Hiruk pikuk yang ditimbulkan oleh  UMNO yang gelabah melihat pendekatan PAS yang lebih inklusif dan praktikal ekoran daripada keperluan mendesak rakyat jelata natijah kepincangan sistem pemerintahan UMNO/BN.Lebih tepat lagi negara kebajikan yang dijadikan tema muktamar ke 57 PAS. Sekali ilmbas tidak ada yang pelik dengan kemahuan Presiden PAS mahu menggerak seluruh ahli perwakilan PAS yang datang dari seluruh pelusuk tanah air untuk membantu  menjadikan Malaysia negara berkebajikan.
  Apa peliknya sebuah parti yang berteraskan Islam mengambil kebajikan diantara perkara utama untuk diperjuangkan.Berkebajikan sinonim dengan prihatin, ambil peduli,peka,empati dan dari sudut sebuah kerajaan bertimbang rasa, cuba mengurangkan beban rakyat, usaha mempastikan rakyat cukup makan,cukup pakaian, cukup tempat tinggal yang wajar, berpendidikan, mempunyai sumber pendapatan, sihat dan aman tenteram.
Berkebajikan juga bermakna semua kaum terbela. Kaum wanita tidak dipinggirkan dan terjamin hak mereka.
Tidak dinafikan ada usaha kebajikan yang diusahakan oleh pihak pemerintah di peringkat federal namun 'kebersihan' pemimpinnya dipertikaikan oleh banyak pihak hingga tahap yang mencemaskan.UMNO/BN tidak mampu lagi memimpin negara kerana telah dijangkiti penyakit rasuah yang membarah 'sehingga busuk sampai ke usus',ikatakan oleh mantan PM Tun Dr Mahathir.
 
Ahli Jawatankuas Dewan Muslimat PAS Pusat yang baru bersidang selepas muktamar ke 51 dan sebulat suara bersetuju akan merapatkan sof muslimat dan meletakkan target yang jelas untuk memartabatkan Islam dengan memperbanyakkan suara penerus perjuanagn RASULULLAH S.A.W.Bukan sekadar melukut di tepi gantang.Suara keramat yang ada 'izzah,berani kerana benar, tidak gentar atas celaan orang yang suka mencela.Inilah nekad pimpinan tertinggi Dewan Muslimat PAS Pusat yang mahu diterjemahkan oleh semua Muslimat di seantero dunia amnya dan Malaysia khususnya.

Bagi yang MAHUKAN KEBENARAN ini dia perkara asas dalam perjuangan PAS sebelum menilai dengan adil adakah kenyataan pemimpin UMNO benar atau salah mengenai PAS sudah tidak memperjuangkan Islam.

Negara berkebajikan: Siapa nak tiru siapa

TASEK GELUGOR, 11 Jun: PAS tidak akan meniru Barisan Nasional (BN) melaksanakan program kebajikan pada rakyat yang di dalamnya mengandungi unsur rasuah, penyelewengan dan penipuan.
Demikian kata Pesuruhjaya PAS Pahang, Datuk Tuan Ibrahim Tuan Man (gambar) ketika ditemui di majlis minum pagi di perkarangan Dewan Jawatankuasa Kemajuan dan Komoniti (JKKK) Sungai Dua pagi tadi sebagai mengulas kenyataan Perdana Menteri, Datuk Seri Najib Razak.
Najib menyaran PAS agar tidak meniru Umno untuk mewujudkan negara berkebajikan kerana perkara itu telah dilaksanakan oleh kerajaan BN.

Sebaliknya, kata Tuan Ibrahim, Negara Berkebajikan yang disarankan oleh Presiden PAS, Datuk Seri Tuan Guru Abdul Hadi Awang dalam ucapan dasar muktamar baru-baru ini mempunyai agenda tersendiri dan jauh daripada anasir buruk sepertimana yang dilakukan kerajaan pimpinan Najib.

