Intipati Bajet 2010 '1Malaysia, Kemakmuran Bersama':
1. Peruntukan wang berjumlah RM191.5 bilion yang meliputi RM138.3 bilion (72.2 peratus) untuk belanja mengurus dan RM53.2 bilion (27.8 peratus) untuk belanja pembangunan.
2. Bayaran khas RM500 kepada penjawat awam bagi Gred 41 hingga Gred 54 dan setaraf dengannya serta pesara wajib kerajaan pada bulan Disember ini.
3. Peningkatan pengecualian cukai pendapatan kepada penyedia perkhidmatan jagaan kesihatan daripada 50 peratus nilai peningkatan pendapatan eksport kepada 100 peratus sebagai galakan untuk menarik lebih ramai pelancong kesihatan.
4. Pelepasan cukai individu ke atas yuran langganan jalur lebar sehingga RM500 setahun mulai 2010 hingga 2012.
5. Pinjaman pembelian komputer ditawarkan kepada penjawat awam setiap tiga tahun sekali berbanding lima tahun sekali sekarang.
6. Subsidi, insentif dan bantuan hampir RM2 bilion untuk membela nasib golongan petani dan nelayan.
7. Peruntukan lebih RM9 bilion untuk projek infrastruktur termasuk pembinaan jalan, jambatan, bekalan air, perkhidmatan pembentungan, pelabuhan dan perkhidmatan laut serta projek lapangan terbang.
8. Peruntukan tambahan RM20 juta di bawah Tabung Kumpulan Usaha Niaga (TEKUN) untuk usahawan kecil kaum India (Peruntukan sedia ada RM15 juta).
9. Peruntukan RM3 juta sebagai geran pelancaran penubuhan Tabung Kebajikan Penggiat Seni bagi memastikan kebajikan warga seni sentiasa terbela dan diberi perhatian.
10. Peruntukan tambahan RM20 juta untuk memberi pengiktirafan Sekolah Berprestasi Tinggi (SBT) dengan sasaran 20 buah sekolah pada 2010.
11. Menganugerahkan Biasiswa Nasional kepada 30 pelajar terbaik di kalangan yang terbaik berasaskan kepada merit sepenuhnya. Penyandang Biasiswa Nasional ini akan melanjutkan pelajaran ke universiti tersohor di dunia.
12. Menukar pinjaman PTPTN kepada biasiswa bagi pelajar yang berjaya menamatkan pengajian ijazah sarjana muda kelas pertama atau setaraf dengannya bermula tahun 2010.
13. Diskaun tambang 50 peratus bagi perkhidmatan kereta api KTMB jarak jauh kepada pelajar berumur 13 tahun sehingga mereka masih bertaraf pelajar bermula 1 Jan, 2010.
14. Pakej "notebook", termasuk perkhidmatan jalur lebar percuma, kepada 100,000 pelajar universiti tempatan dengan bayaran RM50 sebulan untuk tempoh dua tahun bermula 1 Jan, 2010.
15. Peruntukan RM100 juta bagi pelaksanaan Program PERMATA, yang memberi penekanan terhadap kaedah pengasuhan dan pendidikan awal kanak-kanak secara bersepadu dan terancang.
16. Perlindungan insurans dan takaful mikro untuk peniaga kecil-kecilan mendapat manfaat perlindungan dalam lingkungan RM10,000 hingga RM20,000 dengan premium serendah RM20 sebulan.
17. Menubuhkan 14 lagi Mahkamah Sesyen Khas Rasuah dan empat Mahkamah Tinggi Khas Rayuan Kes Rasuah.
18. Cukai perkhidmatan sebanyak RM50 setahun ke atas kad kredit utama dan kad caj, termasuk kad yang diberi percuma dan cukai pendapatan RM25 setahun ke atas setiap kad kredit tambahan mulai 1 Jan, 2010.
19. Semua kementerian dan jabatan kerajaan diwajibkan untuk menyediakan pusat penjagaan harian dan pendidikan anak-anak dengan setiap kementerian dan jabatan diberi peruntukan RM200,000 untuk penubuhannya.
