KEGAGALAN KITA MENUNAIKAN AMANAH KERANA ....

PANDANGAN SAYA


Saya membaca berita yang disiarkan oleh sebuah akhbar bertajuk “Pesakit Aids Islam berlindung di gereja” bertarikh 17 Julai dengan penuh terharu dan terkejut.

Terharu kerana gereja di Selangor berjaya memberikan perlindungan kepada semua pihak termasuk pesakit Aids Islam untuk berlindung di tempat mereka selepas disisihkan keluarga sendiri.

Saya terkejut kerana berita ini dengan jelas mendedahkan kelemahan institusi Islam termasuk masjid dan NGO sehingga penganut Islam sendiri terpaksa mencari perlindungan di gereja selepas mereka terkena Aids.

Sehubungan dengan itu, saya menyeru semua badan-badan Islam khasnya institusi masjid, NGO Islam, Jabatan Agama Islam negeri dan lain-lain badan Islam menjadikan berita ini sebagai satu amaran. Jika mereka tidak menunaikan tanggungjawab mereka akan ada pihak lain yang akan mengambilalihnya.

Selaku Exco kerajaan negeri Selangor, saya menyeru Jabatan Agama Islam Selangor (JAIS) mengkaji kes ini dengan baik dan mendatangkan satu penyelesaian jangka panjang agar peristiwa sebegini tidak berlaku lagi.

Ini kerana, apa yang berlaku melambangkan kegagalan kita orang dan badan-badan Islam untuk memberikan khidmat kepada umat kita sendiri sehingga mereka terpaksa menagih simpati dan khidmat dari pihak lain.

MAJLIS Pimpinan Pakatan Rakyat menyatakan rasa dukacita yang amat mendalam di atas kematian mendiang Teoh Beng Hock, Setiausaha Politik Ahli Majlis Mesyuarat Kerajaan negeri Selangor.

Mewakili seluruh rakyat Malaysia yang cintakan keadilan, pihak Majlis Pimpinan Pakatan Rakyat ingin merakamkan ucapan takziah kepada keluarga mendiang.

Sebelum ini telah terdapat banyak kematian yang berlaku dalam tahanan pihak berkuasa seperti Allahyarham Rumie Azzan Mahlie dan mendiang Ananthan Kugan.

Kematian mendiang Teoh Beng Hock merupakan kemuncak kepada penyalahgunaan kuasa pihak berwajib dalam menjalankan amanah yang dipertanggungjawabkan rakyat.

Sehingga kini pihak Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) telah secara berterusan menjalankan siasatan dan membuat ancaman ke atas para pemimpin Pakatan Rakyat, sedangkan laporan demi laporan mengenai penyalahgunaan kuasa para pemimpin Barisan Nasional tidak diendahkan.

Ini adalah bukti kukuh bahawa suruhanjaya yang baru beroperasi selama enam bulan itu hanyalah dijadikan alat oleh Barisan Nasional dan Umno untuk melemahkan Pakatan Rakyat.

Jawapan tegas

Rakyat menuntut jawapan yang lebih tegas dari SPRM dan Perdana Menteri yang menjadikan SPRM sebagai kuda tunggangan Umno, dalam tindakan untuk merampas kerajaan negeri Selangor yang diterajui oleh Pakatan Rakyat.

Badan seperti SPRM seharusnya bertindak profesional dan menyelamatkan integriti mereka dengan mengambil tindakan ke atas laporan terhadap para pimpinan Barisan Nasional yang telah diketahui umum terlibat dalam penyalahgunaan kuasa dan rasuah.

SPRM juga seharusnya memberhentikan teknik mendera dalam soal siasat mereka.

Dalam kes Mendiang Teoh, SPRM perlu mengenal pasti pegawai terlibat seterusnya membawa mereka ke muka pengadilan.

Kami percaya bahawa rakyat semakin hilang kepercayaan terhadap SPRM dan institusi lain yang dtubuhkan oleh kerajaan.

Pakatan Rakyat akan terus menerus menentang kezaliman dan salahguna kuasa institusi ini dengan mengadakan kempen di seluruh negara.

Sehubungan dengan itu Majlis Pimpinan Pakatan Rakyat hari ini mendesak dan bertegas agar satu Suruhanjaya DiRaja ditubuhkan bagi menyiasat kematian mendiang Teoh Beng Hock dan meneliti teknik dan kaedah siasatan SPRM selama ini. (17 Julai)

AHLI UMNO MUDAH LUPA TENTANG SPRM

Demo bantah SPRM di Menara Dato Onn, MT mesyuarat

KUALA LUMPUR: Majlis Tertinggi (MT) Umno kini sedang bermesyuarat dengan sekumpulan ahli dipercayai, anggota Pemuda dan Putera, mengadakan ‘demonstrasi’ membantah tindakan Lembaga Disiplin dan Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) dalam soal membanteras gejala politik wang.

Mereka menyerahkan memorandum bantahan terhadap tindakan SPRM, yang didakwa keterlaluan dan kasar semasa menyoal siasat 39 orang berhubung politik wang di Pahang baru-baru ini.

Jurucakap kumpulan berkenaan, Zuraidi Abdul Rahim iaitu perwakilan dari Baling berkata, tindakan SPRM itu telah mencemarkan imej mereka.

Beliau mendakwa mewakili kira-kira 2,500 anggota Pemuda.

“Dua atau tiga orang daripada mereka telah membuat laporan polis,” kata beliau kepada wartawan di sini malam ini.

Kumpulan itu berhimpun di pekarangan Menara Dato Onn di sini dengan membawa sepanduk tertera mesej “Lembaga disiplin sudah nyanyuk”, “Jangan ambil hak ahli Umno” dan “Kami menolak SPRM, boleh blah”.

Presiden Umno, Datuk Seri Abdullah Ahmad Badawi tiba di Menara Dato Onn kira-kira pukul 8.40 malam untuk mempengerusikan mesyuarat MT.

Sebelum mempengerusikan mesyuarat MT beliau melancarkan sistem pendaftaran keahlian Umno atas talian di lobi Menara Dato Onn.

Timbalannya, Datuk Seri Mohd. Najib Tun Razak turut hadir. Semalam, salah seorang daripada 39 orang terbabit, Hilmi Kamaruzzman memfailkan laporan polis di Balai Polis Damansara kerana mendakwa didera oleh pegawai penyiasat SPRM semasa disoal siasat.

Tambah Zuraidi, pucuk pimpinan parti perlu memandang serius mengenai perkara tersebut dan meneliti penubuhan SPRM.

Katanya, masalah parti harus diselesaikan di peringkat dalaman.

“Soal parti hanya parti yang tentukan, bukan pihak ketiga,” katanya.

Memorandum tersebut diserahkan kepada Perdana Menteri dan Timbalan Perdana Menteri serta anggota MT.

Kumpulan itu beredar dari kawasan Menara Dato Onn selepas Abdullah dan timbalannya memasuki lif untuk ke dewan mesyuarat.

Pemuda Umno bantah kekerasan SPRM


Kira-kira 30 anggota Pemuda dan Putera Umno menyerahkan memorandum membantah dakwaan insiden penderaan seorang pemimpin parti itu di tangan penyiasat Suruhanjaya Pencegahan Rasuah Malaysia (SPRM).

Memorandum itu diserahkan kepada Presiden Umno Datuk Seri Abdullah Ahmad Badawi, timbalannya Datuk Seri Najib Razak dan barisan ahli Majlis Tertinggi (MT) sebelum mesyuarat majlis itu di Pusat Dagangan Dunia Putra (PWTC) malam tadi.

Menurut Bernama, jurucakap kumpulan itu Zuraidi Abdul Rahim berkata penubuhan SPRM menyebabkan lebih ramai anggota parti ditahan atas tuduhan rasuah dan pegawai-pegawai SPRM "sering menggunakan kekerasan ketika menyoal siasat suspek."

"Penubuhan SPRM bukan untuk memukul, membelasah ketika disoal siasat.