"Siapa yang nak tiru siapa. PAS tidak seinci pun akan meniru langkah BN melakukan program kebajikan kepada rakyat kerana usaha itu sering terdapat penyelewengan, penipuan atau kepentingan kroni.  Bagi PAS semua itu akan ditentang bagaimana Najib kata kita tiru BN," tegasnya.

Katanya, yang sebenarnya BN meniru langkah Pakatan Rakyat apabila cuba melaksanakan sedikit demi sedikit rancangan 10 perkara yang termaktub dalam Buku Jingga.

Beliau berkata, jika Pakatan Rakyat dapat menguasai Putrajaya selepas Pilihanraya Umum ke 13 nanti pasti rakyat akan menikmati banyak manfaat yang tidak pernah dilaksanakan di era pemerintahan BN.

Jelasnya, gagasan Negara Berkebajikan yang ingin diperkenalkan oleh PAS kepada rakyat berlainan dengan cara Umno dan BN lakukan kerana Negera Berkebajikan bukan sebuah negara yang hanya membantu rakyat semata-mata tanpa kerajaan sendiri mengubah cara pentadbiran.
“Umno melalui BN dan PAS dalam Pakatan Rakyat berlainan corak pendekatan.  Umno memperkenalkan kebajikan dan mengulangi apa yang mereka lakukan bila terdesak khususnya ketika menjelang pilihanraya sama umum mahupun kecil.  Tetapi PAS, tidak begitu kerana bila menang ia adalah amanah yang perlu dijagai demi memastikan rakyat mendapat manafaatnya," tambah beliau.
Katanya, konsep kebajkan yang dipandang oleh BN seperti jalan raya, sekolah, perumahan, rumah kos rendah atau sebagainya tidak memadai.
Bagi PAS, katanya ini kerana semua isu tersebut sudah menjadi kewajiban sebagai pemerintahan.

Sebaliknya, tambah beliau PAS menerusi Negara Berkebajikan lebih memfokuskan bagaimana mendapatkan dana negara untuk mengurus pentadbiran agar tidak menyeleweng.

Menurutnya, sumber yang diperolehi pula tidak hanya berlegar di kalangan kroni sahaja tanpa memberi ruang kepada pihak yang sewajarnya memperolehi berdasarkan kemahiran atau tender terbuka.

KELAB ASNAF DAN ALUMNI ASNAF MAHASISWA KUIS sebagai urusetia dan Lembaga Zakat Selangor penaja telah memulakan bakti siswa di sini.
Seramai 80 orang siswa-siswi KUIS yang dari golongan asnaf fakir miskin dan sedang dibiayai pengajian mereka di KUIS oleh LEMBAGA ZAKAT SELANGOR, bersama 40 keluarga angkat.

Kerajaan Selangor sangat menggalakkan program pengupayaan siswa-siswi, bakal modal insan terdekat yang mahu dibentuk secara holistik dan tidak hanya berputar dalam pengajaran dalam dewan kuliyah semata-mata.
Program yang membawa mahasiswa terus ke pangkuan masyarakat memang patut menjadi latihan utama bagi melatih mereka untuk memposisi diri ke dalam masyarakat ketika sudah tamat pengajian nanti.Pembangunan skil/kemahiran bermasyakrakat adalah lebih tepat dipelajari daripada pengalaman daripada berteori dan melalui kesilapan waktu era kritikal di hari muka a[pabila mereka dibebani dengan keluarga baru yang mereka bina..
 Asimilasi ke dalam keluarga angkat adalah satu perkara yang sangat mencabar dan memerlukan kemampuan berkomunikasi dan berinteraksi dengan berkesan serta sikap toleransi yang tinggi.
Bergaul dengan keluarga asnaf fakir miskin menuntut siswa-siswi ini ke alam sejarah mereka.Tujuan LZS menaja program seprti ini ialah bagi menyedarkan mahasiswa yang sedang dibantu pengajiannya itu agar sentiasa beringat tentang tanggungjawab mereka dan juga memberi peluang kepada mereka untuk menyumbang balik kepada golongan yang dhaif ini khusus kepada anak-anak mereka.
Program 3 hari 2malam ini telah dirasmikan oleh YB Dr Hjh Halimah Ali, EXCO Pendidikan-Pendidikan Tinggi dan Pembangunan Modal Insan Kerajaan Selangor.
 Turut hadir Pegawai HEP KUIS, Pegawai Pembangunan Asnaf Lembaga Zakat Selangor.

