertumbuhan lebih perlahan, beliau menjawab:

“Saya tidak akan mengulas sebelum selesai penilaian itu.”

Zeti bercakap kepada pemberita selepas pelancaran Laporan Tahunan PKS 2007 di sini hari ini.
Mengenai jangkaan inflasi, katanya ia perlu dinilai dengan berhati-hati.

“Biasanya jangkaan inflasi menyebabkan kesan pusingan kedua. Inilah yang kami akan pantau dengan teliti — ke tahap mana pengubahsuaian harga ini.

"Apa yang kami telah lihat sekarang bahawa ia menyebabkan peningkatan 7.7 peratus dalam inflasi ialah penyusunan semula dan pengubahsuaian sekali gus yang dibuat.”

“Ke tahap mana ini menyebabkan peningkatan harga lain dan sama ada ia menyebabkan upah yang lebih tinggi maka ia membimbangkan kerana kita akan melihat tekanan inflasi muncul dan itu amat menjejaskan negara.”

Mengenai kadar pertukaran wang, gabenor itu berkata bahawa ia tidak boleh dijadikan alat dan perkakas dasar kerana parasnya berubah mengikut masa.

“Mungkin ada masa ia naik dan kemudian ia turun disebabkan faktor bukan ekonomi.”

Katanya kadar pertukaran wang boleh juga dipengaruhi oleh apa yang berlaku di bahagian lain dunia yang mengakibatkan pengambilan untung di pasaran bagi ganti rugi kerana kerugian di pasaran lain.

KUALA LUMPUR: Majlis Tertinggi (MT) Umno hari ini memutuskan lebih banyak lagi pertemuan susulan antara Umno-Pas diadakan bagi berbincang berkaitan agama dan orang Melayu.

Ketua Penerangan Umno, Tan Sri Muhammad Muhd Taib, memberitahu pemberita demikian selepas mesyuarat MT Umno yang dipengerusikan Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi, di Menara Datuk Onn, di sini, petang tadi.

Muzakarah Umno, Pas jadi kenyataan

KOTA BHARU: Empat pemimpin tertinggi Pas semalam sebulat suara bersetuju meneruskan perbincangan dengan Umno berhubung isu membabitkan kepentingan orang Melayu dan umat Islam negara ini.

Persetujuan itu dicapai dalam mesyuarat hampir sejam yang dihadiri Presidennya, Datuk Seri Abdul Hadi Awang; Mursyidul Am Pas, Datuk Nik Abdul Aziz Nik Mat dan Timbalannya, Datuk Dr Haron Din serta Timbalan Presiden parti itu, Nasharudin Mat Isa.

Nik Abdul Aziz yang sebelum ini mahu perbincangan dengan Umno dihentikan segera, turut bersetuju membenarkan pemimpin Pas meneruskan pertemuan berkenaan selaras dengan Persetujuan Majlis Syura Ulama pada mesyuaratnya, 23 April lalu.

Bagaimanapun, pada mesyuarat semalam Pas membuat pendirian mahu perbincangan itu dikenali sebagai muqabalah yang bermaksud perjumpaan atau bersemuka, bukannya muzakarah.

Nik Abdul Aziz dalam kenyataannya yang dibacakan Dr Haron selepas mesyuarat empat pemimpin tertinggi parti itu di kediaman rasminya, JKR 10 di sini, menjelaskan beliau dan Abdul Hadi tidak bercanggah pendapat, sebaliknya kekeliruan berlaku disebabkan penggunaan perkataan muzakarah dan bukannya muqabalah.

"Muqabalah bermaksud perjumpaan atau bersemuka, manakala muzakarah membawa maksud berdebat secara terbuka," katanya.

Terdahulu, ketika ditemui pemberita, Nik Abdul Aziz menjelaskan kenyataannya sebelum ini juga sama saja dengan kenyataan Presiden parti.

"Kalau perjumpaan untuk masuk Barisan Nasional (BN) memang tak ada, tapi kalau boleh tukar muzakarah kepada muqabalah," katanya.

Abdul Hadi pula berkata, tidak timbul isu Pas akan menyertai BN kerana parti itu masih bersama Pakatan Rakyat.

Beliau menjelaskan perjumpaan pemimpin Pas dan Umno sebanyak tiga kali sebelum ini bukan saja membincangkan isu semasa yang dialami orang Melayu dan umat Islam, malah perpaduan dengan kaum lain selepas pilihan raya umum 8 Mac lalu.

"Kita juga minta kerajaan Pusat memberi perhatian terhadap masalah rakyat di negeri yang diperintah Pakatan Rakyat, khususnya di bawah Pas.

"Dalam isu ini, sebagai mana persefahaman kita dalam Pakatan Rakyat, tidak menjadi halangan untuk kita mengadakan perjumpaan dengan Umno kerana pertemuan itu bagi membincangkan isu bersama demi kepentingan seluruh rakyat kerana Pas wajib menyuarakan kepentingan Islam dan pada masa sama, keadilan wajib diberi kepada semua kaum," katanya.

Bagaimanapun, Abdul Hadi berkata, beliau tidak menghadiri pertemuan tiga kali dengan Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi sebelum ini, sebaliknya Pas diwakili Datuk Mustapha Ali yang membawa usul diputuskan pada mesyuarat Majlis Syura Ulama, April lalu.

Technical Note On Consumer Price Index



A. Introduction


The Consumer Price Index (CPI) measures the percentage change through time in the cost of purchasing a constant “basket” of goods and services representing the average pattern of purchases made by a particular population group in a specified time period. The “basket” is of an unchanging or equivalent quantity and quality of goods and services, consisting of items for which there are continually measurable market prices over time. Changes in the costs of items in the basket are therefore due only to “pure” price movements, i.e. price movements that are not associated with changes in the quality and / or quantity of the set of consumer goods and services in the basket.