"Kira-kira 39 orang telah dipanggil untuk disoal siasat, yang ditahan tidak pasti tetapi ada dua hingga tiga orang buat laporan polis.

"Kami ada bukti mengenai kejadian ini melalui salinan laporan polis salah seorang anggota parti yang turut kami lampirkan dalam memorandum itu," katanya kepada media di bangunan itu.

Dalam laporan polisnya kelmarin, seorang ahli jawatankuasa bahagian Maran, Pahang mendakwa dipukul sepanjang empat hari ditahan reman di pejabat SPRM Kuantan pada mulai 23 Januari dalam siasatan berhubung politik wang.

Penahanan Halimi Kamaruzzaman itu didakwa berkaitan siasatan terhadap anggota MT dan ketua Pemuda Umno Wilayah Persekutuan, Datuk Norza Zakaria.

Pemimpin Umno itu bagaimanapun beliau menafikan mempunyai sebarang kaitan dengan Norza.

Menurut laporan polisnya, Halimi mendakwa tiga pegawai SPRM termasuk seorang ketua unit menumbuk "kepala, perut dan bahunya bertubi-tubi".

Halimi juga mendakwa beliau ditendang di bahagian rusuk, dipaksa bertelanjang dan berguling-guling di atas lantai dalam keadaan berbogel.

"Pegawai yang dikatakan ketua unit (siasatan) ini telah mencekik saya sehingga saya tidak dapat bernafas sambil menolak saya ke dinding," laporannya di balai polis Damansara, Petaling Jaya dipetik.

"Mereka telah mengugut saya bahawa isteri saya akan ditangkap dan dibogelkan jika saya tidak membuat pengakuan bahawa Datuk Norza Zakaria-lah yang menyuruh saya untuk memberi duit kepada ahli-ahli Umno yang terbabit," dakwanya lagi dalam aduan polis tersebut.

"Seorang pegawai telah mengugut untuk meletakkan puntung rokok yang dihisapnya pada kemaluan saya."


Menurut agensi berita itu lagi, Zuraidi menambah, anggota-anggota Umno dari seluruh negara berharap tiada campur tangan pihak luar terutamanya SPRM dalam urusan parti itu agar hak kebebasan bersuara dalam kalangan anggota parti dapat dikembalikan.

"Hal parti hanya parti yang menentukan, kita tidak mahu ada orang ketiga yang campur tangan dalam hal ini," katanya.

Sebelum itu, mereka berkumpul di lobi bangunan itu bagi menyatakan bantahan terhadap cadangan pengerusi Lembaga Disiplin Umno, Tan Sri Tengku Ahmad Rithauddeen Tengku Ismail agar sayap-sayap utama Umno termasuk Pemuda dan Putera dibubarkan bagi mengekang gejala politik wang.

SPRM GUNA TEKNIK "KOTOR" UNTUK DAPAT MAKLUMAT SERTA PENGAKUAN

Orang terakhir jumpa Teo: Saya didera SPRM...Kata Tan

Ahli Majlis Perbandaran Kajang, Tan Boon Hwa mencerita pengalaman perit yang dilaluinya ketika disoal siasat oleh Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) Rabu lalu, berhubung dakwaan salahguna peruntukan untuk DUN di Selangor.

Tan disoal siasat oleh SPRM pada hari yang sama dengan Teoh Beng Hock - setiausaha politik exco kerajaan Selangor - yang ditemui mati, dipercayai jatuh dari bangunan pejabat SPRM jam 1.30 petang semalam.

Tan mendakwa, dua pegawai SPRM yang menyoal siasatnya, cuba mendapatkan pengakuan palsu daripadanya, dengan memaksanya menafikan telah membekalkan 1,500 ribu bendera Malaysia bagi satu majlis sambutan hari Kemerderkaan di DUN Sri Kembangan.

Sewaktu sesi soal siasat tersebut, katanya, pegawai berkenaan menggunakan teknik 'polis baik dan polis jahat' - pada mulanya bersikap baik tetapi kemudiannya bertindak kasar dan memaksanya berdiri selama empat jam dari pukul 10 malam hingga 2 pagi.

Tan berkata, ada beberapa kali dia diancam dengan keganasan fizikal, di mana seorang pegawai menuding ke dahinya dan didakwanya berkata: "Kami jangan bohong. Saya boleh pukul kami. Percayalah!".

Sewaktu disoal siasat, katanya, pegawai yang lain masuk ke bilik untuk mempersendakan kelemahannya bercakap dalam bahasa Malaysia dan memanggilnya dengan istilah yang kesat - Cina bodoh - dan bertanya sama ada dia rakyat China.

Yang paling teruk, kata Tan, ialah ancaman terhadap keluarganya yang disifatkannya sebagai satu 'penderaan mental'.

"Mereka kata, jika saya tidak cakap benar, mereka akan ambil isteri dan tiada siapa yang akan menjaga anak-anak saya. Tetapi saya tidak beralah," kata Tan dalam satu sidang akhbar di bangunan setiausaha kerajaan negeri hari ini.

PERHIMPUNAN DAN PERARAKAN ATAS KEMATIAN TEO

Himpunan siasat kematian Teo, empat ditangkap


Empat pimpinan Pakatan Rakyat termasuk dua pembantu ahli parlimen antara yang ditangkap dalam satu perhimpunan di Plaza Masalam pada pagi tadi apabila menuntut Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) menyiasat ekoran kematian Setiausaha politik kepada exco kerajaan Selangor, Ean Yong Hian Wah iaitu Teo Beng Hock, 30.

Sementara itu, pada jam 12 tengahari tadi orang ramai mula berarak ke Dataran Shah Alam untuk melahirkan bantahan terhadap kejadian yang berlaku.

Dalam pada itu, sekumpulan penyokong Pakatan Rakyat sedang berkumpul di balai polis Shah Alam untuk mengetahui perkembangan lanjut terhadap tangkapan yang dilakukan.

Exco Kesihatan, Pekerja Ladang Kemiskinan dan Kerajaan Prihatin, Dr Xavier Jayakumar; Ahli Parlimen Kapar, Manikavasagam; pembantu khas Xavier dan pembantu ahli parlimen PJ Selatan, Hee Loy Sian ditangkap ketika memberi taklimat ringkas kepada orang ramai.


Menurut Wartawan Kanan Harakah, Saidah Hairan yang berada di lokasi memaklumkan bahawa kira-kira 1,000 orang membanjiri kawasan plaza berkenaan dan dijangka akan berarak ke Dataran Shah Alam.

Sementara itu, pada jam 10.20 pagi tadi dua trak FRU termasuk 'water cannon' tiba dan pihak polis telah mengarahkan orang ramai untuk bersurai.

Ketua Polis Negeri Selangor turut mengarahkan beberapa pimpinan Pakatan Rakyat bersurai dari tempat kejadian antaranya, Ahli Parlimen Kuala Krai, Dr Hatta Ramli; Ahli Parlimen Kuala Selangor, Dzulkifli Ahmad; Ahli Parlimen Batu, Tian Chua dan Ketua Angkatan Muda KeADILan, Shamsul Iskandar Mat Akin.

Orang ramai turut dihalau termasuklah jurugambar dan wartawan yang bertugas.

Dalam insiden semalam, Teo dipercayai jatuh dari bangunan pejabat SPRM di mana dia disoal siasat berhubung dakwaan salahguna peruntukan DUN.

SHAH ALAM, July 16 – The Malaysian Anti-Corruption Commission’s (MACC) controversial probe into several DAP assemblymen’s activities was thrown into more turmoil today with the death of political aide Teoh Beng Hock at the anti-graft authority’s Selangor headquarters.

The 30-year-old’s death will put more pressure on the MACC, which has been accused by the opposition of conducting selective investigations.

By 9pm tonight, a crowd had gathered at the scene for a candlelight vigil in his memory, which soon grew into a protest with angry chants of “Najib pembunuh, BN zalim, BN jahanam” (murderer Najib, cruel BN, go to hell, BN) and “Reformasi!”