20. Kadar cukai pendapatan individu maksimum dikurangkan daripada 27 peratus kepada 26 peratus berkuatkuasa tahun taksiran 2010.
21. Pelepasan diri kepada pembayar cukai pendapatan individu dinaikkan kepada RM9,000 daripada RM8,000 mulai tahun taksiran 2010 bagi membolehkan pembayar cukai nikmati peningkatan pendapatan boleh guna sebanyak RM1,000.
22. Hampir 50,000 isi rumah miskin tegar yang berdaftar di bawah program eKasih dan 4,000 isi rumah Orang Asli yang telah dikenal pasti akan dibantu untuk mencapai matlamat sifar kemiskinan tegar. Peruntukan RM41 juta untuk meningkatkan kualiti hidup masyarakat Orang Asli.
23. Peruntukan RM48 juta bagi melaksanakan program pembasmian kemiskinan bandar meliputi bantuan kebajikan dan program bayaran sewa rumah dan Kementerian Wilayah Persekutuan ditukarkan nama kepada Kementerian Wilayah Persekutuan dan Kesejahteraan Bandar.
24. Penyediaan 74,000 rumah kos rendah oleh Jabatan Perumahan Negara untuk disewa pada tahun 2010.
25. Pelancaran skim KWSP pada Januari 2010 bagi membolehkan pencarum mendapatkan jumlah pembiayaan lebih besar bagi pembelian rumah yang bernilai lebih tinggi atau bagi pembelian rumah tambahan.
26. Peruntukan RM224 juta kepada OKU untuk bantuan, melaksanakan Program Pemulihan Dalam Komuniti dan peruntukan RM174 juta untuk warga emas.
27. Kadar elaun kanak-kanak OKU di sekolah pendidikan khas kelolaan NGO dinaikkan daripada RM50 kepada RM150 sebulan bagi setiap orang mulai 1 Jan 2010.
28. Penubuhan Skim Simpanan Persaraan 1Malaysia yang diuruskan oleh KWSP.
29. Potongan caruman pekerja KWSP dinaikkan semula ke kadar 11 peratus secara sukarela berkuat kuasa serta-merta.
30. Membina jalan luar bandar sepanjang 510km dan jalan kampung sepanjang 316km dengan peruntukan RM857 juta termasuk jalan di Kapit, Lawas dan Simunjan di Sarawak serta Kinabatangan, Kota Belud dan Keningau di Sabah.
Highlights Of 2010 Budget: 1Malaysia, Together We Prosper
KUALA LUMPUR, Oct 23 (Bernama) -- Following are the highlights of the 2010 Budget, themed "1Malaysia, Together We Prosper":
1. An allocation of RM191.5 billion, consisting of RM138.3 billion or 72.2 per cent (operating expenditure) and RM53.2 billion or 27.8 per cent (development expenditure).
2. Special payment of RM500 in December 2009 to civil servants from Grade 41 to Grade 54 or its equivalent as well as those on mandatory retirement.
3. Enhancement of tax incentives for healthcare service providers who offer services to foreign health tourists. Income tax exemption of 50 per cent on the value of increased exports will be increased to 100 per cent.
4. Individual taxpayers will be given tax relief on broadband subscription fee up to RM500 a year from 2010 to 2012.
5. Civil servants are eligible to apply for computer loans once in every three years as compared to once in every five years now.
6. Subsidies, incentives and assistance amounting to almost RM2 billion to safeguard the interest of farmers and fishermen.
7. An allocation of RM9 billion to finance infrastructure projects, including construction of roads and bridges, water supply, sewerage services, rail facilities, ports and sea services as well as airport projects.
8. An additional allocation of RM20 million for small-scale Malaysian-Indian entrepreneurs under the Tabung Kumpulan Usaha Niaga (Tekun), on top of the existing RM15-million allocation.
9. Establishing a RM200-million Creative Industry Fund to finance activities, such as film and drama productions, music, animation, advertisements and local content development. Establishing "Tabung Kebajikan Penggiat Seni" to ensure the welfare of artistes.