This “basket” covers a wide range of goods and services, classified according to the United Nations “Classification of Individual Consumption According to Purpose (COICOP)” in the following twelve groups:


• Food and Non-alcoholic beverages
• Alcoholic beverages and tobacco
• Clothing and footwear

The Consumer Price Index for each region measures price changes from one time period to another within the specific region. Thus, while regional CPI show the movements of prices over time in each region they do not indicate price level differences between regions.

Malaysia’s index is a composite index, weighted by regional expenditure weights of three regional indices computed separately for Peninsular Malaysia, Sabah and Sarawak.

B. Coverage

Commencing in January 2006, the weights used in the calculation of the CPI are based on the pattern of expenditure obtained from the Household Expenditure Survey conducted from June 2004 to May 2005. Based on the 2000 Population and Housing Census results, the number of price collection centres were increased from 116 to 135 which were made up of 87 urban centres and 48 rural centres. These comprise of 98 collection centres in Peninsular Malaysia, 19 collection centres in Sabah and 18 collection centres in Sarawak.

C. Prices

The prices used in the calculation of the CPI are retail prices irrespective of whether they are described as regular or special inclusive of all sales and excise taxes applicable to individual

commodities. The prices are collected each month during a fixed time period. Prices are collected on a monthly basis for all items except for perishable food items where the collection is done on weekly basis. Rent at value is an exception where the prices are collected once in a quarter.

The selection of outlets in which prices are to be collected is purposive (other than for rents) with the sample designed to cover outlets with high sales turnover. Prices of 460 items are used in the computation and these are obtained from about 20,000 retail outlets in Peninsular Malaysia, 2,200 outlets in Sabah and 2,400 outlets in Sarawak.


D. Weights

The weights used in the calculation of the Consumer Price Index are periodically updated. This procedure is necessary to ensure that the weights reflect changes in consumer expenditure pattern thereby maintaining the relevancy of the index.

Annex 1 shows the comparison of the 2000 and 2005 expenditure weights used in the Consumer Price Index by major components for Malaysia.


E. Time Base


Consumer Price Index for Malaysia is expressed in terms of 2005 = 100. The 2005 base year became effective with the release of the January 2006 index. The basket of goods and services as well as the base period for the CPI, is revised approximately every 5 years to take into account the changes in household spending pattern.


F. Rate of Change


A rate of change representative of movement in prices may be derived in several ways. The current method of calculating CPI uses three measures of changes, i.e the percentage change between any given month and the same month a year ago (year-on-year); the current month over previous month (month-on-month) and the percentage change between annual average for the specific current year to the same fixed period on the previous year. G. Reconstructed Indices


The average indices for the three years series from 2003 to 2005 shown in the respective tables 3, 4 and 5 in the current publication (2005=100) were reconstructed historically to reflect the introduction of the new “Classification of Individual Consumption According to Purpose (COICOP)” as compared to “Classification of Households Goods and Services (CHGS)” used in the previous years.

With the release of the January 2006 index, the regional index (Malaysia, Peninsular Malaysia, Sabah and Sarawak) is computed based on the urban and rural regional indices using the respective regional composite weight.

Answer: In the "basket" of goods and services, purchase of petrol, diesel and cooking gas have been omitted purposely or inadvertently. As we all know, the spiralling cost of petrol, diesel and cooking gas has multiplying effect and compounding effect on the cost of purhases of other goods and services. So, please take it with a grain of salt when THEY say "CPI has remained stable or has gone up by 0.5 percent".

Nazrin: Monarchs are not blind, deaf or mute

KUALA LUMPUR (July 22, 2008) : Monarchs are not blind, deaf or mute. Everything that happens are seen, heard and spoken, Perak Regent Raja Nazrin Shah said yesterday.

"The monarch's views on unity, religious role, judiciary independence, corruption and misuse of power are intended to ensure that the country remains stable and peaceful, tranquil and prosperous," he told a packed audience in his Royal Lecture on the Royal Institution at the inaugural Intan Premier Talk at the National Institute of Public Administration (Intan).

To ensure that the throne is always respected, the monarchs are obliged to practice exceptions and separate themselves from being involved in any political party cauldrons, he said.

"The monarchs have to stay away from becoming instruments of any parties in the race for political power," he said to the audience comprising the Chief Secretary to the Government Tan Sri Mohd Sidek Hassan, Human Resources Minister Datuk S. Subramaniam and Plantation, Industries and Commodities Minister Datuk Peter Chin Fah Kui.

Nazrin explained that generally the ruling monarch did not have absolute discretion in the appointment of a Prime Minister or Mentris Besar but "he is in a rightful position of ensuring who received the majority support in the Dewan Rakyat or the state legislative assembly.

"The monarch’s discretion is pivotal when there is a hanged situation, when no party holds the majority in the Dewan Rakyat or the state assembly or when a coalition government wants to be established.

"In such a situation, the ruling monarch is obliged to use his discretion to decide on the personality he thinks will receive the support of the members of the assembly," he said.

However, Nazrin warned, failure to use this discretion wisely will result in the people’s perception as the ruling monarch's failure to carry out his most basic responsibility in a fair and justified manner.

"The monarchs are not stiff decorative monuments, lifeless and soulless. Rulers act on the advice of the government that is chosen by the people," he said.

"However, the monarch should never feel pressured nor be made to give his acceptance, if the advice clashes with the spirit of the constitution, is against the sovereignty of the law and goes against the principle of justice for the nation.

"The monarch can never favour an act that does not symbolise justice nor can he approve of an act that does not reflect the truth," Nazrin said, labelling the running of a nation as an art that needed to be mastered.

Foremost of this, he said, is uniting the people and cultivating loyalty to the King and to the country.

