'Mas kahwin tinggi, bimbang ramai anak dara tua'

RM300 Is The New Dowry Rate In Selangor
SHAH ALAM, Dec 10 (Bernama) -- Starting Jan 1 next year, the "mas kahwin" or dowry rate in Selangor will be fixed at RM300.
Selangor Islamic Religious Department (JAIS) director Datuk Mohamed Khusrin Munawi said the new rate was set after receiving the consent of Sultan Sharafuddin Idris Shah.
He said the new rate was also fixed after much consideration on current developments, including a proposal to standardise the dowry given to brides, regardless of their status.
"Prior to this, the dowry for a virgin bride was RM80, while for a divorcee RM40. I'm sure the new rate will uplift the standard of women regardless of their status," he told reporters after launching JAIS' Marriage Confirmation Smart Card here on Thursday.
He said the smart card would contain, among others, the couple's personal data and the marriage confirmation's serial number.
"The issuance of the smart card will also take effect next year to prevent the production of false marriage certificates by irresponsible people as had been detected by JAIS during its raids," he added.

MAS KAHWIN NAIK DUA KALI GANDA, WANG HANTARAN NAIK RIBU KALI GANDA (Dwibahasa)
PERASMIAN MASJID BANDAR DIRAJA KLANG (dwibahasa)

Get Mais' Permission To Preach In Selangor - Sultan
KLANG, Dec 11 (Bernama) -- Islamic preachers must seek permission from the Selangor Islamic Religious Council (Mais) if they want to give religious talks in the state, said the Sultan of Selangor Sultan Sharafuddin Idris Shah.
He said this was to ensure that the Islamic teachings were accurate as well and to prevent the spread of deviationist teachings.
The Sultan said Mais' certification would ensure that Muslim unity in the state would not be undermined by sectional and confusing dakwah (religious preaching), which could split Muslims in Selangor.
"The Mais Certification Committee has enforced the certification procedures under Section 18 (4) of the Selangor Islamic Administration 2003, which stipulated penalties for teaching without certification.
"As such, Muslims, who are subservient to Allah, should abide by the teachings of Allah, which we professed, devote to the divine decrees and quickly refrain from doing what were disapproved," he said when opening the Klang Royal Town Mosque here on Friday.
The Sultan said it was important that the Selangor Islamic Religious Department (Jais) regulate Islamic talks or teachings in the state as some outsiders merely sought monetary gains and not to propagate Islam earnestly.
He said regulations and procedures, which were aimed at advancing Islamic development and Muslim unity, must be abided by to ensure that Islam would be held in high regard and respected by non-Muslims.
"Of late, many social problems occurred in the society, including Muslim disunity, deviationist teachings, group fanatics, extremism and moral decadence among youths, which called for strong resolve and wisdom to solve them," he said.
Sultan Sharafuddin said slanders and instigations, bickering and disunity were not only due to outside factors but also due to weaknesses, negligence, ignorance and internal problems.
"Sometime the tendency to become over-optimistic and blowing-up petty issues out of proportion can cause disunity and disputes among ummah," he added.
On mosque, he said besides being a place of worship, it should become centre of garnering Muslim's strength and unity.
He said the effectiveness of the mosque institution did not hinge on its design, equipment and wealth, but whether it could be capitalised to unite the community and lay out dakwah strategy and solve misunderstandings in the community.
The Sultan also advised the people to refrain from making speculations which could cause upheaval as it could affect harmony and stability.
"Carry out efforts to revive the economy so that the purchasing power of the people is not affected, the welfare of the poor is not neglected and the ability to pay tithes is not impinged," he said.
Also present were the Raja Muda of Selangor, Tengku Amir Shah and Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim.