10. An allocation of RM20 million for 20 schools to be identified as High Performance Schools (SBT) in 2010.
11. Awarding national scholarships to 30 "creme de la creme" students strictly based on merit. These scholarship recipients will further their education in world-renowned universities.
12. Converting the National Higher Education Fund Corporation (PTPTN) loans to scholarships for students who graduate with first class honours degrees or equivalent beginning 2010.
13. Providing a 50 per cent discount on fares for long-distance services of Keretapi Tanah Melayu Berhad (KTMB) to students aged 13 and above beginning Jan 1, 2010.
14. Offering a netbook package, including free broadband service, to 100,000 local university students for a start for RM50 per month for two years, effective Jan 1, 2010.
15. An allocation of RM100 million for the PERMATA Programme to implement various programmes which emphasise early childcare and education in an integrated and organised manner.
16. Micro insurance and Takaful coverage for small-scale businessmen which will benefit from coverage ranging from RM10,000 to RM20,000 with premium as low as RM20 per month.
17. Establishment of 14 Special Corruption Sessions Courts and four Special Corruption Appeal High Courts.
18. Imposing RM50 service tax on each principal credit card and charge card, including those issued free of charge, and a service tax of RM25 a year on each supplementary card effective Jan 1, 2010.
19. All ministries and government departments are required to provide day care and education centres for children. For this, an allocation of RNM200,000 will be made available for every ministry and government department to establish day care centres.
20. Reduction of the maximum individual income tax rate from 27 percent to 26 percent, effective from the year of assessment 2010.

Najib had taken the oath of office as the country's sixth prime minister before the Yang di-Pertuan Agong, Tuanku Mizan Zainal Abidin, at the Istana Negara in Kuala Lumpur this morning.
Abdullah handed over a blue bound volume of the prime ministerial duties note to Najib around 5pm today at the pemier's office.

Tun Abdullah Ahmad Badawi today handed over premiership duties to his successor Datuk Seri Mohd Najib Abdul Razak in a modest ceremony witnessed by officers at the Prime Minister’s office and cabinet colleagues here. The ceremony was telecast live over RTM1 at 4pm.
Abdullah, who clocked five years, five months and three days as the fifth Prime Minister of Malaysia, looked at ease in a orange traditional outfit as he greeted Najib with a hug as the latter entered his room at 4.15pm.
Najib was accompanied by his wife Datin Seri Rosmah Mansor, both dressedin pink traditional Malay wear, and Chief Secretary to the Government Tan Sri Sidek Hassan. Abdullah and Najib then posed for press photographers before adjourning for a half-hour private meeting.
Before exiting his office of five years, Abdullah handed over a blue bound volume of the prime ministerial duties note to Najib before emerging at the main concourse of the building at 5pm to rousing applause.
After a short prayer, Abdullah and his wife Tun Jeanne and accompanied by Najib bade farewell to a crowd of department officers, staff and cabinet colleagues.
At 5.15pm, led by a team of security personnel, Abdullah and Jeanne accompanied by Najib and Rosmah made their way down the stairs of the department to a waiting black sedan which whisked them away just before 5.30pm.

The nation recorded history with the elevation of Najib to the post of prime minister when, for the first time, the post was filled by the son of a former prime minister. Najib's father, Tun Abdul Razak Hussein, was the country's second prime minister.
On Oct 8 last year, Abdullah announced that he would not defend the post of Umno president and would relinquish the post of prime minister in March this
year, thus hastening the transition of power to Najib earlier than the originally scheduled date of June 2010.
Last Saturday, Najib was officially declared Umno president, a post he had won unopposed, at the Umno General Assembly at the Putra World Trade Centre (PWTC) in Kuala Lumpur.
Yesterday, Abdullah, who had helmed the country for more than five years, had an audience with the Yang di-Pertuan Agong at the Istana Negara to hand over the letter elinquishing the post of prime minister and sought His Majesty's consent to appoint Najib as his successor.
Abdullah was appointed the fifth prime minister of the country on Oct 31 2003, and the handing-over of duties from Tun Dr Mahathir Mohamad to Abdullah had taken place at the same Prime Minister's Office, also on a Friday.

and other types of agreements.