Teoh, the political secretary of Seri Kembangan assemblyman Ean Yong Hian Wah, was taken in for questioning by the MACC yesterday at its 14th floor office in Plaza Masalam in Shah Alam.

MACC said he was freed but his body was later found sprawled on the roof of a five-storey building next door.

It is unclear if Teoh, a former journalist with Chinese daily Sin Chew Jit Poh, fell or jumped from the MACC office.

DAP’s Ronnie Liu said he could not understand how this could have happened.

At a press conference, the MACC director of investigations Datuk Mohd Shukri Abdul said Teoh was questioned from 5pm yesterday to 3.45am and was released soon after.

However, Teoh apparently said he was tired and so he rested on a settee in the lobby. He was seen sleeping on the settee at 6am.

At about 1.30pm, Shukri said, they heard that a body had been found on the 5th floor of the adjacent building and when one of the MACC officers went to investigate, he realised it was one of their witnesses.

Shukri said Teoh was not a suspect but was questioned as part of their investigations into the misuse of state allocations.

Police have not allowed anyone to view Teoh’s body, which has still not been removed at 6.30pm, when his brother was at the scene. According to witnesses at the scene, the body was finally removed about 9.20pm.

In an immediate reaction, DAP supremo Lim Kit Siang expressed shock and asked in his twitter account, “Is there now the first case of death in custody, not police but MACC? If so, heads must roll!”

The DAP leader is in Penang and said he was waiting for a full report about the tragedy.

“What has this country come to?” he asked, adding later he and other Pakatan Rakyat leaders will meet the MACC on Friday for an explanation.

According to Kit Siang, Teoh, an Alor Gajah boy, was to register his marriage tomorrow.

Kit Siang also confirmed he and Anwar will meet reporters at the MACC building in Shah Alam at 10am Friday.

Teoh was taken in for questioning yesterday after MACC officers raided Ean Yong’s office in the State Secretariat as they were investigating complaints about the failure of state allocations to reach the people.

Selangor State Assembly Speaker Teng Chang Khim weighed in by saying the MACC is responsible for the incident.

His lawyer M Manoharan, who accompanied Teoh to the MACC office yesterday, said he had looked normal and showed no signs of being under stress.

“He was happy and looked composed. I had advised him how to handle the interrogation as I was not allowed in during questioning,” he said.

Manoharan, who is the Kota Alam Shah assemblyperson, last saw Teoh at around 7pm yesterday.

Ean Yong said it was highly unlikely Teoh took his own life since he was due to be married tomorrow.

"Furthermore, there was no reason for him to linger (after the interrogation) because his car was here," he added.

Selangor executive councillor Elizabeth Wong expressed shock over Teoh’s death and added to the chorus that MACC was responsible for it.

“This tragic incident is another reminder of the recklessness of supposedly public institutions like the MACC in pursuing the goals of their political masters,” she said in a statement.

Wong said MACC investigations director Datuk Mohd Shukri Abdul’s explanation flew in the face of logic, adding that the authority should operate within acceptable guidelines when conducting interrogations.

“Even the police stops interrogating suspects at 6pm. Did the MACC think it holds powers greater than the PDRM when it interrogated Teoh from 5pm to 4am the next day?” she asked.

She said the incident has prompted her not to allow her staff to be questioned by the MACC unless accompanied by legal counsel, adding the police should also seal the office for investigations.

“Datuk Mohd Shukri … should save whatever honour he and the MACC have left by resigning,” said the Bukit Lanjan assemblywoman.

In a statement, Penang Chief Minister Lim Guan Eng said the MACC must bear full responsibility for this death as Teoh was in their custody at the time.

“MACC should stop its political persecution of PR, especially DAP leaders and members, that does not serve the interest of fighting corruption or justice,” he said. “Such political games have caused the loss of life of a bright young idealistic DAP member.”

“There must be a full investigation on how he died. Unless MACC can clear its name, the public may suspect that Teoh was mistreated and MACC had a hand in his sudden death. There must be full transparency and accountability.

“DAP extends its condolences to Teoh’s family for this tragic loss and assures them that all steps will be taken to ensure that the culprits or those responsible be punished.”

Sekinchan assemblyman Ng Swee Lim, who was weeping openly at the press conference, said he had wanted to take Teoh for seafood yesterday.

Meanwhile, PKR vice president K. Sivarasa calls this a “death in suspicious circumstances.”

PKR assemblyman Xavier Jeyakumar is questioning why a normal young man would want to kill himself over being questioned about state allocations.

A vigil organised for Teoh outside the MACC office was held at 8.30pm tonight. A group of youth unveiled a banner saying: "MACC we want answers and the truth".

By 9.20pm, the scene was beginning to evoke memories of Reformasi protests as at least 200 people had gathered.

SHAH ALAM: A man died after having fallen off Plaza Masalam here where the Malaysian Anti-Corruption Commission (MACC) has its office on the 14th floor.

The man is believed to be Teoh Beng Hock, political secretary to Selangor executive council member Ean Yong Hian Wah, who was taken in for questioning by the MACC Wednesday evening.

The body was discovered by a janitor at 1:30pm on Thursday on the fifth floor of the building. Police have yet to give a positive identity, but DAP officials say it is Teoh.

According to police sources, Teoh was released at 4am on Thursday after having been held overnight. He was supposed to have returned later Thursday with several documents requested by the MACC.

Selangor Chief Police Officer Deputy Comm Datuk Khalid Abu Bakar, who confirmed that a body had been found, said police would be interviewing the man who was last seen with Teoh.

"There is not going to be any cover-up in investigations and I assure the public and his family we will conduct a thorough investigation into his death.

"We have requested for private and government pathologists to be present and assist us in our investigations," he said.

Several Selangor executive council members were at the scene Thursday afternoon.

DAP adviser Lim Kit Siang said he and other Pakatan Rakyat leaders would be meeting the MACC at 10am on Friday.

On Wednesday, MACC officers raided Ean Yong’s office at the state secretariat building. They seized a desktop computer belonging to the state government, as well as a personal laptop belonging to Teoh.

Teoh, a 30-year-old former journalist with Chinese daily Sin Chew Jit Poh, was taken to the MACC office to assist in its investigations over the alleged abuse of constituency development funds.


SHAH ALAM, July 13 – Pakatan Rakyat (PR) today claimed that seven of its assemblymen are under investigation by the Malaysian Anti-Corruption Commission (MACC) over the allocation of funds to schools, mosques and community associations.

The assemblymen are Teresa Kok (Kinrara), Ean Yong Hian Wah (Sri Kembangan), Dr Cheah Wing Yin (Damansara Utama), Elizabeth Wong (Bukit Lanjan), Hannah Yeoh (Subang Jaya), Lau Weng San (Kampung Tunku) and Edward Lee (Bukit Gasing).

Teresa Kok told reporters at the state legislature that the MACC confiscated the seven assemblymen’s files on the state’s allocation fund from the district office two weeks ago.

The seven assemblymen are now asking why the MACC were only targeting them and are wondering if there was any racial discrimination or because they are from PR.


“In my case, I donated RM10,000 to a surau in Puchong but now the imam and the mosque’s working committee have been interrogated by MACC officers for several hours two days ago. They will come and interrogate them again tonight

“We are only fulfilling our responsibilities but why are we being reprimanded by the MACC and why only the seven of us. Is it because we are Chinese?” Teresa told reporters in the state assembly’s hall.

Wong, who was also at the press conference, added that the action by the MACC was purely a scare tactic.

She said she lodge a complaint with the Anti-Corruption Advisory Board of the Malaysian Anti-Corruption Commission.

Wong also claimed that when Barisan Nasional assemblymen lost in the 12th general election, the assemblymen spent RM500,00 in two months but the MACC had yet to take any action.

Kok was angry that MACC “misusing their powers to threaten and scare Malaysians.”

“They are really scared. Just because they receive allocation for the state government from Pakatan assemblyman, they have to be interrogated for several hours? What is MACC’s motive? I give money to the mosque, so must they conduct interrogation on this?” Teresa added.