EYE OF ABSOLUTE WISDOM & MYSTERIES SLIDESHOW & VIDEOS
BEKAS PENGARAH DEDAH MODUS OPERANDI BTN
Datuk Johari Abdul, former BTN director for tenure of 4 years ( 1986 to 1990) , alleged that former Prime Minister Tun Dr Mahathir Mohammad, the premier for 22 years, was the one who turned BTN into a Umno-Barisan Nasional (BN) indoctrination machinery to maintain loyalty to the leaders.
BTN first director was former Prime Minister Tun Abdullah Ahmad Badawi
If Umno were to conduct such programmes using their own funds. it is OK but "don’t use the public funds."
Parliament recently approved a budget of RM62 million for BTN
BTN course facilitators handpicked, says former director
KUALA LUMPUR (Dec 9, 2009): Biro TataNegara (BTN) or National Civics Bureau facilitators were handpicked by politicians or "whoever were in positions of power", said former BTN director Datuk Johari Abdul pic left, who is now Parti Keadilan Rakyat MP for Sungai Petani.
"Most of them were civil servants, some on contract, some permanent but (they) are a bunch of committed people. They work hard for certain purposes, depending on what their bosses want," said Johari who was the BTN director from 1986 to 1990.
Johari, who was in Umno for 16 years before joining PKR in 1998, said many of the courses were run simultaneously and there were different departments and sections in charge to handle the courses.
He said various senior officers were tasked with handling courses for students, corporate leaders, ministers or even member of parliaments.
Apart from BTN facilitators themselves conducting the courses, various speakers from outside were also invited by the officers.
"Among the criteria for these speakers are they must be ultra-Malay, someone who is wiling to talk about Malay supremacy, someone Malay enough and while they conduct the courses, some of these speakers do go overboard," admitted Johari.
He said there was no specific instructions given by higher ups on the content of the courses but said it was an "open secret" that the course was to " glorify" the Malay leaders.
"When these speakers are invited to talk, they have certain expectations. They have their own KPIs (key performance index) and BTN has its own KPI so there was an understanding," said Johari.
"The yardstick is, if they don’t get called by their leaders, then it’s a good job, that’s the unspoken KPI."
He alleged former Prime Minister Tun Dr Mahathir Mohammad, who was the premier for 22 years, turned BTN into a Umno-Barisan Nasional (BN) indoctrination machinery to maintain loyalty to the leaders.
"Mahathir was the one who used BTN to the fullest. I wouldn’t say he designed the curriculum but he had his advisors."
Datuk Ahmad Maslan, who is the Deputy Minister in the Prime Minister’s Department, last week clarified a statement by Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz that the curriculum would be revamped to be in line with the 1Malaysia concept.
Ahmad said instead of a revamp, the curriculum is to be upgraded.
Nazri and Mahathir are exchanging heated criticism of each other over the BTN course issue, with the former calling Mahathir a racist. Mahathir had said the BTN should be maintained as it promoted nationalism.
Johari said the BTN which was first established in 1974 with a different name was placed under the then Youth and Sports Ministry.
In fact, its first director was former Prime Minister Tun Abdullah Ahmad Badawi.
In 1983, it was re-named BTN and was placed under the Prime Minister’s department.
Johari said he had no qualms if Umno conducted such programmes using their own funds but "don’t use the public funds."
Parliament recently approved a budget of RM62 million for BTN.