KUALA LUMPUR, Jun 10: Following the PAS leadership's announcement to concentrate on the Qur'anic call for a 'benevolent state', or welfare state as outlined by Tuan Guru Abdul Hadi Awang in his presidential address at the party Muktamar last week, the Islamic state had come under attack from right wing group Perkasa mouthpiece Utusan Malaysia.

While the thrust of the attack has been over PAS's abandoning of the 'Islamic state' concept, the UMNO president appeared to have backtracked in ridiculing the 'welfare state' by claiming that his government had already applied it.

“The government has always struggled towards achieving a welfare state. Therefore I find it strange and peculiar that they want to establish a welfare state.

"What they claim as new, we have had for a long time. There is no need for them to take the model of the current government,” Najib Razak (right) was quoted as saying.

The latest claim of 'welfare state' however comes at a time when the government finds itself under fire over a spate of price hikes, as well as its controversial funding of Independent Power Producers (IPPs) while denying subsidies for household users.

Najib said Felda, Felcra, Bank Islam and Bank Rakyat were proofs of the BN's government emphasis on welfare.

Earlier, PAS Murshidul Am Tuan Guru Nik Abdul Aziz Nik Mat brushed aside UMNO's criticisms of its welfare state pledge, saying it had been long implemented in Kelantan through its elimination of vices  since 1990.

Nik Aziz thus gave another side of the 'welfare state' concept which had been hitherto thought by critics to have been only interested in the economic sphere.

“Kelantan bans gambling with a view to guard the welfare of the people. Those who gamble are only working towards the destruction of their family.

"One can say that Kelantan is the only country in this region which bans gambling,” he stressed.

Nik Aziz also echoed the PAS president by saying that the ingredients of a state based on Islam were all found in a welfare state.

'PAS caused disunity'

Meanwhile, Najib continued to deflect UMNO and its various offshoots' right wing agenda, saying that it was PAS which caused disunity among Malaysians.

“Malaysians are no longer united due to certain parties that want to politicise religion for their own interest.

"In a multi-racial country, religious debate must be managed with prudence and care because this type of discussion can lead to hatred among all communities,” he said, in what is seen as turning the table on growing public disenchantment with UMNO-owned Utusan Malaysia, which in recent times focused on so-called "anti-Malay" agenda in its front pages.

In its latest attack, it accused the DAP-led Penang state government of interfering in mosque affairs over a decision to have mosque committees to be democratically elected as is practised in other states. Several Muslim leaders from Pakatan Rakyat have lauded  the move.

Opposition Leader Anwar Ibrahim warned UMNO's religious "zealots" against threatening religious harmony.

“There are some UMNO leaders and media owned by threatening religious harmony in the Malaysia with their narrow racial rhetoric which is shallow and not based on justice as demanded by Islam.

"They are just trying to create fear among Muslims and plant doubts in us,” said Anwar.

Pahang PAS state commissioner Tuan Ibrahim Tuan Man meanwhile said the move to democratise mosque administration only worked against UMNO as it had always wanted to abuse mosques through appointment of party chieftains, some of whom he said never attended congregationary prayers at mosques.