Akibat kekalahan di Manek Urai memberikan tamparan dan kejatuhan moral yang dasyat kepada Barisan Nsional (BN) namun media seperti biasa cuba memberikan moral semula dan menjadi peniup 'nyawa' parti itu.

Ahli Majlis Tertinggi KeADILan Badrul Hisham berkata ini dapat dilihat apabila media cuba mengenengahkan isu puteri Umno jadi mangsa keganasan dengan gambar diambil dari sebuah sebuah hospital.

Dalam blognya itu, turut disiarkan gambar seorang wanita di salah satu pusat mengundi yang terpaksa dikejarkan ke hospital untuk mendapatkan rawatan kerana kepala terkena batu yang dibaling penyokong Umno.

Turut disirakan seorang petugas Pakatan Rakyat yang turut cedera, berdarah kepalanya dibalut tetapi tidak mahu dihantar ke hospital.

"Inilah bentuk mainan media regim yang tidak layak di ajak berpakat atau berpadu..." katanya dan menambah walaupun berkarung wang ditabur, janji dan ugutan di buat namun BN tetap kalah.

SOKONGAN TINGGI UNTUK KERAJAAN PAKATAN RAKYAT DAN MENTERI BESAR


SHAH ALAM 15 JULAI 2009: Satu kajian pendapat** yang telah dijalankan oleh sebuah organisasi bebas mendapati sokongan tinggi daripada rakyat di negeri Selangor terhadap pentadbiran Kerajaan Pakatan Rakyat. Pimpinan Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim juga telah mendapat penilaian tinggi dalam kajian tersebut yang telah dijalankan oleh Merdeka Centre.


Kajian tersebut yang dilakukan diantara 5 Jun dan 15 Jun, 2009 mendapati sebanyak 60%
daripada rakyat Selangor merasakan Kerajaan Negeri berada dalam hala tuju yang betul.
Sebanyak 63% telah berpuas hati dengan prestasi Menteri Besar dengan hanya 19% sahaja yang tidak berpuas hati.

Sebanyak 64% rakyat negeri Selangor berpuas hati dengan prestasi Kerajaan Pakatan Rakyat Selangor selepas memenangi pilihan raya umum pada mac 2008, manakala 22% adalah tidak berpuas hati.

Mengikut pecahan Kumpulan etnik pula, kajian mendapati 59% Malayu, 69% Cina dan 69%
India adalah berpuas hati. Mengikut komen yang diperolehi, antara sebab yang mengapa
mereka berpuashati adalah program kebajikan kerajaan, ketelusan dan pentadbiran yang cekap serta menolak amalan rasuah. Dalam tempoh 100 hari pentadbiran, Kerajaan negeri telah memperkenalkan agenda Merakyatkan Ekonomi Selangor termasuklah beberapa program kebajikan seperti Tabung Warisan Anak Selangor, Skim Mesra Usia Emas, 20 meter padu air percuma kepada rakyat, dana pendidikan anak pekerja ladang dan Hadiah Anak Masuk universiti.

Dalam urusan pentadbiran ekonomi negeri pula, 58% menyatakan mereka berpuas hati mana
– 13 % adalah amat berkeyakinan manakala 45% menyatakan yakin.

STRONG SUPPORT FOR PAKATAN RAKYAT GOVERNMENT AND THE MENTERI BESAR

SHAH ALAM - A survey** by an independent organization found strong support from among the people of Selangor towards the state’s Pakatan Rakyat Government. The survey conducted by Merdeka Centre for Opinion Research also revealed high approval ratings for Selangor Menteri Besar, Tan Sri Abdul Khalid Ibrahim.



The survey - carried out between June 5 and June 15, 2009 - found that 60% of Selangor citizens feel that the state is heading in the right direction. A total of 63% are satisfied with performance of the Menteri Besar while 19% expressed dissatisfaction.



Some 64% of Selangor citizens are satisfied with the Selangor Pakatan Rakyat Government’s performance after winning the March 2008 General Elections, while 22 percent are dissatisfied. Broken down into ethnic groups, the survey found 59% of Malays, 69% of the Chinese and 69% of Indians expressing satisfaction.



Based on the feedback, reasons leading to the people’s good ratings include the state’s welfare programmes, transparent and efficient administration and reduction of corruption. Within 100 days of its administration, the state introduced its Merakyatkan Ekonomi Selangor agenda which includes several welfare programmes including Tabung Warisan Anak Selangor, Skim Mesra Usia Emas, free water of 20metre cube for all residents, an education fund for children of plantation workers and Hadiah Anak Masuk Universiti.



As for the State Government’s ability in the management and administration of the state’s economy, 58% said that they are satisfied – out of which 13% were very confident while 45% somewhat confident.



The State Government commissioned Merdeka Centre to conduct the survey with the objective of assessing the rakyat’s views and perceptions of its performance and gauge the effectiveness of its programmes.



The survey identified several areas that the state will need to improve upon, including its communication outlets, creating awareness of its various programmes, reduction of bureaucratic red tape and better service delivery for the people



The state is thankful for the confidence and trust expressed by the people of Selangor towards its performance and views the results as an encouragement for the state leadership to further improve its administration in line with its Merakyatkan Ekonomi Selangor agenda.

MANEK URAI: MENGHURAIKAN YANG TERSURAT DAN TERSIRAT

PANDANGAN SAYA


Sekali lagi PAS dan Pakatan Rakyat telah diberikan kepercayaan oleh rakyat untuk memimpin. Walaupun dengan majoriti yang lebih kecil, namun lebih separuh rakyat Manek Urai memberikan kepercayaan terus kepada PAS.

Dalam kegembiraan kita menerima kemenangan itu, saya selaku Exco kerajaan negeri Selangor ingin merakamkan kebimbangan saya kalau-kalau apa yang berlaku di negeri ini telah menghantar isyarat negetif kepada pengundi di Manek Urai.

Ini kerana, lebih 100 pengundi Manek Urai tinggal di negeri ini dan mereka pulang mengundi dalam pilihan raya tersebut.

Tindakan kita mencuci pakaian kotor di tempat awam (wash the dirty linen in public) amat tidak sesuai sekali dengan semangat kita berpakat dalam Pakatan Rakyat.

Sehubungan itu, saya menyeru para pemimpin Pakatan khasnya Adun dan Anggota Parlimen Selangor agar berbincang dengan baik dan bukannya menyelesaikan masalah kita di depan awam khasnya dalam media.

Marilah kita memberikan harapan kepada rakyat bukannya memberikan mereka kerungsingan melihat kita bergaduh di khalayak ramai sebagaimana yang berlaku sekarang.

Saya bimbang, apa yang berlaku di Selangor dan lain-lain tempat sekarang telah memberikan kesan di Manek Urai dan bakal memberi kesan yang lebih besar lagi selepas ini.

KUALA KRAI: Barisan Nasional (BN) Kelantan akan memfailkan petisyen terhadap keputusan pilihan raya kecil Dewan Undangan Negeri (DUN) Manek Urai yang menyaksikan parti itu tewas dengan majoriti tipis 65 undi kepada Pas.

Pengerusi BN Kelantan, Datuk Mustapa Mohamed, berkata beliau akan berbincang dengan calon BN, Tuan Aziz Tuan Mat dan penasihat undang-undang parti serta mengkaji segala bukti sebelum menentukan bentuk tindakan yang hendak diambil.

“Berhubung provokasi berlaku, kami akan bincang dengan peguam yang akan memfailkan petisyen. Kami akan kumpul bukti kesalahan Pas, termasuk mereka masih melakukan kempen pada hari mengundi.

“Penyokong Pas melakukan provokasi di tempat mengundi dengan budaya samseng mereka, sesuatu yang jelas menyalahi peraturan pilihan raya,” katanya sejurus pengumuman keputusan pilihan raya kecil itu, malam kelmarin.

Mustapa berkata, berikutan kekalahan BN dalam pilihan raya kecil itu, Kerajaan Pusat kini tidak terikat dengan janji menjadikan Manek Urai anak emas dan membina jambatan baru bernilai RM7 juta menghubungkan Manek Urai Baru dan Lama seperti yang dinyatakan Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin, jika BN menang.