OBAMA RECEIVED NOBEL PEACE PRIZE DESPITE WAR IN AFGHANISTAN
Just nine days after ordering 30,000 more U.S. troops to Afghanistan in a major expansion of the eight-year-old war, Obama received Nobel Peace Prize. What a big JOKE....
Apparently Obama hopes the additional troops will help to break the momentum of a resurgent Taliban and buy time to train Afghan security forces to take over from the Americans.
"There will be times when nations -- acting individually or in concert -- will find the use of force not only necessary but morally justified," he said.
Obama accepts peace prize, defends "just wars"
Video Obama Receiving Nobel Peace Prize HERE
OSLO (Reuters) - President Barack Obama, accepting the Nobel Prize for Peace, on Thursday defended the right of the United States to wage "just wars" like the one in Afghanistan.
In a speech at the award ceremony in Oslo, preceded by a fanfare of trumpets, Obama declared he would not "stand idle" in the face of threats to the United States.
He raised the specter of a new nuclear arms race, potentially in the Middle East or East Asia, and called for tough sanctions against nations that did not abide by international laws, a warning to Iran and North Korea.
Obama also acknowledged criticism that he does not deserve the prize and has few tangible gains to show from his nearly 11 months in office, saying he was "at the beginning, and not the end, of my labors on the world stage."
The president's acceptance speech, punctuated with references to past winners of the peace prize, was notable for its dominant theme of war.
He was speaking just nine days after ordering 30,000 more U.S. troops to Afghanistan in a major expansion of the eight-year-old war. Obama hopes the additional troops will help to break the momentum of a resurgent Taliban and buy time to train Afghan security forces to take over from the Americans.
He walked a rhetorical tightrope in addressing the paradox of a president receiving the highest award for peace while waging two major foreign conflicts, in Iraq and Afghanistan.
"Perhaps the most profound issue surrounding my receipt of this prize is the fact that I am the commander-in-chief of a nation in the midst of two wars," he said.
"There will be times when nations -- acting individually or in concert -- will find the use of force not only necessary but morally justified," he said, adding that the Afghanistan war had been forced on the United States by the September 11, 2001, attacks, which were masterminded by al Qaeda from there.
He said he was mindful of former civil rights leader and Nobel peace laureate Martin Luther King's statement that "violence never brings permanent peace." But, Obama said, "I face the world as it is, and cannot stand idle in the face of threats to the American people."
There was loud applause from some 900 invited guests as Obama accepted the award in a grand room in Oslo's city hall, becoming the third sitting U.S. president to receive the Nobel prize in its 108-year history.
While the award has excited international interest, Americans are preoccupied with double-digit unemployment and are more concerned about how Obama plans to generate new jobs. Americans remain anxious about the economy, nudging Obama's approval ratings to 50 percent or below.
MORAL STANDARDS
Obama said the United States must uphold moral standards when waging wars that were necessary and justified.
"Where force is necessary, we have a moral and strategic interest in binding ourselves to certain rules of conduct," he said.
By pledging to close the Guantanamo Bay prison for foreign terrorist suspects on Cuba, and moving to bring inmates to trial on U.S. soil, Obama has attempted to recover the moral high ground that critics of the United States accused his predecessor George W. Bush of surrendering by waging a no-holds-barred war on terrorism.
Acknowledging "a reflexive suspicion of America, the world's sole military superpower," he said his country could not act alone in confronting global challenges in Afghanistan, Somalia or other troubled regions.
In seeking alternatives to force, it was necessary to be tough.
"Those regimes that break the rules must be held accountable. Sanctions must enact a real price," Obama said in a passage that addressed North Korea's nuclear arsenal and U.S. suspicions that Iran, too, seeks to acquire the bomb.
"It is ... incumbent upon all of us to insist that nations like Iran and North Korea do not game the system," Obama said. "Those who seek peace cannot stand idly by as nations arm themselves for nuclear war."
On a rainy day with temperatures just above freezing, thousands lined heavily guarded Oslo streets to greet Obama.
Only handfuls of protesters were visible, with one group holding a sign reading: "Obama you won it, now earn it."
Environmentalists in the crowd called on the U.S. leader to sign an ambitious deal to fight global warming when he visits nearby Copenhagen next week for the climax of a U.N. climate conference involving nearly 200 countries.

Singapura Bangun Sistem Pantas Untuk Diagnosis Serangan Jantung

BTN: Nazri kecam Mahathir rasis, Mahathir dakwa sengaja dibesarkan
Jangan kerana bila anda menjadi Perdana Menteri, anda mahu setiap orang menyokong anda, anda bertindak seperti seorang rakyat Malaysia.