"It is not as easy as writing on a paper or speaking a phrase. It is a fine art of management and wise administrative capabilities, implemented through effective, efficient and transparent mechanisms; administrative mechanisms that do not deviate from and is far from the practices of corruption," he said.

Nazrin reminded the audience that a weak administration is the source of people’s anxiety; a wilting administration ruins the nation; and finally weakens the monarch.

"It is the monarch’s responsibility to observe, watch and have the strength to advice those in charge (how) to run the administration, carry out their responsibilities trustworthily, honestly, wholeheartedly and committed towards ensuring the government’s stability, prosperity and guarantee the tranquillity of the people," he said.

"For the Ruler to act learnedly, wisely, fairly and justly, the monarch needs a line up of advisers and court advisers from those who are wise and learned; those who do not have tricks up their sleeves, and those who do not have hidden interests.

DOCTORS' COMPULSORY SERVICE TO BE SHORTENED

In a move to woo doctors especially specialists residing overseas to come back and offer their services to the nation, study is now under way to reduce the duration of government hospital s compulsory service from the present four years to three years. Currently there are only 1800 specialist doctors in the country out of the total number of 13,000 doctors.

SEBERANG PRAI (July,18,2008) : The Health Ministry is ready to ease requirements for compulsory service in government hospitals by medical graduates, in an effort to get them to come back to work in Malaysia.

Health Minister Datuk Liow Tiong Lai said the ministry is studying a proposal to reduce the compulsory service in government hospitals from four to three years to attract medical graduates who had chosen to work abroad, to return and practise in the country.

"Currently, we are not only facing a shortage of specialist doctors, but also regular doctors. The doctor-patient ratio is 1:1,145 people," he said.

According to him, there are currently there are 13,000 doctors in the country of which, 1,800 are specialists.

"If this proposal is approved, more of the doctors working abroad will return to the country," he said, adding that the ministry is also ready to consider discarding the mandatory requirement for doctors aged 45 and above to work at government hospitals.

"This is because they have acquired a lot of experience and skills from working abroad, so they shouldn't have to fulfill that requirement," he told reporters yesterday after accompanying Penang Yang di-Pertua Negeri Tun Abdul Rahman Abbas on a visit to the Sungai Bakap Hospital, in conjunction with the celebration of his 70th birthday on July 12.

Liow said so far only 100 local doctors working abroad had returned home to serve the country.
"The number of those who have returned is small compared to those who are still abroad. This is why more efforts are being arranged, including offering certain incentives," he said, adding that the effort is an initiative to raise the level of health care in the country.

KISAH PROTON V6 IBARAT MEMBUKA PEKUNG DI DADA

Kisah Pak Pandir dan Mak Andir agak melucukan tetapi kadang-kadang menyedihkan. Itu cerita zaman dahulu kala. Di era siber dan globalisasi kini, kisah yang sama diceritakan kepada budak sekolah rendah, mereka akan kata "membodohkan" serta "menyesatkan".

Ahmad Said sepatutnya tidak mendedahkan secara terang-terang kelemahan kereta PROTON khususnya proton V6. Ini kerana pihak "musuh" , pesaing dan bakal pelanggan luar negara akan menggunakan hujah di atas untuk memburuk-burukkan kereta buatan tempatan.

Sepatutnya beliau terus terang menyatakan pihak kerajaan terdahulu tidak kisah kos atau jumlah tuntutan perkhidmatan menservis kereta milik kerajaan negeri. ("money no problem") Pakai bayar saja.Lagipun mereka bukan orang lain, "kroni UMNO" juga. Jadi duit tak pergi ke mana. "Kuah tumpah ke dulang".

Pihak kerajaan tidak peduli sama ada nak tukar alat ganti "besi buruk", barang terpakai atau ciplak. Pihak kerajaan tak pernah nak audit kerja-kerja yang dibuat oleh kontraktor. Pihak kerajaan tak pernah terfikir nak tukar kontraktor lain selain kontraktor kroni.



Kos senggara mahal Kerajaan Terengganu bayar RM175,229.97 servis sebuah Perdana V6

KUALA TERENGGANU 22 Julai – Kos menyenggara Proton Perdana V6 Executive yang dibayar oleh kerajaan Terengganu pernah mencecah RM175,229.97 dan RM132,357.76 sebuah untuk tempoh empat tahun.

Menurut kenyataan yang dikeluarkan pejabat Menteri Besar di sini hari ini, ia merupakan kos tertinggi yang terpaksa dibayar oleh kerajaan negeri untuk servis sebuah kereta model itu sejak tahun 2004 hingga sekarang.

Harga sebuah kereta Perdana V6 Executive dianggarkan dalam lingkungan RM130,000.

“Kerajaan Terengganu tidak mampu lagi membiayai kos penyenggaraan Proton Perdana V6 Executive.

“Sekiranya diperlukan, kerajaan negeri sedia mengemukakan bukti terperinci kos penyenggaraan dan kerosakan sejak mula Proton Perdana V6 Executive digunakan sebagai kereta rasmi,” kata kenyataan tersebut.

Sementara itu, Pegawai Kewangan Negeri, Datuk Mazlan Ngah memberitahu Utusan Malaysia, semua kereta Proton Perdana V6 Executive milik kerajaan negeri Terengganu dibeli terus daripada syarikat pengedar kereta Edaran Otomobil Nasional (EON).

“Penyenggaraan kereta-kereta itu terbuka untuk dilakukan di mana-mana bengkel kerana tidak semua daerah di Terengganu mempunyai pusat servis Proton,” katanya.

Menurut kenyataan pejabat Menteri Besar, pembelian 14 buah Mercedes E200 Kompressor bagi menggantikan kereta Proton Perdana V6 sedia ada selaras dengan Pekeliling Perbendaharaan Bilangan 1 Tahun 2008 Para 6 (II).