“Rakyat sudah membuat pilihan, justeru, Kerajaan Pusat tidak harus dipersalahkan. Namun, ia tidak bermakna kita lari daripada tanggungjawab, Kelantan tetap mendapat pembelaan Kerajaan Pusat dengan projek yang dirancang dan diteruskan,” katanya.

PENCEROBOHAN TANAH KERAJAAN DI PULAU KETAM

KES PEMBINAAN HARAM DI TANAH KERAJAAN DI PULAU KETAM



Selaku Adun Selat Klang, saya telah menerima aduan dari daripada penduduk Pulau Ketam melalui JKKK yang risau dan bimbang dengan aktiviti pembinaan sebuah restoran di atas sekeping tanah yang berhampiran dengan helipad yang digunakan oleh DYMM Tuanku Sultan Selangor. Ekoran itu, satu laporan polis telah dibuat oleh Ketua Kampung Pulau Ketam bertarikh 9/7/09 yang lalu.

Saya telah meminta Pejabat Tanah Klang untuk memberi penjelasan tentang kes ini dengan kadar segera. Ekoran itu, Pejabat Tanah telah menyatakan tiada kelulusan daripada mereka untuk sesiapa pun menggunakan tanah tersebut (TOL).

Sehubungan itu, saya telah meminta Pejabat Tanah Klang untuk mempastikan pembinaan haram itu dihentikan serta merta kerana:

1) Tidak mendapat kelulusan daripada kerajaan.

Ekoran itu notis supaya mengosongkan tanah telah dikeluarkan oleh Pejabat Tanah pada 15/5/09 dan amaran akan meroboh jika gagal.

2) Kawasan yang diterokai ini adalah untuk kegunaan DYMM Sultan serta kes kecemasan yang memerlukan pengangkutan udara.

Justeru itu, di sini saya menyeru pihak yang telah menceroboh kawasan ini supaya menghentikan pembinaan haram ini kerana perbuatan itu boleh mengundang kemurkaan DYMM dan kemarahan semua pihak.

Kerajaan negeri Selangor sentiasa menggalakkan perniagaan dan pelaburan di negeri ini namun mereka perlu mengikut undang-undang dan peraturan yang ada dan mengambilkira kepentingan awam.

KHIR TOYO DIHUKUM GANTUNG DARI HADHIR SIDANG DUN SETAHUN

Keputusan ini adalah ekoran kegagalan Khir menghadiri pendengaran awam Jawatan Kuasa Pilihan Khas Mengenai Keupayaan, Kebertanggungjawaban dan Ketelusan (SELCAT)) mengenai Badan Amal dan Kebajikan Isteri-isteri Selangor (BALKIS) BUKAN kerana beliau Datuk Seri Dr Mohd Khir Toyo .

Khir Toyo digantung setahun


Dewan Undangan Negeri (DUN) Selangor hari ini meluluskan usul menggantung ketua pembangkang, Datuk Seri Dr Mohd Khir Toyo daripada menghadiri persidangan selama setahun, berkuatkuasa serta merta.

Ini bermakna, bekas menteri besar Selangor itu, yang juga ADUN Sungai Panjang, hanya boleh menghadiri sidang Julai tahun depan.

Keputusan tersebut dibuat sebulat suara oleh wakil rakyat Pakatan ekoran semua ADUN BN bertindak keluar dewan sebagai membantah usul tersebut.

Usul untuk menggantung Khir selama setahun tanpa elaun dibuat oleh Jawatankuasa Hak dan Kebebasan DUN (JKHK).

Ia ekoran kegagalan Khir menghadiri pendengaran awam Jawatan Kuasa Pilihan Khas Mengenai Keupayaan, Kebertanggungjawaban dan Ketelusan (SELCAT)) mengenai Badan Amal dan Kebajikan Isteri-isteri Selangor (BALKIS).

Jawatankuasa itu juga mencadangkan supaya empat lagi ADUN BN digantung dan elaun dipotong selama enam bulan kerana didapati bersalah menghina SELCAT di media.

Sebelum itu, Khir mengetuai 20 ADUN BN bertindak keluar dewan kerana membantah usul tersebut.

Khir dalam ucapan perbahasannya mengenai usul itu - sebelum keluar dewan - menuduh Speaker Teng Chang Khim tidak adil terhadapnya dan empat lagi rakannya sewaktu pendengaran SELCAT.

Teng, katanya, telah bertindak sebagai "hakim, juri dan algojo" dalam perkara tersebut.

Khir mendakwa demokrasi telah mati di Selangor dan menegaskan sebarang penggantungan yang dibuat oleh jawatankuasa tersebut adalah tidak sah, tercemar dan berniat jahat terhadap mereka.

Oleh itu, katanya, mereka tidak mahu terbabit dalam keputusan yang didakwanya berat sebelah dan berniat jahat.

Ketika itu, beberapa ADUN Pakatan Rakyat bangun untuk menjawab dakwaan Khir itu tetapi beliau bertindak keluar dewan bersama ADUN BN yang lain.

Ex-Israel troops: Army used reckless force in Gaza

JERUSALEM – The Israeli military used reckless force during the fighting in Gaza earlier this year, resulting in needless deaths and damage, a group of former Israeli soldiers charged in a report Wednesday.

In testimonies collected by Breaking the Silence, an organization of Israeli army reservists, 26 soldiers who participated in the three weeks of Gaza fighting describe demolishing homes and using firepower beyond what was necessary given the relatively light resistance they encountered.

None of the soldiers was identified and no dates or locations were provided for the events they recount.

The Israeli military accused the group of "defaming and slandering the IDF (Israel Defense Forces) and its commanders."

"The IDF is one of the world's most moral armies and operates according to the highest moral code," Defense Minister Ehud Barak said in a separate statement.

In one of the new testimonies, a soldier said his unit used Palestinian civilians as human shields — a practice outlawed by Israel's Supreme Court — forcing them to enter buildings suspected of housing militants and to break down walls using sledgehammers.

"Sometimes the force would enter while placing rifle barrels on a civilian's shoulder, advancing into a house and using him as a human shield. Commanders said these were the instructions and we had to do it," the soldier said.

Another said the regulations on when to shoot were vague.

"My impression about rules of engagement was that, at least at our level, they were not clear. There were no clear red lines," he said.

More than 1,400 Palestinians, including more than 900 civilians, were killed in the Gaza fighting, thousands of homes were destroyed and Gaza's infrastructure suffered heavy damage, according to Gaza health officials and human rights groups. Israel puts the death toll closer to 1,100 and says most were armed fighters. Thirteen Israelis also were killed, including three civilians who died from rocket fire.

The report did not represent a cross-section of soldiers, but rather included troops who approached the group or were reached through acquaintances of group members. Two were junior officers and the rest were lower-ranking troops.

Yehuda Saul, a founder of Breaking the Silence, said the Israeli public, which overwhelmingly supported a military operation aimed at halting years of rocket fire from Gaza at Israeli towns, needed to know what soldiers saw during the fighting.

"In terms of what Israeli society knows, the Gaza operation is a black hole," Saul said. "In order to discuss what we want and what values we stand for as a people, we must have the information about what happened on the ground, and as a group of soldiers we see this as our job."

The military attacked the report's veracity, saying it "regrets the fact that yet another human rights organization is presenting to Israel and the world a report based on anonymous and general testimonies, without investigating their details or credibility."

The military also said the fact that no identifying details are given makes verifying the accounts impossible and urged soldiers who saw improper behavior to come forward and register official complaints.

Breaking the Silence was founded in 2004 by recently discharged soldiers who served in the West Bank. Since then, they have recorded the testimonies of some 670 soldiers speaking about their service in the West Bank and Gaza.

Israel maintains that responsibility for the Gaza carnage lies with Palestinian militant groups, and chiefly Hamas, who hid ammunition in civilian buildings, whose fighters blended in with the civilian population and who provoked Israel with thousands of rockets aimed at Israeli civilians over an eight-year period.