Nazri says Dr M's remarks ‘most stupid’
KUALA LUMPUR, Dec 8 — Minister in the Prime Minister’s Department, Datuk Seri Nazri Aziz, lashed out at Tun Dr Mahathir Mohamad today and described the former premier’s remarks as the “most stupid statement” that he has ever heard.
Dr Mahathir had said earlier today that Nazri should resign from Umno because if he were against racism, he should not be in a racist party.
“He (Nazri) said I am racist? Don’t ever say he is not, because he knows everything very well. He belongs to a party and that is a racist party, which is Umno. Umno is a party ‘perkauman’ and it’s meant only for Malays and nobody [else] can join in. So he is in a racist party but said he is against racism. So he should resign from the party,” Dr Mahathir had told reporters at the Kuala Lumpur Convention Centre today.
In response, Nazri pointed out that Dr Mahathir’s comments only confirmed what he said about him was right.
“You know that the bigger concept is the Barisan Nasional. This party (Umno) was formed and it was not decided by me. I joined because I want to serve the government. I want to serve the people and that was the platform prepared for me so actually when you want to talk about forming the party, he was involved in forming the party.
“That is not my problem, that is his problem and I only joined the system as it is. I only want to serve the people and the only way I can serve is through this party.
“I am right in the sense that if Umno is a racist party, he was a president of a racist party so he is [therefore] a racist,” he said.
Nazri added that Dr Mahathir’s arguments did not make him less racist.
Nazri had called Mahathir a “bloody racist” yesterday for defending the Biro Tata Negara (BTN) courses, and reasserted the Cabinet’s earlier decision to overhaul the programme.
He explained that patriotism was not meant only for the Malays but for all Malaysians.
Nazri also slammed Umno’s Utusan Malaysia newspaper, saying its “denial syndrome is making me laugh.” The minister in the prime minister’s department repeated his stand that “everybody knows what the BTN is,” so there was nothing to hide.
Nazri’s attack on Dr Mahathir was however, not published in Umno-owned newspapers today.
“It does not matter to me, I don’t know what are the reasons but to me if Tun Mahathir can make criticisms against the government then he is not immune to criticisms from members of government,” he said.

Dr M challenges Nazri to quit ‘racist’ Umno
KUALA LUMPUR, Dec 8 — Tun Dr Mahathir Mohamad today hit back at Datuk Seri Nazri Abdul Aziz for calling him a racist and urged the minister to instead quit Umno because it was indeed a racist party.
The former premier and the Minister in the Prime Minister’s Department have been at loggerheads over the need to revamp the National Civics Bureau (BTN), which critics charge with cultivating racism instead of its original purpose of nation building.
Yesterday Nazri called Dr Mahathir a “bloody racist” for defending BTN courses while reasserting the Cabinet’s earlier decision to overhaul the programme in line with the policy of 1 Malaysia mooted by Prime Minister Datuk Seri Najib Razak.
“Nazri says I am a racist, he cannot deny he is not because he knows everything very well,” said Dr Mahathir.
“He belongs to a party that is racist because Umno is meant only for Malays, no one else can join. But he is against racism, so he should resign from the party.”
Nazri yesterday said Dr Mathathir’s postings in his blog were also racist and contrary to his own stand when he was the prime minister.
“When he was prime minister he wanted everyone to support him but now he only talks about the Malays, so I cannot accept his comments,” Nazri had said yesterday.
Dr Mahathir had defended BTN’s training modules and described them as suitable for instilling patriotism in Malaysians.
BTN came under public scrutiny recently, after Pakatan Rakyat-ruled Selangor prohibited state civil servants and students of higher educational institutions owned by the state from attending its courses, claiming that they were an indoctrination process by the Barisan Nasional government and aimed at brainwashing Malaysians into hate opposition parties.
PR leaders and former participants have also claimed that the courses were racist and emphasised the idea of Malay superiority.