Pekeliling itu mensyaratkan penggunaan kenderaan rasmi hanya terdiri kenderaan buatan tempatan atau dipasang dalam negara (CKD). Kenyataan itu menyebut, penggunaan Mercedes E200 Kompressor memenuhi syarat berkenaan kerana model CKD itu dipasang di kilang di Pekan, Pahang.

Kerajaan negeri baru-baru ini telah membeli 14 buah kereta mewah tersebut dengan kos RM3.43 juta sebagai menggantikan Proton Perdana V6 Executive yang baru sahaja dibeli pada tahun 2004.

Pembelian itu dipertahankan oleh Menteri Besar, Datuk Ahmad Said yang menjadikan kualiti kereta keluaran Proton sebagai alasan pembelian tersebut.

Kereta-kereta Mercedes itu bakal digunakan oleh Menteri Besar, Exco dan para pegawai kanan kerajaan negeri.

Walaupun setiap satu kereta Mercedes tersebut dibeli pada harga RM245,000 yang dikatakan lebih murah daripada harga pasaran, namun banyak pihak mengecam kerajaan Terengganu yang membuat pembelian berkenaan kerana ia bertentangan dengan arahan kerajaan Pusat yang menyarankan semua pihak berjimat cermat.

“Pembelian kereta Mercedes ini adalah telus serta wajar dan tidak sekali-kali menggunakan wang royalti minyak. Kewajaran pembeliannya adalah berdasarkan kelasakan serta kos penyenggaraan yang rendah,” ujar kenyataan itu.

Menurut kenyataan itu lagi, kerajaan negeri berpuas hati dengan ciri-ciri keselamatan Mercedes E200 Kompressor.

Keselamatan, katanya, merupakan perkara yang penting memandangkan Exco dan pegawai kanan yang menggunakan kereta itu merupakan eksekutif tertinggi dalam kerajaan negeri yang keselamatan mereka perlu diutamakan.

“Menteri Besar sendiri masih menggunakan kereta Mercedes sedia ada bernombor pendaftaran TAR 567 yang berusia 18 tahun,” tambah kenyataan itu.
Selain itu, kerajaan negeri juga membuat keputusan pembelian itu dengan mengambil kira kenaikan harga minyak petrol dan nilai terpakai yang tinggi dalam pembelian kereta berkenaan.

DAIM ZAINUDDIN SPEAKS...

Daim: Malaysia needs stability, clear policies

KUALA LUMPUR, July 22 — Former economic czar Tun Daim Zainuddin has suggested that Prime Minister Datuk Seri Abdullah Ahmad Badawi put together contingency plans to better manage the economy which is headed for tougher times and to prepare Malaysians for the worst.

Describing the current mood as bearish, he alluded to the lack of strong leadership and clear policies which he said was confusing to Malaysians as well as foreign investors.

“At present, there is a perception that the government is weak and politically not stable, and people lack confidence in it. ... They want to see where the government is heading,” he said.

Daim's views on the current economic situation was sought by Malaysian Business, his answers in the July 16 issue indicating that the man credited with the country's rapid growth in the 1990s is on the same page as his former boss Tun Dr Mahathir Mohamad when it comes to Abdullah's political and economic performance to date.

Stating that he was not here to advise the government, he stressed that he was concerned the government “should not be too obsessed with the deficit” — currently around 3.2 per cent of gross domestic product — “as there must be growth too”.

Because of its concerns over the deficit, Abdullah's administration shelved a number of planned projects in 2004 when he took over the leadership from Dr Mahathir, incurring the wrath of the latter. One such project was the electrified double tracking train project. It was estimated to cost RM12 billion to build from Johor Baru to Padang Besar in 2003. Revived late last year, the cost has ballooned to RM14.5 billion — and is only for the portion from Ipoh to Padang Besar.

Daim, who holds substantial interest in the ICB Banking Group, observed that reviving these projects would be costlier now because of the increase in construction costs, a point that the federal government acknowledged recently when it allocated an additional RM20 billion for the 9th Malaysia Plan to deal with higher building expenses.

The two-time finance minister and former ally of Dr Mahathir before they fell out in 2001, was also of the view that the ringgit peg had been lifted too early — even though it was seven years later in 2005, and in response to China's scrapping of its fixed peg. “I think we rushed to remove the peg. Retaining the peg gives us flexibility,” he commented, but agreed that a strong ringgit would not harm the economy. “We just need to be efficient.”

Foreign investors were put off by the present political environment, and corruption, the judicial crisis, security and political stability had to be addressed, he said. “The government claims it is transparent and accountable but policies must be clear and unambiguous. No flip-flops. Be consistent.”

Alluding to the current administration's lack of options to deal with soaring inflation and the current economic problems, Daim, who headed the National Economic Action Council during the Asian financial crisis and was tasked with getting the country back on track, asked what the government planned to do if oil hits US$200 per barrel as predicted.

“Subsidy is out of the question. Any alternatives? The government has to think ahead and plan for the future.”

The embattled Abdullah, who recently announced a transition plan to hand over the premiership to his deputy, Datuk Seri Najib Razak, in June 2010 following the ruling Barisan Nasional's worst showing at the polls in March, has found no shortage of criticism or advice.

His harshest critic has been Dr Mahathir who yesterday, writing in his blog, suggested that the government “should really look at the whole economy” and seek ways to reduce the extra burden on the people caused by higher oil prices, “not piecemeal but in a comprehensive way”.

With his trademark sarcasm, he concluded: “Sorry, I know I am not in the government, not even in Umno.”

KUCHING: The Bandar Kuching election petition can proceed after Umno yesterday bore the additional deposit imposed by the court on the petitioner, Kho Whai Phiaw.

