Put yourselves or your beloved ones in the situation, then only you will know why corruption is such an evil practice. If not for corruption or at least not sticking to guidelines, rules and regulation, the training centre would not have been approved for use by the National Service trainees.
Three NS camps in Penang told to stop operating

GEORGE TOWN (Sept 12, 2008): All 3 National Service (NS) camps in Penang have been told to stop operating as they were built without planning permissions from the local authorities.
The Penang government has issued orders for the camps to be closed until they have made proper applications to ensure their buildings are safe and in compliance with building regulations.
Two of the camps, located in Machang Bubok on the mainland and Kampung Genting in Balik Pulau, are required to close from today.
The third, the Sri Mutiara NS camp in Sungai Pinang, also in Balik Pulau, was ordered closed on Thursday after a landslip at the rear of the camp’s dormitories.
The landslide occurred on Wednesday morning at 4.30am, leaving the camp building sitting precariously at the edge of a ravine.
All the NS camps come under the purview of the Defence Ministry.
Chief Minister Lim Guan today urged Deputy Prime Minister and Defence Minister Datuk Seri Najib Tun Razak to look into how the camps could have operated without getting approvals.
"The issue seriously raises questions about the safety of our youngsters who are based in camps that are not in compliance with laws," he said.
Lim had said on Thursday that the Penang Island Municipal Council (MPPP) had asked the Defence Ministry to submit appropriate planning permission for the Sri Mutiara camp early last year, but never received one.