While confirming that Palestinian militants also violated the laws of war, human rights groups like Amnesty International have focused on Israeli violations, charging that Israel's response was disproportionate and that Israel's military used powerful weapons indiscriminately in heavily populated areas.

The U.N. has also launched a probe into Israel's actions during the offensive.

PASUKAN GUSTI WANITA MALAYSIA BAKAL DITUBUHKAN



Jenayah pelajar perempuan naik

KUALA LUMPUR: Kajian Institut Sosial Malaysia (ISM) mendapati, kes salah laku jenayah di kalangan pelajar perempuan meningkat dalam tempoh tiga tahun sejak 2005.

Pengarah ISM, Prof Dr Mohamed Fadzil Che Din, berkata peningkatan itu membimbangkan kerana jumlah kes bertambah kepada 673 pada 2007 berbanding 523 kes pada 2006 dan 514 kes (2005).

Bagaimanapun, katanya pelajar lelaki kekal sebagai golongan paling ramai melakukan kesalahan jenayah iaitu 6,090 pada 2007 berbanding 5,423 kes pada 2006.

Katanya, pada 2001, kes salah laku jenayah membabitkan pelajar perempuan sebanyak 100 dan ia meningkat kepada 600 kes dalam tempoh enam tahun.

“Pembabitan pelajar perempuan dalam salah laku jenayah memberi amaran kepada semua pihak supaya mengambil tindakan wajar kerana dikhuatiri akan terus meningkat.

“Pelajar perempuan sering dikaitkan sebagai golongan mematuhi disiplin serta tekun dalam bilik darjah dan dilihat mula terkeluar daripada norma hidup apabila turut terbabit dengan jenayah yang lazimnya membabitkan pelajar lelaki,” katanya ketika dihubungi di sini, semalam.

Mohamed Fadzil berkata, pelajar perempuan berdepan krisis identiti apabila mencecah usia remaja dan dalam proses mencari itu ada antara mereka berdepan kekeliruan yang disebabkan pendedahan kepada beberapa unsur.

Katanya, sebagai contoh, aksi lasak dan ganas yang ditonjolkan dalam filem mempengaruhi perlakuan mereka dan pelajar perempuan akan melakukan perbuatan yang dilihat betul seperti bergaduh dan pukul, manakala idola bersifat kasar dan ganas menjadi ikutan.

“Kajian juga mendapati, pelajar perempuan yang terbabit dengan kes jenayah berpunca tekanan dan dorongan serta cabaran rakan sebaya

“Rakan sebaya adalah golongan yang paling rapat dan pengaruh rakan lelaki juga menyumbang kepada salah laku jenayah,” katanya.

Sifat pelajar perempuan kata Mohamed Fadzil, cuba menguasai dan mereka lebih berani apabila berkumpulan, termasuk mencari rakan untuk melakukan kesalahan bersama.

Paling jelas, beliau berkata, pelajar perempuan tidak akan melakukan kesalahan antaranya ponteng sekolah, vandalisme dan penyalahgunaan dadah berseorangan kerana perbuatan secara berkumpulan lebih selamat.

Katanya, pelajar perempuan tidak akan terjebak dengan salah laku jenayah jika mereka mendapat perhatian serta didikan yang betul di rumah.

Tiga pelajar paksa gusti sudah digantung sekolah

Pengurusan ambil tindakan sejak pertengahan bulan lalu

KUALA TERENGGANU: Tiga pelajar perempuan Tingkatan Dua sebuah sekolah menengah di Dungun dekat sini, yang bertindak menampar, menumbuk muka dan menyepak seorang pelajar perempuan Tingkatan Satu di sebuah surau di Kampung Ketengah Jaya, bulan lalu, sudah dikenakan tindakan gantung sekolah.

Tindakan itu diambil pengurusan sekolah sejak pertengahan bulan lalu selepas menjalankan siasatan berdasarkan maklumat kejadian itu yang disebarkan melalui internet dan telefon bimbit.

Bagaimanapun, pengurusan sekolah terbabit tidak melaporkan kejadian itu kepada pihak polis.

Ketua Jabatan Siasatan Jenayah Terengganu, Asisten Komisioner Mohd Fauzi Abduri, yang mengesahkannya semalam, berkata polis menjalankan siasatan berhubung kejadian itu selepas mangsa membuat laporan polis, kelmarin.

"Polis akan mengambil keterangan lima pelajar perempuan terbabit. Tiga daripada mereka ialah pelajar Tingkatan Dua, yang didakwa dalang kejadian itu.

"Dua lagi pelajar termasuk seorang yang menjadi mangsa," katanya kepada pemberita di sini, semalam.

Akhbar semalam melaporkan seorang pelajar Tingkatan Satu sebuah sekolah menengah di daerah Dungun, membuat laporan polis selepas adegan dia dibelasah rakan karib dalam satu kejadian bulan lalu disebar secara meluas melalui internet dan telefon bimbit.

Mangsa berusia 13 tahun itu membuat laporan polis kerana malu apabila adegan bergusti dirakam tiga pelajar perempuan lain terus disebarkan melalui telefon bimbit, walaupun kejadian terbabit berlaku pertengahan bulan lalu.

Mohd Fauzi berkata, kes itu disiasat mengikut Seksyen 506 Kanun Keseksaan kerana ugutan jenayah dan Seksyen 323 Kanun Keseksaan kerana bergaduh sehingga mendatangkan kecederaan.

"Polis tidak menolak kemungkinan punca kejadian itu kerana cemburu berikutan mangsa popular di kalangan guru. Mangsa juga seorang pelajar cerdas dan sering mendapat pujian guru, selain dilantik sebagai ketua kelas," katanya.

Sementara itu, Pengerusi Jawatankuasa Pelajaran, Pengajian Tinggi, Sains dan Teknologi dan Sumber Manusia negeri, Ahmad Razif Abd Rahman, berkata Jabatan Pelajaran diarah mengemukakan laporan lengkap berhubung kejadian itu bagi membolehkan tindakan lanjut diambil.

Polis rampas telefon bimbit rakam adegan gaduh

KUALA TERENGGANU: Polis semalam merampas sebuah telefon bimbit yang digunakan untuk merakam adegan dua pelajar perempuan Tingkatan Satu sebuah sekolah menengah di Dungun, dipukul dan bergusti serta disebarkan menerusi internet.

Ketua Jabatan Siasatan Jenayah negeri, Asisten Komisioner Mohd Fauzi Abduri, berkata telefon bimbit milik seorang pelajar terbabit akan dihantar ke bahagian forensik Bukit Aman untuk siasatan lanjut.

Katanya, polis sudah mengambil keterangan enam orang, termasuk mangsa bersama rakannya untuk mendapatkan maklumat lanjut mengenai kejadian itu.

Beliau berkata, pihaknya juga akan mengambil keterangan daripada pengetua sekolah terbabit.

"Keterangan berkenaan perlu untuk melengkapkan siasatan polis sebelum dihantar kepada Pejabat Pendakwa Raya (DPP) untuk tindakan lanjut," katanya, di sini, semalam.

Mohd Fauzi berkata, siasatan kes itu membabitkan dua pertuduhan iaitu di bawah Seksyen 506 Kanun Keseksaan dan Seksyen 233 Akta Multimedia kerana merakam gambar untuk disebar pada umum.

Beliau berkata, polis mengenal pasti empat pelajar perempuan Tingkatan Dua termasuk seorang yang bertindak merakam pergaduhan itu.

Importance of Exercise and Physical Activity in Older Adults Reviewed

July 8, 2009 — The American College of Sports Medicine has issued a position stand providing an overview of issues critical to understanding the importance of exercise and physical activity in older adult populations. The review and guidelines are published in the July issue of Medicine & Science in Sports & Exercise.