SHAH ALAM, 9 Jun: Kerajaan Negeri Selangor telah mengadakan Majlis Penyampaian Cek Bantuan Pembangunan Pendidikan Fasa Pertama 2011 sebanyak lebih RM6 juta untuk tiga kategori sekolah iaitu Sekolah Agama Rakyat (SAR), Sekolah Jenis Kebangsaan Cina (SJKC) dan Sekolah Jenis Kebangsaan Tamil (SJKT) di seluruh Selangor.
Majlis penyampaian itu melalui Jawatankuasa Tetap Pendidikan, Pendidikan Tinggi dan Pembangunan Modal Insan diserahkan melalui Ahli-Ahli Dewan Undangan Negeri dan penyelaras Pusat Khidmat Masyarakat di kesemua 56 Dun Selangor untuk diserahkan kepada sekolah-sekolah yang terlibat di Dun masing-masing.
Pengerusi Jawatankuasa Tetap Pendidikan, Pendidikan Tinggi dan Pembangunan Modal Insan negeri, Dr Halimah Ali (gambar) menyarankan supaya Adun-Adun dan Pusat Khidmat Masyarakat dapat menyampaikan maklumat berkenaan peruntukan itu kepada sekolah-sekolah dalam Dun masing-masing dan membantu urusan permohonan itu.
“Pihak Adun dan Pusat Khidmat juga diminta untuk memantau sekolah-sekolah yang menerima bantuan pembangunan pendidikan daripada kerajaan negeri,” ujarnya dalam satu kenyataan.
Bagi tahun 2011, katanya kerajaan negeri telah meluluskan peruntukan pendidikan sebanyak RM16 juta untuk SAR (RM6 juta), SJKC (RM6 juta) dan SJKT (RM4 juta).
Katanya, keseluruhan peruntukan bagi bantuan pembangunan pendidikan fasa pertama melibatkan SAR, SJKC dan SJKT adalah sebanyak RM6,652,786.Beliau yang juga Adun Selat Klang berkata, Sekolah Agama Rakyat yang menerima peruntukan Fasa Pertama 2011 adalah sebanyak 121 buah sekolah, manakala Sekolah Jenis Kebangsaan Cina sebanyak 75 buah sekolah dan Sekolah Jenis Kebangsaan Tamil pula sebanyak 97 buah sekolah.
Permohonan Bantuan Pembangunan Pendidikan bagi Fasa Kedua pula akan dibuka bermula 10 Jun 2011 manakala tarikh tutup permohonan pada 11 Julai 2011.

PARDON ME, DO YOU KNOW PAS CARES FOR YOUR BREAD AND BUTTER ISSUE?

PAS has never been so appealing to non-Malays as it is right now. Its just concluded muktamar (general assembly) has seen the rise of the progressives, and PAS president Hadi Awang has redefined the party’s goal of setting up an Islamic state to that of a welfare state. In essence, they mean almost the same thing, and Hadi himself has acknowledged that the difference is merely semantic, but “welfare state” has a friendlier ring to it to non-Muslims, and even some Muslims. It also connotes concern with earthly matters, which in these days of rising prices and inflation are more pressingly relevant to most Malaysians, especially those whose income is low.

This change of emphasis bodes well for PAS as it shows the party’s sensitivity to the times. Its delegates exhibited awareness of political realities by voting in more of the progressives and diluting the influence of the conservative ulamas. It should cheer non-Malays to see the return of Husam Musa as vice-president and also to see among the Central Committee names like Khalid Samad, who has gained the respect of many non-Malays for his intelligent and inclusive stance, Mohd Hatta Ramli, Kamaruddin Jaffar, Mujahid Yusof Rawa, Dzulkefly Ahmad. I know of a Chinese person who can listen to Dzulkefly discourse on religion for hours!

PAS’ biggest step towards change is probably the election of Mohamad Sabu as its new deputy president, making this the first time a non-ulama has taken that position since the party adopted the Kepimpinan Ulama (Leadership by the Ulama) policy in 1985. Mat Sabu is well-regarded by the non-Malays. He is a powerful orator and he is expected to be an effective counter to Umno’s attempts at brainwashing the Malays with irresponsible propagandizing. His inclusion in PAS’ top leadership will be an asset to Pakatan Rakyat as the coalition braces for the next general election.

