Hishamuddin, berkata beliau berada di ibu pejabat SPRM di Putrajaya untuk menghadiri mesyuarat pada hari kejadian memberitahu mahkamah, beliau telah dihubungi oleh pegawai penyiasat, Mohd Anuar Ismail, pada jam 2 petang untuk memaklumkan mengenai kematian Teoh.
MACC officer, Raymond Nian John Timban, testified that Hishamuddin Hashim had been seen in the office on the morning of July 16, around the time Teoh is said to have died.
Selangor MACC investigations head Hairul Ilham Hamzah admitted that he had not checked with either the receptionist or the security guard as to whether Teoh had left through the front door.

Timbalan Pengarah Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) Selangor memberitahu prosiding inkues kematian Teoh Beng Hock bahawa SPRM tidak bertanggungjawab terhadap kematiannya kerana Teoh bukan lagi berada di bawah kawalan agensi itu.
Hishamuddin Hashim dalam keterangannya berkata Teoh telahpun dibenarkan pulang ke rumah selepas selesai memberi keterangan di pejabat SPRM Selangor di tingkat 14 Plaza Masalam di Shaha Alam sebelum ditemui mati di tingkat 5 bangunan yang sama pada 16 Julai lalu.
"Kematian berlaku di luar pejabat SPRM dan kita pun tak tahu secara terperinci tentang punca kematiannya, malah kita telahpun membenarkan Teoh pulang selepas dia selesai memberi keterangan.
"Oleh itu pada pandangan saya, kematian Teoh bukanlah di bawah kawalan SPRM Selangor. Jika ia (kematian itu) berlaku di pejabat SPRM, saya sendiri yang akan membuat laporan polis," katanya ketika memberi keterangan sebagai saksi ke-27 dalam inkues itu yang masuk hari ke-25 hari ini.
Teoh, setiausaha politik ADUN Seri Kembangan, Ean Yong Hian Wah, ditemui mati selepas memberi keterangan kepada SPRM Selangor sebagai saksi dalam siasatan penyalahgunaan wang kerajaan negeri itu.
Hishamuddin, yang berkata beliau berada di ibu pejabat SPRM di Putrajaya untuk menghadiri mesyuarat pada hari kejadian memberitahu mahkamah, beliau telah dihubungi oleh pegawai penyiasat, Mohd Anuar Ismail, pada jam 2 petang untuk memaklumkan mengenai kematian Teoh.
"Saya telah mengarahkan Mohd Anuar dan pemangku penolong pesuruhjaya Khairul Ilham Hamzah supaya menemui saya di ibupejabat SPRM di Putrajaya untuk memberi penjelasan berhubung kejadian ini.
"Bagaimanapun kemudian saya mengarahkan mereka berpatah balik ke pejabat SPRM Selangor dan berjumpa saya di sana dan supaya mereka memberikan kerjasama kepada pihak polis," kata Hishamuddin yang juga mengetuai siasatan penyelewengan tuntutan ADUN Negeri Selangor.
Beliau mengakui telah mengarahkan pegawainya itu supaya tidak membuat laporan polis berhubung kematian Teoh dengan alasan kejadian itu berlaku di luar kawalan SPRM.
Hishamuddin berkata beliau tidak melihat sendiri mayat Teoh kerana merasakan tidak perlu baginya untuk berbuat demikian.
Beliau juga mengakui tidak menyoal semua pegawai dan anggota SPRM terlibat bagi mendapatkan maklumat terperinci berhubung insiden itu, sebaliknya berkata segala maklumat mengenai punca kematian Teoh hanya diperoleh daripada Mohd Anuar dan Khairul Ilham.
Kepada soalan Gobind Singh Deo, peguam yang mewakili keluarga Teoh, bahawa beliau tidak mengambil berat untuk menemubual semua pegawai untuk menyiasat perkara itu kerana beliau tahu kematian Teoh disebabkan oleh pegawai-pegawai SPRM, saksi itu menjawab : "Tidak setuju."
Terdahulu Hishamuddin berkata bahawa pada malam 15 Julai, beliau tidak melihat Teoh berada di pejabat SPRM dan tidak mengetahui apa sebenarnya yang telah terjadi kepadanya.