"The 2008 Physical Activity Guidelines for Americans affirms that regular physical activity reduces the risk of many adverse health outcomes," write Wojtek J. Chodzko-Zajko, PhD, and colleagues from the American College of Sports Medicine. "The guidelines state that all adults should avoid inactivity, that some physical activity is better than none, and that adults who participate in any amount of physical activity gain some health benefits. However, the guidelines emphasize that for most health outcomes, additional benefits occur as the amount of physical activity increases through higher intensity, greater frequency, and/or longer duration."

The 3 sections of the position stand review the structural and functional changes accompanying normal human aging, the degree to which exercise and physical activity can affect the aging process, and the benefits of both long-term exercise and physical activity and shorter-duration exercise programs on health and functional capacity.

The reviewers conclude that no amount of physical activity can stop biological aging but that evidence to date affirms that by limiting the development and progression of chronic disease and disabling conditions, regular exercise can reduce the physiologic harms of an otherwise sedentary lifestyle and improve active life expectancy. Older adults who engage in regular exercise may also experience significant psychological and cognitive benefits.

The position stand recommends that all older adults participate in regular physical activity and avoid an inactive lifestyle and that exercise prescription for older adults include aerobic, muscle-strengthening, and flexibility exercises. Overall, the recommendations and underlying evidence are consistent with the 2008 Physical Activity Guidelines for Americans and with earlier American College of Sports Medicine statements regarding types and amounts of physical exercise suggested for older adults.

Benefits of Physical Activity and Exercise

The following are some specific evidence statements regarding the benefits of physical activity and exercise, and their accompanying level of evidence rating (see "Note" at end of article for explanation of the ratings):

* Vigorous, long-term participation in aerobic exercise training (AET) improves cardiovascular reserve and skeletal muscle adaptations, allowing trained older persons to sustain a submaximal exercise load with less cardiovascular stress and muscular fatigue than their untrained peers. Prolonged AET may also reduce age-related accumulation of central body fat, thereby protecting the heart (level of evidence, B).

* Prolonged participation in resistance exercise training (RET) increases muscle and bone mass and strength to a greater extent vs AET (level of evidence, B).

* In healthy middle-aged and older adults, AET programs of sufficiently intense (≥ 60% of pretraining VO2max), frequency, and length (≥ 3 days/week for ≥ 16 weeks) may significantly improve VO2max (level of evidence, A).

* In healthy middle-aged and older adults, 3 months or more of moderate-intensity AET are associated with cardiovascular adaptations which are apparent both at rest and in response to acute dynamic exercise (level of evidence, A/B).

* Moderate-intensity AET has been shown to reduce total body fat, but not fat-free mass, in overweight middle-aged and older adults (level of evidence, A/B).

* Beneficial metabolic changes associated with AET include improved glycemic control and clearance of postprandial lipids, as well as preferential utilization of fat during submaximal exercise (level of evidence, B).

* In postmenopausal women, AET may counteract age-related decreases in bone mineral density (level of evidence, B).

* RET may markedly increase strength and muscular power in older adults (level of evidence, A).

* Older and younger adults have similar age-related increases in muscle quality, and these increases do not appear to be sex specific (level of evidence, B).

* Improvements in muscular endurance have been reported after RET using moderate- to higher-intensity protocols, but not lower-intensity RET, and may improve muscular endurance (level of evidence, C).

* Although the effect of exercise on physical function is poorly understood and may not be linear, RET may improve walking, chair stand, and balance activities (level of evidence, C/D).

* Older adults who regularly take part in moderate- or high-intensity RET may have increased fat-free mass, decreased total body fat mass, and other beneficial changes in body composition (level of evidence, B/C).

* Compared with sedentary control subjects, adults who participate in high-intensity RET have maintained or improved bone mineral density, with a direct relationship between muscle and bone adaptations (level of evidence, B).

* Evidence is mixed regarding the effect of RET on metabolic variables (level of evidence, B/C).

* In populations at increased risk of falling, multimodal exercise, including strength and balance exercises, and tai chi may decrease the risk for noninjurious and sometimes injurious falls (level of evidence, C).

* Few controlled studies have evaluated the effect of flexibility exercise on range of motion in older adults (level of evidence, D).

* Regular exercise and physical activity are linked to significant improvements in overall psychological well-being, possibly via effects on self-concept and self-esteem. Physical fitness and AET are linked to a lower risk for clinical depression or anxiety (level of evidence, A/B).

* Cardiovascular fitness and higher levels of physical activity lower the risk for cognitive decline and dementia, based on epidemiologic studies. In experimental studies, AET and RET, alone or especially combined, improve some measures of cognitive functioning, especially those requiring executive control, in previously sedentary older adults (level of evidence, A/B).

* Physical activity appears to be linked to some aspects of quality of life, but the precise nature of the relationship is unclear (level of evidence, D).

* High-intensity RET is effective for treating clinical depression. Additional research should address the optimal intensity and frequency of RET needed to elicit specific improvements in other measures of psychological health and well-being (level of evidence, A/B).

"A combination of AET and RET activities seems to be more effective than either form of training alone in counteracting the detrimental effects of a sedentary lifestyle on the health and functioning of the cardiovascular system and skeletal muscles," the authors of the position stand conclude. "Although there are clear fitness, metabolic, and performance benefits associated with higher-intensity exercise training programs in healthy older adults, it is now evident that such programs do not need to be of high intensity to reduce the risks of developing chronic cardiovascular and metabolic disease. However, the outcome of treatment of some established diseases and geriatric syndromes is more effective with higher-intensity exercise (e.g., type 2 diabetes, clinical depression, osteopenia, sarcopenia, muscle weakness)."

Clinical Context


The American College of Sports Medicine and the American Heart Association published physical activity and public health recommendations for older adults in 2007. The College now has best practice guidelines that recommend at least 150 minutes of moderate-intensity aerobic activity per week for older adults.

This is a position stand to provide an overview of the structural and physiologic bases of the recommendations, the extent to which exercise influences aging, and the benefits of long-term and short-duration exercise.


Study Highlights

* Studies of long-term physical activity in athletes suggest the following benefits: more favorable body composition with less abdominal and total body fat, greater lean muscle mass and higher bone mineral density, higher oxygen-carrying capacity, and less cardiometabolic stress with reduced coronary risk profile.

* In older people, these benefits translate into lower waist circumference, better lipid profile, better endothelial function, and slower development of disability.


* Sedentary people in the United States typically gain 8 to 9 kg of body weight, mainly fat, between the ages of 18 and 55 years followed by 1 to 2 kg in the next decade.

* Prolonged aerobic exercise slows the age-related accumulation of central body fat and is cardioprotective.

* In previously sedentary individuals, 3 or more months of moderate-intensity AET in middle-aged and older adults produces a lower heart rate; smaller increases in systolic, diastolic, and mean blood pressure; improvements in oxygen uptake capacity; and numerous cardioprotective effects.

* Moderate-intensity AET can reduce the fat gain in overweight adults independent of dietary changes.

* Bone health in postmenopausal women and men has been shown to improve with low-intensity weight-bearing activities such as walking, with a lower rate of bone loss and reduced hip fracture risk.

* AET can also enhance glycemic control at rest, promote clearing of atherogenic lipids, and increase preference for fat as fuel.

* RET with isometric, isokinetic repetitions in older adults is associated with an increase in muscle strength, muscle power, and muscle quality in older adults.

* Moderate- to high-intensity regimens are associated with marked improvements in muscle endurance.

* Muscle quality improvements may be greater in younger vs older women.

* Significant improvements in bone mineral density at most sites have been noted in both premenopausal and postmenopausal women.

* Multimodal exercise, including strength and balance exercises and tai chi, have been shown to reduce the risk for falls in those prone to falls.

* Both AET and RET have been shown to reduce clinical depression and anxiety and improve cognitive function including tasks requiring complex executive control.

* The American College of Sports Medicine and the American Heart Association recommend that older adults engage in endurance exercise with moderate intensity of 30 to 60 minutes per day in at least 10-minute bouts to at least 150 to 300 minutes per week.

* Vigorous-intensity activities are recommended at 20 to 30 minutes per day for a total of 75 to 150 minutes per week.

* RET is recommended at least 2 days per week at moderate to vigorous intensity.