To be sure, the general election could have been a factor influencing the muktamar voting outcome as PAS would need to consolidate itself as a party that can gain support. Party members know that if it is to present itself as an alternative to Umno, it will need votes not only from the Malays but also the non-Malays. But such an agenda does not detract from affirming the party’s other attributes and the course it has set for itself.

Hadi has announced that PAS will remain with Pakatan, which is a boost to the coalition and a blow to Barisan Nasional (BN), particularly Umno. Despite the recent overtures that have been made by Umno to PAS to join BN and form a “unity government”, PAS has rejected them outright. Its spiritual adviser Nik Aziz Nik Mat disclosed last month that Umno offered PAS three ministerial posts to cross over. At the muktamar, Hadi said in no uncertain terms that a merger with Umno would lead to narrow communalism whereas Islam recognizes the existence of plural societies.

On the whole, he spoke out strongly against Umno, excoriating it for practicing “corruption, money politics, slander, racism, lying and every other filthy act that pollutes young minds”. He accused Umno of having “created a flock of Malays and Muslims who are blind as a result of money politics and excessive entertainment that has made them weak and consigned them to a state of stupor”.

Apart from all that, PAS’ rejection of the offer achieves a dual purpose – it proves itself to be morally superior to Umno, and it shows that it stands by its partners. This confirms the perception the public already has of PAS – that it is a party with integrity, a party whose faith is unshakable and whose commitment is solid. Even if you don’t like it or agree with it, you have to respect it.

That its party elections were free of money politics already speaks well for it and its members; that the party has now clearly told Umno off gives a feel-good twist to current politics. This is something truly welcome when so much that has transpired in recent weeks has been so ugly, sordid and plain dirty.

What automatically springs to mind in this regard is the sex video antic pulled by the Datuk T trio to implicate Pakatan leader Anwar Ibrahim in a compromising position. Although the underhanded attempt by the trio has actually turned against Umno – now publicly perceived, rightly or wrongly, to have been involved in one way or another – it has nonetheless tainted Malaysian politics and given the country a negative image.

To its credit, the PAS Ulama Council has now come out to call the use of sex videos for political slander “a sin”. It also berated the BN government for allowing the sex video to be aired on television and excerpts to be published in the print media. “We condemn the silent stance taken by the official government ulama,” it declared. This move has further put Umno on the defensive.

Apart from providing the feel-good factor, PAS also shows it is rising to the need for better governance, social justice and national healing. Its welfare state idea has been around for some years already, but now seems the right time to promote it.

As Husam spells it out, the welfare state is about following the rule of law, establishing a fair system, sustaining strong finance, and providing equality to all the races in the country. “One of the components of a welfare state is saving the country’s revenue, which can only be achieved with good governance. The country’s extra revenue can then be returned to the people,” he explains.

Hadi reinforces this by referring to the current Government practice of going into business through government-linked companies (GLCs) and dividing the profits among its cronies while burdening the losses on the people by way of taxes. “PAS must remove the culture of obtaining revenue by way of burdening the people, which is the hallmark of the Umno-BN government,” he advocates.

Of course, PAS needs to explain in greater detail to the people its vision of the welfare state. And it needs to do so before the next general election rolls around. But for now, it seems a better deal than what the BN Government is dishing out – rising prices of essential goods due to higher costs of fuel and electricity, and the prospect of a goods and services tax (GST).

It’s ironic that for all the Government’s talk about transformation, including political transformation, it is PAS that has transformed, while Umno and its BN partners remain dinosaurs, plugging outdated racial politics. They continue to play on Malay insecurity and to threaten the Chinese with no representation in government if they don’t support the MCA. They are still dominated by warlords, and their members continue to hanker after projects.

In view of all this, when the reckoning comes at the next general election, which side should the voters stake their future on?
