MB Perak Dan Enam Exco Digantung Hadiri DUN Perak
Menteri Besar Perak Datuk Dr Zambry Abdul Kadir digantung serta-merta dan dilarang daripada menghadiri sesi Dewan Undangan Negeri (DUN) Perak selama 18 bulan.
Sementara enam Anggota Majlis Mesyuarat (Exco) kerajaan negeri digantung selama 12 bulan daripada menghadiri sesi DUN juga berkuatkuasa hari ini.
Speaker DUN Perak V. Sivakumar mengumumkan keputusan itu selepas Zambry dan enam Exco berkenaan tampil di hadapan Jawatankuasa Hak dan Kebebasan DUN di sini, Rabu.
Kesemua tujuh Adun BN itu sebelum ini diberi notis saman supaya tampil di hadapan jawatankuasa itu berikutan aduan Adun Canning (DAP), Wong Kah Woh, bahawa majlis angkat sumpah jawatan mereka bertentangan dengan Undang-undang Tubuh Negeri Perak dan menghina DUN kerana Menteri Besar Ke-10, Datuk Seri Mohammad Nizar Jamaluddin, belum meletak jawatan secara rasmi.
Sivakumar berkata setelah meneliti aduan tersebut, beliau mendapati satu kes prima facie terhadap Zambry (Adun Pangkor), Datuk Ramly Zahari (Manong), Datuk Saarani Mohamad (Kota Tampan), Hamidah Osman (Sungai Rapat), Zainol Fadzi Paharuddin (Sungai Manik), Mohd Zahir Abdul Khalid (Kamunting) dan Dr Mah Hang Soon (Chenderiang).
"Keputusan ini diambil selepas mendapati kesemua mereka gagal dan tidak memberikan sebarang penjelasan dalam Mesyuarat Jawatankuasa Hak dan Kebebasan yang diadakan hari ini.
"Mereka telah gagal menawarkan sebarang penjelasan atas tindakan mereka yang menghina Dewan Undangan Negeri," kata Sivakumar dalam satu kenyataan akhbar empat perenggan di sini lewat petang ini.
Selain Sivakumar, Jawatankuasa Hak dan Kebebasan DUN dianggotai Husin Din (Pas-Selingsing), Chan Ming Kai (PKR-Simpang Pulai), Ong Boon Piow (DAP-Tebing Tinggi), Loke Chee Yan (DAP-Kepayang) dan Sum Chok Leng (DAP-Bercham), manakala wakil tunggal Barisan Nasional (BN) ialah Datuk Hasbullah Osman (Temenggor).
Sebelum itu, kesemua tujuh Adun terbabit telah dipanggil untuk memberi keterangan pada pukul 3 petang di Bilik Mesyuarat Bahagian Kewangan, Bangunan Setiausaha Kerajaan Negeri di sini.
Zambry dan enam Exco itu yang dilihat keluar dari bilik mesyuarat itu pada kira-kira 3.30 petang enggan memberikan sebarang komen kepada pemberita yang menunggu.

Perak MB and exco barred from assembly
Perak State Assembly Speaker V. Sivakumar today barred Mentri Besar Datuk Dr Zambry Abdul Kadir from attending all assembly sittings for 18 months and his six executive council members for 12 months, with immediate effect.
Sivakumar announced his decision this evening after the assembly's rights and privileges committee had completed two days of hearing into a complaint by Canning assemblyman Wong Kah Woh, throwing the state's political scene deeper into crisis.
Yesterday, Zambry had appeared before the committee for about 20 minutes. Two reporters from The Star and Sinchew Daily were also called to give their statements regarding a statement Zambry had made regarding Sivakumar's conduct.
The six exco members who were suspended were Dr Mah Hang Soon (Chenderiang), Hamidah Osman (Sungai Rapat), Zainol Fadzi Paharudin (Sungai Manik), Mohammad Zahir Abdul Khalid (Kamunting), Datuk Saarani Mohamad (Kota Tampan) and Datuk Ramly Zahari (Manong).
Zamry said later he and the six executive council members will take "follow-up" actions following their suspensions by the state legislative assembly's Rights and Privileges Committee.
He however declined to say what the actions would be, but said that the suspensions were made "in total disregard to the power of the Sultan of Perak to appoint the Menteri Besar and the executive council."
This latest episode worsens Perak's constitutional and political crisis which sparked off after the Barisan Nasional's capture of the state government earlier this month, following the decision of three Pakatan Rakyat assemblymen to withdraw from the coalition to become Independents who later declared their support for the BN.
The seven BN assemblymen had been referred to the Rights and Privileges Committee for contempt of the State Assembly when they took up the posts in the state executive council. However, Sivakumar had also said yesterday that Zambry and the journalists were called relating to a report which appeared in local dailies last Sunday on his conduct as Speaker.
Sivakumar said after studying the complaint from Wong, he found that there was a prima facie case against Zambry and the six exco members and he proceeded to hold the rights and privileges committee meeting for them to provide an explanation.
However, he said, they failed and did not give any explanation to the committee on their actions that had brought contempt to the assembly, and were found guilty.
The committee chaired by Sivakumar also comprise six other assemblymen-- Datuk Hasbullah Osman (Temenggor) of Barisan Nasional and five from the opposition - Husin Din (Selingsing), Chan Ming Kai (Simpang Pulai), Ong Boon Piow (Tebing Tinggi), Loke Chee Yan (Kepayang) and Sum Chok Leng (Bercham).
When contacted by Bernama tonight, Zambry said, Sivakumar's statement was "a serious lie."
"His claim that we have failed to offer any explanation is a lie of the most serious nature ever committed by a Speaker," he said, adding that the Speaker should have raised the matter during a state legislative assembly sitting and not acted "according to his whims and fancies."
Zambry added that he and the executive councillors had stated their positions and raised preliminary objections to the charges brought against them.
He also said that their suspensions would also be subjudice as there was still a suit pending in the High Court challenging his appointment as the menteri besar.
Yesterday, Zambry had described as "strange" the summons on him and six state executive councillors to appear before the committee as usually such action is only taken on those who have committed an offence while the state assembly was in session.
Zambry later said his presence before the committee was out of respect for the Speaker and the committee which called him to provide information.
Meanwhile, Zambry -- who has yet to call the state assembly into session -- continues his function was mentri besar, charing his maiden meeting of the state exco yesterday.
After the meeting, Bernama reported him as saying that Perak will set up a think tank called the Darul Ridzuan Institute (IDR) to help the state government in planning policies for the state's progress.
He said the exco also decided to set up an Economic Council comprising experts and captains of industry to transform Perak into an economic centre.
In addition, a Council of Civil Society comprising civil societies and non-governmental organisations (NGO) would be set up to tap their views and feedback.
A committee to be headed by a special officer to the menteri besar would also be set up to handle issues of the Orang Asli community in Perak.
On his civil suit, Zambry told reporters he has instructed his lawyer to handle the matter, including whether Justice Mohamad Ariff Md Yusof should withdraw from hearing the suit filed by Datuk Seri Mohammad Nizar Jamaluddin challenging Zambry's appointment as Menteri Besar.
The Kuala Lumpur High Court had fixed the suit for mention on Monday to decide whether Mohamad Ariff should withdraw from hearing the case, whether it should be referred to the Federal Court and whether Perak State Legal Adviser Datuk Ahmad Kamal Md Shahid could represent Zambry.
The office of Perak BN chief Datuk Seri Najib Abdul Razak, who is also deputy prime minister, said he would comment on the matter today (Thursday).