Dr M transformed BTN to a super-racist agency, says former director
KUALA LUMPUR, Dec 9 — Former National Civics Bureau (BTN) director now turn PKR leader Datuk Johari Abdul (picture) claimed that it was Tun Dr Mahathir Mohamad who made the body a full-fledged racist indoctrination agency, contradicting the former premier who has gone all-out to defend BTN and deny that the body was used by Umno to sow racial hatred.
Speaking at a forum organised by PKR tonight, Johari claimed that prior to Dr Mahathir’s ascendancy as the prime minister, the body, not yet called the BTN, was initially used to counter the influence of anti-establishment Islamic movements in universities in the 1970s.
At the time, the body was headed by another former prime minister, Dr Mahathir’s arch-rival, Tun Abdullah Ahmad Badawi. He was not yet a politician at the time but a government officer.
“And when Abdullah became a full time politician, the body officially became BTN and its purpose was to raise the confidence of Malay students who were doing badly academically by instilling ideas like ketuanan Melayu (Malay supremacy),” said Johari who is also MP for Sungai Petani.
But when Dr Mahathir became prime minister, Johari said the former premier, whom he described as a “shrewd politician”, made full use of the BTN and turned it into a complete Umno-Barisan Nasional (BN) indoctrination machinery to maintain Malay loyalty to the status quo.
“One of the courses (under him) was that the Malay participants were taught to defend the Umno-BN government at all cost. If the Umno-BN government falls, than the Malays are made to think that the Malays would be enslaved in their own country.”
“And then it got worse when (PKR de facto leader) Datuk Seri Anwar Ibrahim was sacked by Dr Mahathir after a fall-out in 1998 and the BTN was then used to demonise all opposition leaders,” he added.
The PKR leader claimed he was speaking from personal experience as a former director of the agency.
And being a former director and also an Umno man, Johari admitted that he too at one point believed in the teachings of the BTN, and its supposed objective to help the Malays but has since “repented.”
“You know within your conscience that there is something wrong somewhere..it is wrong,” he said.
Johari said however that to be fair there was nothing wrong with the agency itself but that it was the syllabus that needed a revamp. He also said that Umno, as a political entity, has the right to do its best to edge out its political rivals.
“But don’t use taxpayers money for that. Finance your own programme,” he said.
The government had allocated RM64 million under the 2010 Federal Budget for BTN and the opposition is currently doing its best in Parliament to get BTN closed.
So far, some influential Umno leaders like Tengku Razaleigh Hamzah, and Minister in the Prime Minister Department Datuk Seri Nazri Aziz, have joined in the rising chorus against the agency.
Nazri had also blasted Dr Mahathir as a racist for defending BTN while Razaleigh claimed he too was a victim of the programme when he went against the former premier in the late 1980s.
But the hawks in Umno, through its newspapers like Berita Harian and Utusan Malaysia, have come out to defend BTN and blast its critics as attempting to politicise the issue.

Ku li: ‘I was battered by BTN’
KUALA LUMPUR, Dec 8 – One of Umno’s most respected leaders,Tengku Razaleigh Hamzah, has come out to back the closure of the Biro Tata Negara (BTN), saying he was a victim of its controversial courses when he led an opposition front.
“Yes I have heard, I have been battered about in seminars, discussions in BTN,” the Gua Musang MP said when asked if he had been a victim of BTN.
“They said a lot of things,” he replied when asked to elaborate on the nature of the attacks against him.
The Kelantanese prince was also a victim of a hate campaign during Election 1990, when a photograph of him wearing an East Malaysian headgear was widely distributed just days before polls.
The photograph of Razaleigh in the headgear, which bore a motif similar to a crucifix, is credited with turning away significant numbers of Muslim votes from Semangat 46, which he led.
The BTN, under the Prime Minister’s Department, runs compulsory courses for civil servants and undergraduates and has been accused of promoting hatred and racism by Pakatan Rakyat (PR) leaders.
“I think BTN should close down. It has been used to promote personality cults and also used for badgering people who oppose the leadership,” he told reporters after delivering his speech at the United Nations Human Rights Day here.
“It’s a waste of money,” said the Gua Musang Umno chief.
The PR-led Selangor government recently imposed a ban on its civil servants and students within its state-run educational institutions from attending BTN courses, while Penang — another PR- governed state — is said to be considering similar action.
But the hawks in Umno, through Malay-based dailies like Berita Harian and Utusan Malaysia, have moved to defend BTN and attacked its critics as “traitors” who are trying to politicise the issue.
On Sunday Utusan urged the government not to “bow down” to the opposition on BTN.
Minister in the Prime Minister’s Department Datuk Seri Nazri Abdul Aziz had said that BTN training modules would be revamped to better reflect the 1 Malaysia concept introduced by Prime Minister Datuk Seri Najib Razak.
However former Prime Minister Tun Dr Mahathir Mohamad has been defending the BTN courses and saying that the criticism against it has been exaggerated.

YAYASAN PENDIDIKAN ISLAM SELANGOR BAKAL DITUBUHKAN
Kerajaan Selangor Sedia Beri Tanah Untuk Bina Sekolah Menengah Agama
SHAH ALAM, 8 Dis. - Kerajaan Negeri Selangor sedia