* Balance exercises are recommended for those at risk for falls or for those with mobility problems.

* There is no specific recommendation for frequency and duration of balance exercises because of insufficient evidence.

* The following guidelines are recommended: progressively difficult postures that gradually reduce the base of support, dynamic activities that perturb the center of gravity (eg, tandem walks, circle turns), stressing postural muscle groups, and reducing sensory input (eg, shutting the eyes while standing).

* For older adults who are highly deconditioned, have chronic diseases, or who are functionally limited, intensity and duration should be low and graded gradually.

* Older adults should perform physical activity as tolerated to avoid being sedentary.

Clinical Implications

* The benefits of AET and RET in older adults include cardiovascular and metabolic protection, reduced body fat, improved bone health, reduced depression and anxiety, and improved cognition.

* AET at moderate intensity is recommended at 150 to 300 minutes per week, RET at 2 days a week, and balance exercises for those at risk for falls.

Keputusan rasmi Calon PAS Mohd Fauzi Abdullah, seorang pemborong ikan, menang dengan majoriti "nyawa-nyawa ikan" sebanyak 65 undi.

PAS mendapat 5,348 undi sementara calon BN Tuan Aziz Tuan Mat mendapat 5,283 undi.

Keputusan tersebut diumumkan oleh pegawai pengurus pilihanraya Adnan Hussin di Dewan Petra, SMK Sultan Yahya Petra 1, pada jam 9.01 malam.

DUN tersebut mempunyai 12,293 pengundi berdaftar, termasuk 25 pengundi pos, dan 10,631 atau 87 peratus keluar mengundi hari ini.

Beberapa pemimpin atasan PAS hadir di pusat penjumlahan undi di SMK Sultan Yahya Petra 1, Kuala Krai.

Mereka termasuklah Timbalan Pesuruhjaya PAS Kelantan, Datuk Husam Musa; ahli parlimen Kuala Krai, Dr Hatta Ramli; ahli jawatankuasa pusat PAS Dr Dzulkefly Ahmad bagi merayakan kemenangan Mohd Fauzi.

Bagaimanapun, tiada seorang pemimpin utama Umno yang hadir, termasuk pengerusi Umno Kelantan, Datuk Mustapa Mohamed dan calon BN.

PAS akan membuat post mortem dalam masa terdekat ekoran kemerosotan ketara undi diperolehi pada pilihan raya kecil Dun Manek Urai hari ini.

Pengarah Pilihan Raya PAS Pusat, Dato' Abdul Halim Abdul Rahman berkata, beberapa faktor antaranya janji untuk menyediakan jambatan baru di Manek Urai dan sogokan wang boleh mempengaruhi sikap pengundi luar.

"Namun saya ingin sampaikan tahniah kepada kebijaksanaan penduduk Manek Urai yang berjaya mempertahankan kerusi tersebut," kata beliau ketika ditemui selepas pengisytiharan kemenangan Mohd Fauzi Abdullah di Dewan Sekolah Sultan Yahya Petra.

Menurutnya janji yang ditaburkan Umno pada saat-saat akhir belum mampu memikat keseluruhan pengundi di Manek Urai.

Beliau juga berkata kemenangan tipis bukan satu persoalan memandangkan ia pernah berlaku di Pulai Chondong pada pilihan raya kecil yang diadakan sebelum ini.

"Ia juga ada kaitan dengan sikap SPR yang mengadakan pengundian pada hari kerja dan kepulangan pengundi luar walaupun ramai namun ada yang terpengaruh dengan janji dan sogokan wang," katanya.

Anggota jawatankuasa PAS Pusat, Dr Dzulkifli Ahmad berkata, terlalu banyak janji yang ditabur Umno di Manek Urai, namun kesetiaan kepada konsep Membangun Bersama Islam tetap dipertahankan.

Beliau yang juga anggota Parlimen Kuala Selangor berkata, PAS berdepan dengan seluruh jentera kerajaan.

Umno terlepas peluang keemasan di Manek Urai


Umno tidak mampu berbangga dengan peningkatan undi yang diperolehinya di Manek Urai memandangkan parti itu dibantu sepenuhnya jentera kerajaan.

Sebaliknya Umno boleh memenangi pilihan raya tersebut berdasar suntikan kebendaan yang diterima penduduk di Manek Urai lebih-lebih lagi pemimpin Umno sudah lama berkampung di sini.

Naib Presiden PAS, Dato' Mahfuz Omar berkata, kemungkinan besar pengaruh kempen Umno yang mana kerajaan PAS tidak terjejas biar pun Umno menang di Manek Urai sedikit sebanyak mempengaruhi pengundi.

"Peluang yang ada pada Umno dengan peratusan pengundi Melayu ramai sehingga lebih 99 peratus Umno masih gagal menarik perhatian rakyat. Impian mereka belum menjadi kenyataan.

"Lebih-lebih lagi dengan janji Perdana Menteri di bawah pakej 1 Malaysia dan dibantu dengan propanganda media namun Umno masih gagal. Ini ternyata memberi satu tekanan hebat kepada parti itu," katanya di sini.

Pada pilihan raya itu PAS mendapat 5348 undi, manakala BN - 5283 undi dengan majoriti diperolehi Mohd Fauzi Abdullah sebanyak 65 undi. Pada pilihan raya umum 2004 BN menang 53 undi.

Peratusan keluar mengundi sebanyak 87.22 peratus dan undi rosak 92 undi. Daripada 9 peti undi PAS menang empat.

Mahfuz berkata, keputusan pilihan raya itu perlu dilihat secara serius oleh PAS bagi meningkat semula sokongan rakyat.

"Saya percaya PAs akan melonjat semula pada pilihan raya umum akan datang kerana jentera kerajaan tidak mampu lagi memberi tumpuan kepada Manek Urai sahaja berbanding sekarang," katanya di sini.

Pengarah Strategik KeADIlan, Tian Chua berkata, Umno terlepas peluang keemasan memenangi pilihan raya tersebut memandangkan peratusan orang Melayu hampir 100 peratus di Manek Urai.

Pembangunan keagamaan di negeri Selangor hampir terjejas apabila kerajaan persekutuan menangguhkan penyaluran bantuan seperti yang dilakukan sebelum ini.

Exco Hal Ehwal Islam, Adat-adat Melayu, Infrastruktur dan Kemudahan Awam, Dato’ Dr Hasan Ali berkata, dana hampir 100 juta ringgit yang disalurkan menerusi Jabatan Kemajuan Islam Malaysia (Jakim) masih belum diturunkan kepada kerajaan negeri.

“Peruntukan sudah turun sejak tahun lalu daripada Jabatan Perdana Menteri, namun tak masuk lagi peruntukan itu sehingga sekarang kepada tabung Jais, Mais.

“Guru-guru Kafa kini dibiayai penuh oleh kerajaan negeri, padahal sepatutnya ini tanggungjawab kerajaan pusat melalui Jakim untuk biayai sara hidup guru-guru Kafa ini,” katanya.

Katanya, pelbagai program yang telah dirancang akan terjejas, jika dana berkenaan tidak diperolehi.

Antaranya, rancangan menubuhkan Akademi Imam bagi membantu menjaga kebajikan imam-imam, meliputi kenaikan elaun dan lain-lain perkara yang berkaitan.

Menurut beliau, kebanyakan imam di negeri ini seakan-akan terabai dari segi kebajikan mereka, walaupun mereka tidak pernah mendesak untuk mendapat ganjaran.

Beliau berkata, disebabkan penyaluran peruntukan yang masih ditahan, Menteri Besar, Tan Sri Abdul Khalid telah mengarahkan agar beliau mengadakan pertemuan dengan kerajaan persekutuan dan memohon agar ia disalurkan secepat mungkin.

“Saya harap supaya guru-guru kafa, imam, pegawai penyelaras masjid daerah, semoga kerajaan persekutuan akan dapat salurkan dengan secepat mungkin dengan nama 1Malaysia kerana untuk kebaikan bersama dan akan memujuk kerajaan persekutuan,” katanya.