Counsel Henry Ling received RM70,000 from Umno on Monday and he yesterday made the required payment in the form of a cheque around 2pm at the High Court Registrar here.

Had Kho failed to pay the deposit, the court would have dismissed the case.

Umno executive secretary Datuk Yaakob Mohammad, 58, had on Monday informed the Election Court here that the party was prepared to assist Kho in the hope of clearing the image of the party.

Yesterday, during cross-examination by Counsel Wong Ho Leng, Yaakob said “that Umno is sponsoring Kho in respect of this additional deposit of RM70,000″.

Wong: Do you know is there any written agreement between Kho (and Umno)?

Yaakob: No.

Wong: Therefore am I right to say it is a full sponsorship, that there is no need for Kho to repay the additional RM70,000 security?

Yaakob: Yes.

Wong: This money comes from the Umno fund, I presume?

Yaakob: Yes.

Although Kho had deposited a sum of RM10,000 when filing the petition, the application for the order of additional security of costs submitted by Chong Chieng Jen’s (the respondent) leading counsel, Chan Kok Keong, was allowed on July 11.

That day, judge Datuk Clement Allan Skinner ruled the sum had to be deposited on or before July 22 (yesterday). If he defaulted, the petition would be dismissed.

He said the decision was properly made in view of the number of charges levelled against the respondent in the petition which Chong will be required to rebut. “Which as I can already see is not going to lead to a short trial,” the judge said.

On April 28, Kho filed the petition at the High Court Registry seeking a court order to declare the result of election in Bandar Kuching parliamentary constituency null and void so that a by-election would be held.

In the parliamentary polls on this March 8, Chong garnered 22,901 votes to defeat Sim by 9,952-majority votes in a straight contest.

Yesterday, the hearing continued with the cross-examination of Yaakob from Bukit Damansara, Kuala Lumpur by Chong’s counsel Wong Ho Leng.

Wong: Can you tell this court when was the first time you met with Kho?

Yaakob: About 20 minutes ago outside the courtroom.

Wong: Can we know who asked you to come to this court to testify?

Yaakob: The lawyer, Shafee.

Wong: Can you tell us was it the lawyer or was it Umno who asked you to come to court to testify?

Yaakob: Upon the request of Dato’ Shafee and upon getting the consent from Umno, I come to testify.

Wong: This petition concerns a Sarawak election. Can we know from you who are the MPs from Sarawak you spoke to?

Yaakob: The discussion was unofficial at the Dewan Rakyat cafeteria.

Wong: In Kuching city area, do you know that there is another constituency called Stampin?

Yaakob: I am not well versed with the areas in Kuching… but I have heard the name Stampin.

Wong: Do you know Yong Khoon Seng, who is the Sarawak United People’s Party (SUPP) candidate elected in the Stampin constituency during the 2008 Parliamentary Election?

Yaakob: I do not know.

Wong: YB Yong is also the Works Ministry Deputy Minister?

Yaakob: I do not know.

Yaakob affirmed that he came to Sarawak to testify without knowing that in Kuching area there are two parliamentary seats.

When Wong asserted that Yaakob had not done enough homework before coming to Sarawak, the latter disagreed.

Wong made the same remark again when he was said to have established that Yaakob did not know the SUPP candidates who won in the Parliamentary election in 2008. Again, Yaakob disagreed with it.

Also, Wong pointed out to Yaakob (one of the allegations in the Petition which sounds “It is Umno who demolishes Hindu temples…”) that what Yaakob said before did not seem to corroborate with the information gathered.

Yaakob on Monday told the court that from his record obtained from Shah Alam Municipal Council whereby a case of demolishing a Hindu temple at Kapar Mukim Kelang in Selangor was allowed by court order, what had happened was in accordance to procedures of law as it was built without approval from the authorities.

“Thus it is not fair in trying to instigate the Indians to trigger their anger towards Umno and the government. This is also influence and poison…the Hindu voters in Kuching,” he said.

Wong asked if Yaakob was aware that in 2006 alone, 12 Hindu temples in Klang Valley (out of four were more than 100 years old while the bulk of others more than 60 years old) were demolished by local council, Yaakob said he did not know.

Wong said that 31 demolition notices had been issued that year.

Earlier, the court proceeded with the 11th prosecution witness upon application by Kho’s counsel.

Datuk Muhammad Shafee Abdullah, the leading counsel for Kho told the court that the witness had travelled from Sibu and wished to complete his evidence before travelling to Kuala Lumpur, which was allowed.

Wong Kee Leong, 55, a printer from Sibu, testified that he was the managing director for a printing company which was asked to print the manifesto published by Democratic Action Party (DAP).

When cross-examined by Wong Ho Leng on who paid for the expenses incurred in coming to court to testify, Kee Leong said he received the subpoena and it came together with the air ticket and hotel fees.

Wong: You received payment without knowing from whom?

Kee Leong: That’s right.

Questions on unfairness relating to issues of local Chinese education were also raised by Wong.

Wong: Do you know as a fact that the Sarawak Government does not provide annual allocation to Chinese schools in Sarawak?

Kee Leong: That I am not clear but I did read from the newspaper reports regarding Chinese schools not being given fair allocation.

Wong: Do you think it is fair?

Kee Leong: Not fair.

Wong: Have you ever read news reports that top Chinese students have not been given JPA scholarships? Do you think that is fair?

Kee Leong: Yes. Not fair.

Kee Leong also replied that he heard or read news reports that many top Chinese students were not offered courses of their first choice in local universities.

When he wasmined by Kho’s counsel Henry Ling, he told the court that he was not sure whether the news he read were correct or not. He just read from the newspaper. He also advanced that he did not know the re-exareason for Chinese top students not being given JPA scholarships nor did he know the reason for them not being offered the courses of their first choice.