Beliau mengakui tidak mempunyai pengetahuan peribadi jika sebarang bentuk kekerasan atau paksaan digunakan terhadap Teoh sepanjang saksi itu berada di pejabat SPRM untuk memberi keterangan.
Khairul Ilham dalam keterangannya hari ini pula berkata bahawa pada pukul 8 pagi 16 Julai, Mohd Anuar telah menemuinya di pejabat SPRM Selangor dan memberitahu bahawa beg serta telefon bimbit Teoh masih berada di pejabat itu.
"Kami buat rondaan dalam pejabat SPRM untuk mencari Teoh tetapi tidak jumpa," katanya.
Khairul Ilham berkata beliau telah dimaklumkan mengenai kematian Teoh oleh Mohd Anuar pada jam 2 petang hari kejadian.
"Saya jadi 'blank' dan panik, tidak tahu apa yang perlu dilakukan," katanya saksi itu sambil menjelaskan bahawa itulah kali pertama beliau berdepan situasi di mana seorang saksi hilang dari pejabat dan kemudian ditemui mati di luar pejabat SPRM.
Khairul Ilham juga menafikan penglibatan pegawai SPRM dalam kematian Teoh dan menegaskan pihak SPRM tidak pernah merahsiakan sebarang maklumat berhubung kejadian itu daripada pengetahuan polis mahupun mahkamah.

IO ordered not to lodge report after Teoh's body found
SHAH ALAM (Oct 14, 2009): Selangor Malaysian Anti-Corruption Commission (MACC) Deputy Director Hishamuddin Hashim admitted that he had ordered investigating officer (IO) Mohd Anuar Ismail not to lodge a police report after Teoh Beng Hock’s body was found, the inquest into the political aide's death heard today.
"I gave the order not to lodge a police report. There were many people surrounding the body, and we had already released him from our custody," said Hishamuddin during questioning by Teoh family counsel Gobind Singh Deo.
"As such, in my opinion, Selangor MACC is not responsible for his death. If it (death) had happened in the MACC's premises, I myself would have made a police report," he said when giving testimony in the inquest, which entered its 25th day.
Teoh, 30, who was working for Seri Kembangan assemblyman Ean Yong Hian Wah, was found dead on a fifth-floor landing outside the Selangor MACC office at Plaza Masalam here on July 16, after being questioned overnight into alleged misappropriations of state allocations.
Hishamuddin, who was in Putrajaya for a meeting when the IO called him at around 2pm to inform him about Teoh's death, said he would have instructed his officers to lodge a report if Teoh had died in the MACC offices on the 14th floor of Plaza Masalam.
Under questioning from Gobind, the deputy director admitted that he had neither gone down to see Teoh’s body when he returned from his meeting in Putrajaya, nor asked the police as the circumstances surrounding Teoh’s death.
He also said he did not question anyone beyond the two officers who were directly responsible for supervising the investigations, namely Selangor MACC investigations head Hairul Ilham Hamzah and the case IO.
Hishamuddin also testified that he had initially called Hairul and Anuar to Putrajaya to explain what had happened, but changed his mind and asked them to turn back and wait for him at Plaza Masalam.
Earlier, during his testimony, Hishamuddin was asked whether witnesses were free to leave the MACC offices at any time.
He replied that they were only allowed to leave at the discretion of the supervising officer, and only if there was some "pressing reason" to do so. However, he denied that such detention amounted to constructive arrest.
The deputy director told the court that he had worked late on the night Teoh was being questioned, and only left the office at 5.45am.
However, he disputed the testimony provided by another MACC officer, Raymond Nian John Timban, who testified that Hishamuddin had been seen in the office on the morning of July 16, around the time Teoh is said to have died.
Meanwhile, during questioning by Gobind, Hairul admitted that it "did not cross his mind" to call Teoh when his bag and handphone were discovered at the MACC offices at 8am.
During further questioning by lawyer Rajpal Singh, who is holding a watching brief for the Bar Council, Hairul admitted that there were "no controls" as to when a witness could leave the MACC offices after their statements were recorded, as a receptionist or security guard could open the door to let them out.
However, he admitted that he had not checked with either the receptionist or the security guard as to whether Teoh had left through the front door.
The inquest before Coroner Azmil Muntapha Abas resumes on Friday.