Selangor Persoal PERMATA Pintar

FORMER PKA GM NOWHERE TO BE FOUND
Lawyers acting for PKA have been unable to serve the papers of a civil suit filed two months ago.
OC Phang failed to comply with Treasury guidelines, failed to ensure that key agreements entered into by PKA contain adequate terms necessary to safeguard PKA’s interest, and appointing a quantity surveyor which was in a position of conflict of interest due to its association with KDSB.
OC Phang, where are you?
PETALING JAYA (Dec 7, 2009) : Has the former Port Klang Authority (PKA) general manager Datin Paduka Phang Oi Choo (OC Phang) left the country? Lawyers acting for PKA have been unable to serve the papers of a civil suit filed two months ago.
On Oct 8, PKA through its lawyers Skrine & Co filed a suit against Phang for breaches of her fiduciary, contractual and common law duties to PKA over the Port Klang Free Zone (PKFZ) multi-billion ringgit fiasco. It contends that she had failed to exercise due care, diligence and skill in the discharge of her duties as PKA general manager. Among others, failing to comply with Treasury guidelines, failing to ensure that key agreements entered into by PKA contain adequate terms necessary to safeguard PKA’s interest, and appointing a quantity surveyor which was in a position of conflict of interest due to its association with KDSB (Kuala Dimensi Sdn Bhd), the turnkey developer of PKFZ."
Sources familiar with the case said that several attempts were made to serve the writ at Phang’s last known address in Bukit Bandaraya in Bangsar, but on most occasions, no one was at home.
The summons servers, said the source, were at the house as late as last week and met a young woman who said that Phang would be in on Friday to receive the writ, but again, she was not in when they went there.
Lawyers said that the PKA has no choice but to effect a "substituted service" in the form of newspaper advertisements but have warned that this could take up to two months. They have to prepare documents to convince the court that all attempts to serve the papers have been exhausted.
"The summons servers will have to affirm affidavits giving details of the dates and times they visited the Bukit Bandaraya home and other relevant facts which the court will have to rely on before an order for substituted service can be given," explained one lawyer.
On Sept 25, PKA filed a RM920 million suit against KDSB and BTA Architect over key development and supplementary agreements signed between February 2003 and November 2006. The authority also filed an originating summons with the Civil High Court registry in Shah Alam, seeking a declaration that the increase in the interest rate in respect of a supplementary agreement for additional development works signed in April 2006 is null and void.

HOMICIDE IS MOST PROBABLE CAUSE OF TEOH'S DEATH
There was an 80% possibility of homicide and 20% chance of suicide in the death Teoh Beng Hock.
Dr Porntip Rojanasunan (PIC LEFT) pointed out that among others a contusion on the right side of Teoh's neck as shown on the port mortem pictures was compatible with injury caused by manual strangulation.
She also found penetration injury in the anal region which can be caused by inserting an object in that particular part.
The fracture of the skull might have been caused by a direct blunt force to the skull prior to the fall.
Pornthip maintains 80% possibility of homicide in Teoh Beng Hock's death
KUALA LUMPUR (Dec 7, 2009) : Acclaimed Thai forensic pathologist Dr Porntip Rojanasunan, who attended the second post mortem on Teoh Beng Hock last month as an observer, maintains her view that there was an 80% possibility of homicide and 20% chance of suicide in the political aide's death.
Porntip had put forward her view last month at the inquest into Teoh's death on a fifth-floor landing of the Plaza Masalam on Aug 17 after he was interviewed by the Malaysian Anti-Corruption Commission (MACC).
Gobind Singh Deo, the lawyer for Teoh's family, said Porntip had maintained her view during his latest discussion on her preliminary findings of the second post mortem.
However, he told Nanyang Siang Pau that Porntip still needed some time to complete her post mortem report.
The Puchong MP disclosed that British pathologist Prof Peter Vanezis, who is representing the Selangor MACC, and the pathologists who conducted the post mortem, have also yet to complete their reports.
"But I believe their reports will be ready before the coroner's court resumes the inquest on Wednesday" he said.
On whether the post mortem reports would be made public, Gobind said he felt they should be but he would leave it to the coroner.
At the hearing last month, Porntip's testimony prompted Teoh's family to seek a court order for Teoh's body to be exhumed for a second post mortem.
The flamboyant forensic expert had pointed out that among others a contusion on the right side of Teoh's neck as shown on the port mortem pictures was compatible with injury caused by manual strangulation.
She also found penetration injury in the anal region which can be caused by inserting an object in that particular part.
She told the inquest the fracture of the skull might have been caused by a direct blunt force to the skull prior to the fall.

PELAN BARU SISTEM ALIRAN TRAFIK BANDAR KLANG