Chong is also represented by Chong Siew Chiang and Alvin Yong.

TEMERLOH, 22 Julai (Hrkh) - Naib Ketua Pemuda PAS Pahang, Mohd Fadly Ramli berkata, kerajaan Umno Pahang serta Terengganu dan Perlis adalah antara kerajaan negeri yang bergegar selepas pilihan raya umum ke-12, 8 Mac lalu.

Menurutnya, kerajaan Umno di Perlis, Terengganu bergegar apabila berlaku krisis pertukaran menteri besar manakala kerajaan Pahang bergegar dengan krisis dalaman Umno yang membawa kepada peletakan setiausaha Badan Perhubungan Umno Pahang, Dato' Ahmad Tajudin Sulaiman.

Selain itu, kata Fadly kerajaan Pahang juga digegarkan dengan isu perbicaraan kes saman membabit kerajaan Negeri dengan sebuah Syarikat Pembalakan, Seruan Gemilang Makmur Sdn. Bhd.

Menurut Fadly, Mahkamah Tinggi Kuantan telah mengeluarkan perakuan perintah untuk amaun penghakiman terhadap kerajaan Pahang pada 7 Mac 2008 yang lalu berdasarkan peghakiman di Mahkamah sama bertarikh 25 Mei 2007 telah dihakimkan kepada defendan (kerajaan negeri dan pengarah perhutanan Pahang) supaya membayar kepada Plantif (Seruan Gemilang Makmur Sdn BHd) sebanyak RM37,127,471.60 dengan faedah 8 peratus setahun mulai 31 Disember 2000.

Jelas Fadly, Plantif telah berjaya di dalam samannya di Mahkamah Tinggi Kuantan dan di Mahkamah Rayuan di Putrajaya terhadap defendan dan kini sedang menunggu keputusan muktamad daripada Mahkamah Persekutuan iaitu Mahkamah tertinggi di negara ini.

Fadly yang juga merupakan seorang peguam bagi Plantif berkata, pihak plantif dijangka akan memfailkan saman untuk menyita kerajaan negeri Pahang jika gagal membayar amaun yang telah diputuskan itu.

Katanya jika kerajaan negeri Pahang disita ia adalah kes yang pertama di dunia apabila kerajaan disita atas perintah mahkamah.

"Saya telah berbincang dengan beberapa peguam mengenai kes berkenaan (untuk menyita kerajaan Pahang), dan ada peguam berpendapat ia boleh dilakukan manakala ada juga peguam berpendapat tidak boleh.

"ini adalah kes pertama di dunia yang membabit kerajaan disita atas perintah mahkamah," katanya ketika berceramah pada 'Program Bersamamu' anjuran Dewan Pemuda PAS Temerloh dekar sini baru-baru ini.

Dalam ucapan sama Fadly berkata, Umno sudah berada di penghujung kuasa apabila melakukan pelbagai perkara yang mendukacitakan sama ada dari segi politik mahu perundangan.

Dari segi perundangan umpamanya, kuasa yang ada telah disalahguna untuk melindungi pemimpin parti itu dimana jika membabit pemimpin Umno tidak meneruskan pendakwaan seperti di dalam kes membabitkan Ahli Parlimen Rompin yang mencabul seorang wanita beberapa bulan lalu.

Katanya, kes berkenaan tidak diteruskan atas alasan wanita berkenaan telah menarik balik balik laporannya sedangkan di dalam perundangan tiada istilah kes ditarik balik.

Menurutnya di dalam undang-undang ada seksyen tertentu di mana perempuan berkenaan boleh didakwa kerana membuat laporan palsu terhadap ahli parlimen Rompin.

MURSYIDUL AM PAS MEMBERI ULASAN TERKINI TENTANG PERTEMUAN DENGAN UMNO

Ahli PAS, penyokong dan pendukung hendaklah bersabar dan usah terlampau mengikut emosi marah atau bertindak keterlaluan. Perbanyakkan solat hajat serta isytiharah. Tolong elakkan perbincangan di kedai kopi atau di tempat-tempat awam yang mana jika terdengar oleh mereka yang kurang arif tentang perjuangan PAS, mungkin boleh mengeruhkan lagi suasana atau kenyataan kita diselewengkan oleh pihak-pihak yang tidak bertanggung jawab.

MURSYIDUL AM TIDAK MAHU SEJARAH HITAM BERULANG KEMBALI

KOTA BHARU, 21 Julai (Hrkh) - PAS dibimbangi akan menjadi seperti kera sumbang, manakala di kiri kanan pula kena marah sekiranya meneruskan muzakarah dengan pemimpin Umno.

Mursyidul Am PAS, Tuan Guru Dato' Nik Abdul Aziz Nik Mat berkata, apabila berlaku muzakarah penyokong kita marah kepada PAS dan orang Pakatan Rakyat juga curiga.
Oleh itu bagi mengelakkan kekecewaan penyokong, muzakarah antara PAS dan Umno dianggap tidak perlu bagi mengelak berulang sejarah hitam yang pernah berlaku sebelum ini.

"PAS akan lebih berhati-hati agar tidak terkena perangkap Umno kali kedua. Itu bukan cara parti yang memperjuangkan Islam berpolitik di mana cara berkenaan tidak ubah seperti menolong pihak lawan dan bukannya untuk menjaga kestabilan parti.

"Itu perangkap namanya,"katanya pada persidangan media di Kota Darulnaim petang ini.

Beliau diminta mengulas kenyataan Presiden Umno, Dato' Seri Abdullah Ahmad Badawi yang mendedahkan muzakarah bersama PAS sudah tiga kali diadakan bagi membincangkan beberapa isu berkaitan agama dan orang Melayu.

Tuan Guru Nik Abdul Aziz sebelum ini menegaskan muzakarah yang dicadangkan perlu bersyarat di mana Umno perlu meminta maaf secara terbuka kepada PAS terhadap banyak kesalahan yang dilakukan sebelum ini.

Beliau berkata, PAS tidak akan menerima nasib buruk diperangkap Umno kali kedua, cukup hanya sekali.

"Umno sekarang sudah lemas dan dia nak minta tolong PAS, sedangkan PAS sendiri bekerja keras untuk melemaskan Umno, tetapi apabila Umno lemas sekarang kita nak angkat dia balik, itu bukan kerja kita.

"Biar lemaslah dia, dah 50 tahun kita lawan Umno, bila dia lemas kita lanyak dia...sepatutnya begitu," ujarnya.

Beliau yang juga Pesuruhjaya PAS Kelantan meminta anggota parti menyoal diri masing-masing sama ada mereka ingin menjaga parti atau Islam.

Katanya, sekiranya hanya untuk menjaga parti, ia bukan hala tuju perjuangan parti yang sebenarnya.

"Kita nak jaga Islam, jaga Umno apa yang akan kita dapat. Umno ni sebenarnya parti yang melonggarkan iman, orang Melayu selama ini longgar kerana Umno.

"Tetapi kalau PAS nak jaga Islam, bukan caranya untuk PAS bekerjasama dengan Umno, sebab parti itu parti sekular yang hanya memperjuangkan dasar untuk dunia semata-mata,"ujarnya.

Katanya, soal bangkit dari kubur dan akhirat tidak pernah menjadi hala tuju dan perbincangan di kalangan pemimpin Umno.

Ditanya isu muzakarah sengaja diperbesarkan media, beliau berkata, ia sudah menjadi agenda media untuk melariskan jualan.

"Itu kerja orang surat khabar, dia akan berbuat sesuatu untuk melariskan akhbar masing-masing, itu jelas.

"Jadi untuk melebarkan perjuangan PAS hanya melalui ceramah dan internet. Apa yang menjadi isu di media sekarang kerana mereka mempunyai agenda sendiri, sebab semua suratkhabar harian proUmno belaka," ujarnya.

Beliau juga turut menafikan wujud perbezaan pendapat antara beliau dengan Presiden PAS, Dato' Seri Tuan Guru Abdul Hadi Awang dalam isu muzakarah.

Katanya, kewujudan berbezaan pandangan tidak bererti parti itu mengalami masalah kepemimpinan.

"Sehingga hari ini ia tidak menjadi masalah, sebab kita hidup tidak boleh senyap, banyak mana yang kita nak luah, kita luahkan, kemudian kita dengar balik.

"Sekarang masing-masing sudah meluahkan pandangan, jadi terpulang kepada penyokong untuk membuat penilaian,"ujarnya.

Beliau juga berkata, biar pun sudah ada pertemuan pemimpin PAS dengan Presiden Umno, ia tidak bererti sudah ada persefahaman antara kedua-dua parti tersebut.

Ditanya adakah beliau kecewa dengan tindakan pemimpin PAS mengadakan pertemuan dengan pemimpin tertinggi parti Umno beliau berkata, tidak juga.

"Benda atas dunia ni begitulah, masalah perkara biasa berlaku seperti dalam rumah tangga antara suami isteri, kesilapan dilakukan suami adakalanya tidak disedari.

"Saya setuju benar biar Umno jadi pembangkang bukan sahaja di Kelantan, tetapi di seluruh negara termasuk di peringkat pusat,"ujarnya.

Beliau juga meminta ahli parti dan penyokong Pakatan Rakyat bertenang dalam menghadapi situasi sekarang serta tidak mudah termakan taktik yang dimainkan musuh.

Mursyidul Am juga berharap perwakilan membahaskan isu tersebut di Muktamar PAS di Ipoh Ogos depan.

GERAK DAN PERANG SARAF UMNO BERJAYA

Demi keadilan, kebenaran serta kebaikan kerana ALlah dan mempelajari bagaimana hebat dan hingga ke tahap mana sepak terajang politik boleh menjurus, mahu tidak mahu kita terpaksa menyentuh isu muzakarah yang sangat-sangat sensasi dan sensitif ini.

Sepatutnya isu muzakarah wajib dikelaskan sebagai "ToP SeCret" dan "FoR YouR eYe Only" tapi dek kerana kurang jaga aspek sirr (kerahsiaan) dalam jemaah, maka semua orang dah maklum. Yang paling malang sekali ialah terdapat ramai ahli PAS, penyokong dan pendokong belum cukup thiqah dengan pimpinan serta kurang faham tentang konsep syura. Mereka masih mementingkan pendapat dan nafsu peribadi. Belum jelas dan total konsep "sami' na waat'na"- "kami dengar dan kami taat". Malah ramai lagi yang masih memiliki ciri-ciri "sami' na wa'asaina"- "kami dengar dan kami engkar".

Seperkara lagi, rata-rata orang Islam belum dapat mengamalkan saranan Allah swt agar memeriksa sesuatu berita yang diterima. (Rujuk Al Hujurat:6)

Sekarang rakyat bukan Islam serta DAP telah menyuarakan ketidakpuasan mereka. Sila lihat the Star bertarikh 21hb Julai 2008.

Utusan Malaysia melaporkan Syura Ulama' merestui perjumpaan tetapi Sinar Harian melaporkan Mursyidul Am tidak mengetahui. Ada akhbar melaporkan TGHH, Ust Nasha dan Ir Khalid Samad terlibat dalam perjumpaan awal sejurus selepas PRU 12 pada bulan Mac2008, manakala ada akhbar yang menceritakan Dato' Dr Hasan Ali yang bertemu dengan Dr Khir Toyo. Pelbagai versi cerita timbul.

KUALA LUMPUR 21 Julai – Presiden Pas, Datuk Seri Abdul Hadi Awang (gambar) menegaskan, usaha Pas mengadakan muzakarah dengan UMNO demi perpaduan umat Islam di negara ini telah mendapat restu Majlis Syura Ulama parti itu.

Beliau berkata, restu itu diberikan sebelum pertemuan pertama antara Timbalan Presiden Pas, Nasharudin Mat Isa, Ketua Pengarah Jabatan Pilihan Raya Pas, Datuk Mustafa Ali dan Ahli Parlimen Shah Alam, Abdul Khalid Samad dengan Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi.

Menurut beliau, pertemuan pertama antara kedua-dua pihak itu diadakan sejurus Pilihan Raya Umum Ke-12.

Dalam satu kenyataan di sini hari ini, Abdul Hadi memberitahu, hasil pertemuan itu juga telah dilaporkan kepada Jawatankuasa Pas Pusat dan Majlis Syura Ulama Pas.

Dalam pilihan raya umum 8 Mac lalu, Pas memenangi 23 daripada 66 kerusi Parlimen yang ditandingi calon-calon parti itu.

Di peringkat Dewan Undangan Negeri (DUN), Pas memperoleh 83 kerusi.

“Pas tidak menafikan ada pertemuan antara pucuk pimpinan tertinggi Pas dengan Abdullah bagi membincangkan isu-isu kepentingan bersama berkaitan umat Islam dan bangsa Melayu.

“Berikutan itu Majlis Syura Ulama Pas telah mengambil ketetapan bersetuju sebulat suara merestui Presiden, Timbalan Presiden dan Setiausaha Agung Pas mempertingkatkan kesungguhan dalam menyatupadukan umat Islam dan rakyat Malaysia berlandaskan Islam,’’ kata Abdul Hadi.

Kenyataan tersebut dikeluarkan sebagai reaksi Presiden Pas itu terhadap pendedahan Abdullah yang juga Presiden UMNO bahawa muzakarah UMNO dan Pas telah diadakan sebanyak tiga kali bagi membincangkan beberapa isu berkaitan keagamaan dan orang Melayu.

Perdana Menteri berkata, UMNO ikhlas dalam menjayakan pertemuan dengan Pas demi perpaduan Melayu dan kepentingan masa depan umat Islam.

Bagaimanapun, Abdul Hadi menjelaskan, pertemuan Abdullah dengan pemimpin peringkat tinggi Pas itu tidak disertai oleh Mursyidul Am parti, Datuk Nik Abdul Aziz Nik Mat.

Menurut beliau, susulan daripada pertemuan pertama itu, satu lagi perbincangan telah diadakan di bangunan Parlimen antara pucuk pimpinan Pas dengan Abdullah.

Pertemuan di bangunan Parlimen itu hanya membabitkan Timbalan Presiden Pas dan Perdana Menteri.

“Pertemuan ini juga telah dilaporkan kepada saya dan Majlis Syura Ulama,’’ ujarnya.

PUTRAJAYA (July 20, 2008) : Prime Minister Datuk Seri Abdullah Ahmad Badawi today admitted that Umno and PAS have been holding talks to address issues on Muslim and Malay unity.

"I’ve actually had these meetings already (but) they are still at the preliminary stages" said Abdullah who had over the past week side-stepped the issue by only saying he welcomed dialogues between the two parties.

Declining to state the date of the meetings, Abdullah said: "If you must know, we have met three times."

"There’s no need for me to give you the details because you will end up speculating all kinds of things," he said when asked what was discussed.

Speaking to reporters after launching the National Cooperatives Day 2008 in the Putrajaya International Convention Centre, Abdullah described the meetings as having reached "a good level of understanding".

Asked who attended the meetings, he replied: "Those at the top level."

In the past month, PAS president Datuk Seri Hadi Awang had denied having had talks with Umno while his deputy Nasharuddin Mat Isa also denied holding secret meetings with Deputy Prime Minister Datuk Seri Najib Abdul Razak to discuss a possible collaboration between his party and Umno.

Influential PAS spiritual leader, Datuk Nik Abdul Aziz Nik Mat, had also strongly ruled out any form of collaboration with Umno in the wake of intense speculations that the two rival parties are involved in a series of secret talks.

Nik Aziz who is also Kelantan Menteri Besar had been quoted earlier as saying that if the parties were to meet, there should be a third party to mediate the meetings.

Commenting on this, Abdullah said: "For now, we will discuss matters at our level and I haven’t thought about the need for a third party."

Asked what would come out of the meetings, Abdullah said: "We don’t have to tell you what we want to do."

When told that people wanted to know, he said: "Never mind, we have an understanding that we do not want to fight about religious issues among others.

"This is a serious meeting, not for fun and there is understanding," he added.

Earlier, during the press conference, when asked if there were any pre-conditions set before the two parties met, Abdullah said: "Why do we need to set conditions? We discuss sincerely and will accept the views that we feel are relevant."

Queried on whether other Barisan Nasional (BN) component parties were advised on the meetings and discussions, he said: "I haven’t advised them yet. We are talking on some issues which we think are important, like matters pertaining to Islam and religion."

"These are important matters which we should not be bickering about," Abdullah said, adding that if matters pertaining to religion are politicised, it will cause problems among the Muslims.

"That is just one of the topics of discussion. There are others and there’s no need for me to elaborate," he added.

Last week, Abdullah said any discussions with PAS on Malay and Muslim unity also had to take into account the sensitivities and needs of the non-Muslim communities in the country.

Abdullah denied that the talks touched on PAS’s cooperation with Pakatan Rakyat, saying that it was focused on Malay unity.

The issue came up when Hadi, in an interview with Harakah last week, proposed a "muzakarah" (dialogue between Umno and PAS).
